      • 갈등 관리 프로세스에 의한 ABS협상의 갈등 사례 분석

        Nagoya Protocol designed to establish criteria about material trade of biological genetic resources(ABS) was adopted in the 10th conference of the Parties to the Convention on Biological Diversity. In the course of the negotiation for adoption of the protocol, there was conflict between developed and developing countries, resource-rich and poor countries, and multinational corporations and environmentalists. This study investigates conflict process, subjects, issues and major factors in the negotiation case, and analyzes the negotiation by using the Conflict Management Process. To develope conflict management strategies for various conflict cases, we examine previous studies and analyze the intersectional conflict factors of this case and general cases, such as Fundamental side, Resource-allocation side, and Communication/Information-sharing side. These analyses of conflict prevention/resolution of the ABS negotiation show the importance of building mutual trust among stakeholders, enhancing mediator training, and constructing appropriate legislative/policy systems for successful conflict management.

        연구논문 : ABS 선례분석을 통한 국내 자생 생물자원의 주권적 권리확보 방안 연구

        This paper investigates to secure sovereignty rights on the native biological resources to copewithNagoya Protocol, themost compulsory international regime onABS. As a result of analysis on successful ABS cases, four criteria needed to be reviewed for securing sovereignty rights are deducted. These criteria could be summarized as follows: 1) Geographical range of biological resources, 2) Status of ownership of traditional knowledge, 3) Relationwith patent and 4) Procedures to ensureABS ownership. On the basis of these criteria, this study reviews the actual condition of the regulations and international regimes such as Convention on Biological Diversity and Nagoya Protocol to deduct the national counterplan for securing sovereignty rights. The result of this study is as follows. First, in-situ endemic species should be more conserved, restored, and discovered steadily. Secondly, database on traditional use should be established as evidential material considering similar culture area. Thirdly, terms and conditions of contract should be expeditiously decided depending on negotiation between parties because of absence of international regulations related with patent. Accordingly, international negotiating power on patent issue should be enhanced. Lastly, the proper actions in the procedures of successful ABS cases should be constantly reviewed to strengthen the national sovereignty rights on biological resources and be used in awisemanner.

        발달장애학교 중학교과정 직업교과 담당교사의 직업교과서 활용에 대한 인식

        This study was intended to identify supplement points and improvement points for using 2011 revised middle school vocational textbook by investigating general recognition, satisfaction level, and specific usage of vocational textbook of teachers for middle school courses at special school of developmental disabilities. To this end, this study selected 167 vocational teachers for middle school courses at 17 special schools of developmental disabilities from 9 districts. As a result, the application rate of vocational textbooks of teachers for middle school courses at special school of developmental disabilities was below 40%. It was identified that they reconstructed the textbook contents or adjusted the order according to the students level, and they were mainly used as the supplementary data. The satisfaction level for textbook structure was in the order of content structure, external system, content presentation, content selection, and assessment. The application degree of vocational textbook was in the order of vocational life, job search, vocational preparation, and career planning. It is important to supply good textbooks, but the research results suggested that it is necessary to provide more effective delivery system as training the reconstruction method of textbook contents, reviewing the effect of reconstruction by area through various cases, and supplying application manual.
