In fact, the amendment of SOFA agreement in 2001 stipulated that American troops should return their bases to Korea after ridding them of environmental pollution, if needed. The US military, however, ignored the Korean provision stipulating the environmental purification and took "return of land" procedure based on SOFA's article 4, "no duty of restoring to the original state" As a result, environmental and citizens' groups demand a retraction of environmentally inspected and unpurified return of American military bases and that has become Korea's current issue. Therefore, it is urgent to revise and add to the environment-related articles in SOFA in order to solve their controversial interpretation between Korea and the U.S. There is no way to arbitrate and settle if both countries have different views in interpreting and conducting SOFA agreements due to unclear and unspecified articles. In conclusion, diplomatic efforts between the two countries are urgently required both strategically and legally.

주한미군기지 환경문제가 주민의 인권, 생존권, 환경권을 보호하는 방향으로 해결되지 못하고 한미동맹과 주한미군의 안정적 주둔이라는 이름으로 은폐 또는 무시된다는 일부 시민단체들의 지적은 바람직한 양국관계 발전이라는 측면에서도 매우 중요하고 심각히 해결하여야 할 사항이다. 더구나 최근 한국측에 반환되고 있는 미군기지의 환경오염 문제는 근본적으로 미군주둔기간동안 발생한 오염사고를 제대로 처리하지 않거나 오염유발시설들을 점검관리하지 않는 결과라고 할 수 있어 미군기지 환경피해의 사례들을 조사하여 파악하고, 방치되고 있는 환경문제의 해결을 위한 방안을 모색할 필요가 있다. 아울러 주한미군기지에 대한 환경문제의 근본적인 해결을 위해서는 한미행정협정(SOFA) 규정상 허술한 환경조항을 하루 발리 개선하여야 하며 나아가서는 한미당국자간의 보다 적극적이고 합리적인 합의와 노력이 필요하다 할 수 있다. 특히 추가 반환될 미군기지의 환경오염정화, 일상적으로 발생하는 환경사고, 소음과 진동피해 등에 대해 환경정책과 SOFA규정의 취지에 부합하게 미군측의 책임 있는 자세가 중요하다. 따라서 본고에서는 주한미군기지의 주요 환경오염실태를 살펴보고 양국간 쟁점이 되고 있는 환경문제와 관련한 사항들에 대한 관련법적용의 문제점 및 이의해결을 위한 정책적 고려사항과 개선방향에 대하여 검토해본다. Some civic groups held their military bases to investigate the logal environmenr and began to raise questions. However, the impact of environmental laws and remedies that inter pretation of the differences between the two countries and the unegual position differences can not draw back effect. Thus, U. S.bases in south korea for the fundamental solution of environmental information regulations sofa to be amended quickly and aggressively between Rok officials and reasonable efforts are needed. The us-Rok alliance and further development of cross -versus discriminatory indeed is a good chance that`ll ever be.

The high suicide rate of the military personnel causes serious personal and social problems; it gives pain and sorrow to their families and brings losses of the military power and of valuable members of the society. Therefore, it is critical for the morale of soldiers and for the society itself to decrease the suicide rate. This study aimed at proposing some preventative measures by trying to analyze the causes of the suicides. First of all, the theories about the suicide were discussed and then it was found that the suicide rate in the military camps in higher than that in general. The result of the study says, ① The suicide rate seems to go down since 1990. ② "Hanging oneself" is used most frequently for suicides and followed by "taking poison". ③ Most of the suicides was committed while duty off. ④ Those whose ranks are "Private" committed suicide more ofen than those in any other ranks. ⑤ From the economic perspective, those from low income families have a high rate of suicide. ⑥ In occupation before the military, the unemployed and students

A Liquid crystalline polymer with a triad mesogen and tetra and hexa methylene groups was synthesized. The structure of the LCP is as follow. TR4, 6 : ◁그림 삽입▷ (원문을 참조하세요) Thermal and mesophase properties were investigated by differential scanning calorimetry(DSC) and on a hot stage of a polarizing microscope. As a result of investigation, the LCP in the melt showed nematic behavior identified by a thread-like optical texture. Tm and Ti values were 225.3℃ and 345℃, respectively.
