ROK issued its first type certificate to the KC-100 airplane, Part 23 normal category, and become the State of Design (SoD) in 2013. Before this, ROK aviation regulations were focused on the operation and continued airworthiness of aircraft registered and operated in ROK that were designed and manufactured in another contracting state. Therefore the implementation of reporting system were restricted to gather the failure and service difficulty reports from the owners or operators and transmit the information to the State of Design and/or the manufacture relating to the type certificated aircraft. However, ROK, to fulfill the accountability of the State of Design, has to ensure there is a system to address the information received from the State of Registry on failure, malfunctions, defects and other occurrences that might cause adverse effects on the continuing airworthiness of the korean type certificated aircraft. This paper presents an overview of ICAO requirements for the State of Design, and current implementation of reporting system of USA and Japan and discusses the current status and further considerations on the rule-making for the malfunction, defect and failure reporting system applicable to the korean indigenous aircraft.

Mobile robots can offer services like intelligent monitoring in an indoor environment using network connection with remote users. In this paper, we designed and developed a networked security robot system with various sensors, such as flame detector, gas detector, sound monitoring module, and temperature sensor, etc. The robot can be accessed through a web service and the user can check the status of the environment. Using ADAMS software, we defined the motor specification for a worst-case condition of climbing over a obstacle. We applied the robot system in monitoring office condition.

This is the study to introduce the Japanese Type Certification System for Domestic Aircraft and current status of Bilateral Aviation Safety Agreement. The study on the Japanese Type Certification System will contribute to understand our aircraft certification system and will be a reference in performing the Type Certification Project on KC-100 airplane in the Part 23 Normal Category.

1995년 중국과 미국은 소형 항공기 범위의 상호감항성협정을 체결하였으며, ARJ-21 비행기를 시범사업으로 상호감항성협정(BAA)에서 Part 25급을 포함하는 항공안전협정(BASA)로 협정개정을 추진 중에 있다. 항공안전협정이 해당 민간항공당국이 수행해야 하는 법적 책임을 경감시키지는 않는다. 다만, 역량있는 상대국가의 감항당국이 해당 민간항공당국을 대신하여 자국의 항공기 인증제도에 필적할 만한 방법으로 수행한 인증기능을 인정하는 방법을 통하여, 해당 민간항공당국은 적합성판정을 함에 있어서 대체방법으로 활용하는 것이다. 이를 통해 항공안전협정은 안전을 저해하지 않으면서 여러 국가의 인증에 소요되는 비용과 시간을 경감하는 데 기여할 수 있다. 본 논문에서는 중국의 항공기 인증제도 및 항공안전협정의 최신 추진동향에 대하여제시한다. The Chinese and U.S. governments has signed a Bilateral Airworthiness Agreement in the scope of small airplane (Part 23) on 2005 and seek to expand to Bilateral Aviation Safety Agrement to include transport airplane (Part 25) using ARJ-21 program. This bilateral agreements do not relieve the Civil Aviation Authority (CAA) of its statutory responsibilities for certification. However, they provide an alternative means for the CAA to make its findings, recognizing the competency of another authority to conduct certification functions in a manner comparable to, and on behalf of, the CAA. In this way, the bilateral agreements contribute to ensuring aviation safety as well as reducing the burden imposed on the aviation industries without compromising safety. This paper is to discuss recent status of Bilateral Aviation Safety Agreement and associated Chinese Aircraft Certification System.
일본의 항공기인증제도 및 항공안전협정(BASA) 체결 동향

2009년 4월 27일 일본과 미국은 항공기 및 부품의 감항성인증을 상호수락하기 위한 항공안전협정(BASA) 및 감항성이행절차(IPA)를 체결하였다. 항공안전협정이 해당 민간항공당국이 수행해야 하는 법적책임을 경감시키지는 않는다. 다만, 역량있는 상대국가의 감항당국이 해당 민간항공당국을 대신하여 자국의 항공기 인증제도에 필적할 만한 방법으로 수행한 인증기능을 인정하는 방법을 통하여, 해당 민간항공당국은 적합성판정을 함에 있어서 대체방법으로 활용하는 것이다. 이를 통해 항공안전협정은 안전을 저해하지 않으면서 여러 국가의 인증에 소요되는 비용과 시간을 경감시키면서 교역을 촉진하는 데 기여하고 있는 것이다. 본 논문에서는 가장 최근에 미국과 BASA를 체결한 일본의 항공기 인증제도 및 항공안전협정체결 현황에 대하여 제시한다. The Technical Standard Order articles are the parts and appliances for which the civil aviation authority designates as it is necessary to standardize for the expedited certification process and aviation safety. TSO articles were used on the type certified aircraft as replacement parts in the early days of TSO authorization system, but those articles are widely used on the newly developed aircraft as well in these days. In this paper, we compared the differences of the TSO authorization systems between FAA and EASA, and proposed the rulemaking items to improve Korean TSO authorization system and to contribute to growth of aviation industry.
