컴퓨팅 파워 제공의 비용분석에 있어서 슈퍼컴퓨팅센터의 가장 큰 특징은 슈퍼컴퓨터의 사용이 외부에 오픈되어 있다는 점이다. 즉, 슈퍼컴퓨팅 사업의 주된 목적이 컴퓨팅 파워의 공동활용에 있다. 반면에 민간부문의 경우 슈퍼컴퓨터의 도입 활용은 전용시스템을 기본으로 하고 있다. 따라서 슈퍼컴퓨팅 파워 공급비용의 차원에서 슈퍼컴퓨팅 사업의 효과분석은 슈퍼컴퓨터 공동활용 효과를 측정하는 것이 가장 직접적인 경제적 효과 측정 방법이 될 것이다.

한국 대통령이 처음으로 나토 정상회의에 참여했다. 나토가 한국 정상을 초대한 배경은 한국의 국제적 위상과 동아시아 지역에서 한국의 전략적 중요성을 인정한 결과라고 볼 수 있다. 특히 이번 회의는 나토의 신전략개념 윤곽 아래에서 나토와의 안보협력 의제를 논의하기 때문에 전략적 의미가 매우 크다고도 할 수 있다. 나토 신전략개념을 발표하는 자리에 정상이 초대된 만큼, 한국도 이를 계기로 나토가 규정한 위협과 대응에 전략적 사고로 준비해야 한다. 본 연구는 나토의 신전략개념을 고찰하고, 동맹이론 중 패권적 세력배분구조 관점에서 신전략개념의 목적과 인도태평양 지역에서 나토의 관여 의도를 분석하였다. 패권적 세력배분구조는 미국의 평시 동맹 확장과 강화를 통한 전략에 기반하고 있다. 미국은 이러한 동맹기반을 최대로 활용해 인도태평양 지역에서 안보이익을 추구할 수 있다. 이러한 동맹 패턴 변화에 대비하여 한국이 인도태평양 지역에서 어떠한 정책을 펴야 하는지를 살펴보았다. South Korean president participated in a NATO Summit 2022 for the first time. NATO's invitation to the Korean leader can be seen as a result of recognizing Korea's international status and strategic importance in the East Asia region. In a particular, this meeting can be said to have great strategic significance as it discusses the agenda for security cooperation with NATO under the outline NATO's new strategic concept, Korea should take this as an opportunity to prepare for threats and responses stipulated by NATO with strategic thinking. This study analyzes the purpose of NATO's new strategic concept and NATO's intention to engage in the Indo-Pacific region from the viewpoint of the hegemonic structure of power distribution among the alliance theories. The hegemonic structure of power distribution is based on the strategy of expanding and strengthening the US peacetime alliance. The United States can pursue security interests in the Indo-Pacific region by making the most of this alliance base. In preparation for this change in the alliance pattern, we looked at what policies Korea should implement in the Indo-Pacific region.

한국이 인태전략 발표 이후 이를 효과적으로 추진하기 위해서는 지역 안보 분야에서 한국이 더 많은 부담을 감당하기를 바라는 미국의 기대를 어떻게 관리하는가의 문제가 현안으로 부상할 것이다. 미국은 공식적으로 동맹을 바탕으로 한반도를 넘어 인태지역 전체에서 자유와 평화, 그리고 번영을 위해 협력해야 함을 강조해왔다. 더구나 한국도 자신의 인태전략을 발표하면서 역내에 기여와 역할을 약속했다. 이제 양국의 관심은 한국의 역내 군사적 관여에 집중될 것이다. 본 연구는 미국이 역내 군사적 관여를 요청해올 때 한미동맹의 비대칭적 관계 속에서 미국과의 협상 전략을 도출하고자 한다. 양면게임이론을 바탕으로 과거 유사 협상 사례를 분석하여 비준과 윈셋이 협상 전략에 미치는 함의를 끌어내고자 하였다. 비준(국익 기여와 동맹 분담 관점에서 국내 집단 간 논쟁하면서 여론을 수렴하는)은 상대국과의 협상에서 전략이 될 수 있다. 윈셋(국내에서 양보하거나 혹은 상대의 양보를 끌어낼 수 있는)도 전략으로 유용할 것이다. Ever since the release of the new Indo-Pacific strategy by the ROK, the issue of how to manage US expectations for Korea to shoulder a greater burden in the area of regional security will emerge as an important issue in order to effectively pursue it. The United States has officially emphasized the need to cooperate for peace, freedom, and prosperity in the entire Indo-Pacific region beyond the Korean Peninsula based on the alliance. Moreover, while release its Indo-Pacific Strategy, Korea also promised to contribute more and take on a bigger role in the region. Now, the attention of both countries will be focused on ROK's military engagement in the region. This study seeks to derive a negotiation strategy with the United States in the asymmetrical relationship of the ROK-US alliance when the US requests military engagement in the region. Based on Two-Level Theory, we tried to derive the implications of ratification and win-set for negotiation by analyzing past similar negotiation cases. Ratification (collecting public opinion while debating between domestic groups in terms of contribution to the national interest and sharing of alliances) can be a strategy in negotiations. A win-set (which allows you to concede domestically or to elicit concessions from your opponent) will also be useful as a strategy.

Korea has been dispatching forces from the Vietnam War to the Iraq War to eradicate pirates in Somali Waters. There are many different types of activities, from containment to responding to transnational threats. But Korea has decided to dispatch forces due to a strategic dilemma. Therefore, this study analyzes the recent policy decision-making process for dispatching force to Somali Waters and presents policy implications to guide rational decisions when requested in the future.

The purpose of this study is to analyze economic effects of supercomputing power in KISTI(the center of Knowledge Information Infrastructure), to anticipate the effects in the future and to provide some suggestions for the supercomputing policy in order to achieve national competitiveness in the 21st century. One of the most important conditions for the formation of knowledge-information infrastructure is to possess supercomputing power. It the capacity to produce and use highly value-added knowledges and information that determines the winner and loser nation in the future soicety. The ability of the government to build supercomputing power for producing, circulating, and using knowledges and information is so important as to determine national fate. The supercomputing power in KISTI has produced such economic effects as reduction of cost, increase of sales, reduction of property damage to people.
