        지방재정투융자심사제도의 문제점과 개선방안 모색

        The purpose of this study is to point out obstacles to an on-going investment appraisal system of local governments and to suggest schemes that mitigate obstacles. This study find out that self-appraisal procedure for projects of a local government tends to give a positive approval more than requested appraisal procedure for a lower level governments` projects. So, we focus on reducing a rate of self appraisal procedure if we want to raise an efficiency of investment projects of the local government. On-going appraisal system has several defects. First, it has been less linked with the other local fiscal coordination system. Second, it has inadequate appraisal criteria, for instance, a unreasonable formation and a composition of appraisal committee. Third, it has an insufficient central government monitoring procedure. Our study suggests several schemes to reinforce the system. First, a minimum amount of the project to be requested for the upper level government appraisal committee should be decreased. Second, pre-appraisal by a local government committee for projects should be sublated for being under examination in the upper level appraisal committee if possible. Third, it is needed to change a composition of appraisal committee members and to reinforce a continuous monitoring of the central government.

        민선자치 10년간 재정자립 지표의 추이에 대한 연구

        This paper examines how successful in fiscal self-reliance of local government since revival of the self-governing system in Korea. The analysis shows that the self-reliance ratio of local government have decreased continuously since year 1997. The general revenue source ratio have also slightly decreased in the same period, but the gap of the high ratio of cities and low ratio of counties tends to converge each other. It has been shown that the aspect of decreasing self-reliance ratio resulted from the fact that expanding transfer revenue exceeded expanding self collecting revenue. The grouping of local government concerning those ratio shows that the convergence of local government concerning the ratio into certain groups occurred, and that equalizing effect of local fiscal coordination system to smoothen the imbalance in fiscal revenue was effective.

        Acrylonitrile/Sodium Allylsulfonate 공중합체 방사선 접목을 이용한다공성 Polytetrafluoroethylene 지지체의 친수화

        본 연구에서는 방사선을 이용하여 다공성 polytetrafluoroethylene(PTFE) 지지체에 acrylonitrile(AN)과 친수성작용기를 가진 sodium allylsulfonate(SAS)를 접목시켜 복합 연료전지막의 지지체로 사용되는 친수화 다공성 지지체를 제조하였다. SAS/AN의 몰비율, 단량체 농도, 방사선의 조사선량에 변화를 주어 제조된 지지체의 물성을 평가하였다. 제조된 지지체의 FTIR 분석을 통하여 각 단량체들이 다공성 PTFE 지지체에 성공적으로 그래프팅되었음을 확인하였다. 또한 FE-SEM과 gurley number 측정을 이용하여 그래프트율이 증가할수록 지지체 표면의 기공이 감소하는 것을 관찰하였고, 그래프트율, 접촉각, TBO(toluidine blue O) uptake 분석을 통해 그래프트율이 증가됨에 따라제조된 지지체의 친수화도가 증가하는 것을 확인하였다. We prepared hydrophilic porous supporters for the reinforced composite fuel cell membrane by radiation graftingof acrylonitrile (AN) and hydrophilic sodium allylsulfonate (SAS) into a porous polytetrafluoroethylene (PTFE) supporter. The physicochemical properties of the supporters prepared under various reaction conditions such as molar ratioof SAS/AN, monomer concentration, and irradiation dose were evaluated. FTIR was utilized to confirm the successfulintroduction of SAS/AN copolymer chains into the porous PTFE. The pores of the porous PTFE film were found to bedecreased with an increase in the degree of grafting by using FE-SEM and gurley number. Furthermore, by analyzingthe degree of grafting, contact angle, and TBO (toluidine blue O) uptake, the hydrophilicity of the prepared supporterswas found to increase with an increase in the degree of grafting.

      • 地方財政力 測定을 위한 綜合指標 算定의 新技法

        The purpose of this study is to explore a new comprehensive index measuring local fiscal capacity. There are two major problems in constructing a comprehensive index. One is how to transform individual index to relative index in comparable form. This study settles this problem by using standard score (z-score). Each individual index is transformed to relative index by standard score and each index’s standard scores are summed up with each local government unit. This study names the sum of these standard scores ‘the standardized comprehensive index’ . The other problem in constructing a comprehensive index is how much weight should be assigned to each relative index in summing up individual index’s value. This study tackles the problem by using factor score. Factor analysis extracts weights. named factor score coefficient (or factor weight), through correlation analysis for each indexes. This study names sum of these factor scores, which reflects individual index evenly, ‘the factorized comprehensive index’. Through correlation analysis between the comprehensive index and individual indexes, it turns out that these new indexes (particulary the factorized comprehensive index) are superior to existing comprehensive index such as 5- stage point system in terms of their ability to reflect individual index. Judging from the superiority of new comprehensive indexes, particulary the factorized index. this new comprehensive index is recommended for the future study of local fiscal capacity.

