Anti-corruption education is widely accepted as an effective tool for curbing corruption. However, due to a lack of data, the current literature has not yet been able to comprehensively evaluate the effectiveness of anti-corruption education on corruption or integrity. Using the Integrity Assessment dataset and the Anti-Corruption Education dataset, this paper empirically tests the impact of anti-corruption education on the level of integrity amongst 51 public organizations in South Korea from 2014 to 2018. A fixed-effects model and time-lagged regression enable this study to capture the impacts of anti-corruption education on integrity. This paper finds that if ten percent of employees in a public organization receive anti-corruption education, then the level of comprehensive integrity within that organization will increase by about 0.8 points in the following year. This study also finds that in some conditions, anti-corruption programs have no effect on reducing corruption. These results suggest that anti-corruption education programs are indeed effective in fighting corruption. Public workers should participate in anti-corruption education programs regularly because the program's impact does not last long. Anti-corruption programs should be developed to increase external integrity and internal integrity.

This paper examined Aristoteles's ideas on physical education appeared in his philosophy shown in his various works. In his Politica, he suggested that we should make attempts to obtain both physical and intellectual development by stages in accordance with age. Physical education should not be the professional one just for a few limeted people, but be a part of daily life. through which we can achieve moral accomplishment. This suggestion corresponds to the present 'sports for all' is emphasized together with 'lifelong education' nowdays. Excellence in physical condition is considered prior to that of spirit which is understood as the most important element of happiness. Moreover in addition, Moderation is the one to which we pay heed which refers to the state of being neither excessive nor lacking. As we noticed, Aristoteles not only established the theory of physical education as a part of curricual, but also considered values of human body in the light of the viewpoint that mind and body are unitary.

1990년대부터 지금까지 자치경찰제에 대한 많은 연구가 이루어졌음에도 불구하고 자치경찰제와 경찰부패 수준 간의 상관관계를 연구한 논문은 많지 않다. 일부 연구는 자치경찰제를 도입하면 정치적 중립성과 민주성이 확보되어 부패가 감소할 것으로 예 상하는 반면, 다른 연구는 지방자치단체장 및 지방 토호세력의 영향력으로 인해 자치경 찰제 도입 이후 부패가 증가할 것이라고 예상한다. 이 연구들도 경험적 증거를 제시하 지 못하고 이론을 전개하는 수준에서 머물러 있다. 자치경찰제는 경찰부패를 감소시키 는가? 이 연구 질문에 대한 경험적 증거를 기반으로 하는 답을 찾기 위해 본 연구는 58 개국에 대해 종속변수로는 경찰 및 군 청렴도와 경찰부패 인식도, 독립변수로는 자치 경찰 지수를 사용하여 국가 수준의 다중회귀분석을 시행하였다. 그 결과 자치경찰제 도 입은 경찰부패와 상관관계가 없는 것으로 나타났다. 즉, 자치경찰제의 도입 자체가 경 찰부패를 증가시키거나 감소시키지는 않는다. 자치경찰제를 어떻게 운용하는가에 따라 경찰부패 수준도 변화할 것으로 판단한다. Since the 1990s, many studies in South Korea have examined police decentralization. However, only a few studies have focused on the relationship between police decentralization and police corruption. Some studies expect that the decentralization of police to decrease corruption because of reduced political neutrality from the central government. Other experts argue that corruption will increase with the decentralization of police due to the influence of the local elites. However, there is a lack of empirical evidence on the relationship between police decentralization and police corruption. Does police decentralization decrease police corruption? To answer this question with empirical evidence, this study investigates 58 countries with data-sets from World Bank, World Justice Project, Index Mundi, and other sources. The Police Decentralization Index has been adopted as the independent variable, and the Police Corruption Perceptions Index and the Absence of Corruption are used as the dependent variables. The result shows that police decentralization has no significant effect on police corruption. This study concludes that the level of police corruption does not depend on not the adoption of police decentralization, but rather the capacity of managing police systems.

최근 비영리 민간단체에 대한 보조금 및 기부금 관련 수사 결과가 언론보도로 알려지면서 각종 비리 및 재정운영상의 문제점이 드러났다. 이는 1990년대 이후 본격적으로 논의된 작은 정부론과 맞물려 진행된 시민사회의 성장에 관한 어두운 부분이라 할 수 있다. 이러한 현상은 그동안 정부의 시민사회에 대한 접근이 지원과 규제완화에만 치우쳐서 발생한 문제라고 판단한다. 비영리 민간단체에 대해 적정한 규제, 규제에 필요한 제도설계, 시민단체에 기부금품을 제공하는 기부자의 권리 보호 등 다각적인 접근이 필요한 시점이다. 현재까지 비영리 민간단체의 투명성을 제고하는 방안 등에 관한 선행연구는 소수에 불과한 상황이다. 기부자가 비영리 민간단체를 신뢰하고 기부할 수 있도록 하는 개선방안은 무엇인가? 본고는 이러한 질문에 답하고자 비영리 민간단체를 관리하는 정부 측면, 기부금품을 제공하는 기부자 측면, 비영리 민간단체를 운영하는 모금자 측면에서 대안을 모색해보았다. 관리자의 시각에서 보면 기존법의 제재에서 면제받는 대상 단체가 상당하여 체계적인 관리가 어려운 상황이다. 기부자 입장에서는 기부금품이 필요한 자에게 전달되지 않고 모금자의 사적 유용으로 낭비될 우려가 있으나, 이에 대한 정보가 부족하다. 모금자 측면에서는 성실하고 투명하게 운영하는 비영리 민간단체와 부패한 비영리 민간단체 간의 구분 없이 동일하게 취급당하고 있으며, 인적 및 물적 자원의 한계로 운영이 어려운 측면이 있다. 비영리 민간단체의 운영에 관련한 다양한 행위자의 시각과 이해관계를 고려하여 제도의 관리 사각지대 해소, 통제의 실효성 확보, 투명성 개선역량 지원으로 구분하여 세부적인 제도개선 방안을 제시하였다. 회원에게 모금한 금품도 기부금품법에 포함하여 관리, 정보화시스템 구축, 기부자의 동의에 따른 기부금품의 운영비추가 사용 허용 등을 통해 비영리 민간단체에 대한 국민의 신뢰제고와 시민사회의 질적 성장이 이루어지기를 기대한다.