        호남지역 공항권역별 항공여객 운송 수요 및 가격경쟁력 분석

        This article examines the demand for air passengers transportation and analyzes it`s price superiority in comparison with alternative modes of transportation in Honam region. It is appeared that the ranking of the demand for air passengers transportation in Gwangju ares is first, and Yosu area second, Mokpo area third, Gunsan fourth respectively. Most of the demand are concentrated on Honam-Seoul route. Also, it is analyzed that the price superiority of main airline route (Gwangju-Seoul, Yosu-Seoul, Mokpo-Seoul) is inferior to the alternative transportation services or slightly above. In brief, under the ongoing fare system, it is very hare to prevail for the price superiority of air passenger transportation over the alternatives. Based on these results, this article suggests that the government should promote the entry of air liner enterprise specializing in the domestic line and local line with under medium size passenger airplane with low cost, and that new airport available for medium size airplane should be established in Jeonju area and Janghung area.

        방사선을 이용한 강화 복합 연료전지막 다공성 지지체용 PTFE-g-PAA 제조 및 특성 연구

        방사선 그래프팅 방법을 이용하여 다공성 PTFE 지지체에 친수성 고분자 사슬인 아크릴산 사슬을 도입시켜강화 복합 연료전지막의 지지체로 사용하기 위한 PTFE 친수화 다공성 지지체를 제조하였고 FTIR을 이용하여 다공성 PTFE에 친수성 고분자가 성공적으로 도입되었음을 확인하였다. 제조된 지지체의 표면 친수화 정도를 관찰하기위해 접촉각을 측정한 결과, 도입된 친수성 고분자 사슬이 증가할수록 소수성의 PTFE 표면 친수화도가 증가됨을확인하였다. 또한 제조된 지지체의 물리화학적, 형태학적 특성은 FE-SEM, gurley number, 인장강도를 측정하여 관찰하였다. In order to use as supporters for the reinforced composite fuel cell membrane, poly(acrylic acid)-grafted porous polytetrafluoroethylenes (PTFEs) were prepared via introduction of poly(acrylic acid) graft chains by a radiation grafting method. FTIR was utilized to confirm the successful introduction of poly(acrylic acid) graft polymer chains into the porous PTFEs. Contact angles were examined to observe the hydrophilicity of the surface of the prepared substrates. The result indicates that the hyrophilicity of the surface in the prepared substrates increases with an increase in the number of hydrophilic polymer chains. FE-SEM, gurley number, and tensile strength were also utilized to characterize the prepared substrates.

        전자선 조사로 제조된 Sulfonated Polystyrene/Trimethylolpropane Ethoxylate Triacrylate(SPS/TMPETA) 막의 가교제 함량에 따른 특성분석

        본 연구에서는 polystyrene(PS) 술폰화 반응을 통하여 얻어진 sulfonated polystyrene(SPS)과 trimethylolpropane ethoxylate triacrylate(TMPETA) 가교제를 다양한 조성으로 혼합하여 캐스팅한 후, 전자선을 조사하여 가교 SPS/TMPETA 막을 제조하였다. FTIR 분석과 술폰화도 측정을 통하여 술폰산기가 PS 고분자에 도입되어 SPS 고분자가 성공적으로 제조되었음을 확인하였다. 제조된 SPS/TMPETA 막의 젤화율 측정을 통해 조사선량 및 가교제 함량이 증가할수록 가교도가 증가함을 확인하였다. 그리고 함수율, 화학적 안정성, 기계적 물성 측정을 통해 가교제 함량에 따른 영향을 평가하였고, 가교구조의 도입으로 인하여 제조된 막의 함수율, 화학적 안정성, 기계적 물성이 향상되었음을 확인하였다. 또한 전기화학적 분석을 통하여 막의 면적저항을 측정한 결과, 가교도의 증가로 인해 막 면적저항이 증가함을 확인하였다. In this study, crosslinked SPS/TMPETA membranes were fabricated by solution casting of various compositions of sulfonated polystyrene (SPS) prepared by sulfonation of polystyrene (PS) and trimethylolpropane ethoxylate triacrylate (TMPETA) crosslinker followed by an electron beam irradiation. We confirmed that SPS polymer was successfully prepared by the introduction of sulfonic acid group in PS from the results of FTIR analysis and measurement of sulfonation degree. The degree of crosslinking of the prepared membranes increased with an increase in absorption doses and crosslinker contents, which was obtained by measuring gel fraction. The effects of the crosslinker contents were estimated by measuring water uptake, chemical stability, and mechanical properties of the prepared membranes. It was confirmed that the introduction of crosslinked structures in SPS membranes improved the water uptake, chemical stability, and tensile strength. Also, the results of the electrochemical analysis showed that membrane area resistance increased with an increase in the degree of crosslinking.

        The purpose of this sutdy is (1) to analyze the structure of local goverment revenue and (2) to propose the scheme to enlarge the independent revenue of local government. The results of analysis on revenue structure of local government are : (1) The proportion of property tax in tax revenue is large. (2) There are many lump-sum taxes in local tax system. (3) The tax vasis on property are very low level in comparison with current price of property. (4) Rents and fees are inclined to unchange for long period. The desirable schemes to enlarge the independent revenue are : (1) The proportion of tax on possession in property tax revenue should be enlarged but the proportion of transaction tax and transfer tax should be diminished instead. (2) The tax basis on property should be more realistically rasied. (3) The progressivity of automobile tax should be reinforced. (4) The lump-sum tax should be substituted by ad-valorem tax in many case.
