도시의 입지와 규모에 따른 고용 불안정성에 대한 산업 다양성의 영향력 차이에 관한 연구

본 연구는 도시의 규모와 입지에 따라 산업 다양성이 고용 불안정성에 미치는 영향의 차이를 검증하기 위해 우리나라의 75개 도시 지역들의 2008년에서 2016년까지의 산업별 종사자 수를 바탕으로 산업 다양성 지수와 고용불안정 지수를 산출하였다. 또한 시 지역을 수도권과 비수도권, 비수도권의 권역, 그리고 인구규모별로 각각 분류하여 패널분석을 실시하였다. 분석 결과 수도권과 중도시 이상 규모의 도시 지역에서는 산업 다양성의 확보가 고용 불안정성을 완화시키는 것으로 나타난 반면, 비수도권 지역과 소도시 지역에서는 산업 다양성이 통계적으로 유의한 영향을 미치지 못하는 것으로 나타났다. 또한 비수도권 지역의 경우 권역에 따라 산업 다양성이 고용 불안정성에 미치는 영향은 각기 다른 것으로 나타났다. 따라서 향후 안정적 지역성장을 위한 지역산업정책의 효과성과 능률성의 제고를 위해서는 각 도시의 특성과 입지를 고려한 복합적인 맞춤형 지역산업정책의 설계와 추진이 이루어져야 할 것이다. This study examined the differences in the effect of industrial diversification on employment instability according to the regional characteristics. Using employment data by industrial sector for cities in Korea from 2008 to 2016, this study calculated the industrial diversification index and employment instability index. This study then developed panel regression models separately according to the location and population size of cities. The findings indicate that the index of industrial diversification of the capital region and cities with populations over 300,000 had a significant influence on employment instability index, However, the index of industrial diversification of the non-capital region and cities with populations under 300,000 had not significant influence on employment instability index. This study also found that the effect of industrial diversification on employment instability different according to provincial location. These results suggest that policy makers should consider the difference in regional characteristics and formulate the tailored local industrial policies to promote stable growth of regions.

도시 규모와 입지에 따른 지역경제성장에 대한 산업다양성의 영향력 차이에 관한 연구

This study examines the differences in the relationship between a change in economic development and industrial diversification according to the regional characteristics. Using employment data by industrial sector for cities in Korea from 2000 to 2013, this study calculated the annual growth rate of 1 minus Herfindahl-Hirschman Index (HHI) as an industrial diversification index. In addition, this study computed the annual growth rates of GRDP per person as local economic growth rates. This study then developed panel regression models separately according to the location and population size of cities, while controlling for the rate of basic sector employment as well as several endogenous and neoclassical growth variables. The findings indicate that the growth rate of industrial diversification index of the capital region has a significant and positive influence on local economic growth. However, the growth rate of industrial diversification index of the non-capital region has a different influence on local economic growth by population size. These results suggest that policy makers should consider the difference in regional characteristics when they formulate local industrial policies to promote local economic growth effectively. 본 연구에서는 도시 지역의 특성에 따라 지역 산업 다양성의 변화가 지역경제성장에 미치는 영향의 차이를 검증하고자 하였다. 이를 위해서 우리나라의 75개 시 지역들의 2000년에서 2013년까지의 자료를 사용하여 산업 다양성의 변화를 1-허핀달 지수 (HHI)의 증가율로 측정하였으며, 지역경제성장을 1인당 GRDP의 증가율로 측정하였다. 또한 시 지역들을 수도권과 비수도권, 그리고 인구규모로 각각 분류하여 패널 분석을 실시하였다. 분석결과 수도권의 경우, 산업 다양성의 증대가 지역경제성장을 촉진시키는 것으로 나타났다. 그러나 비수도권의 30만 이상의 시 지역들은 산업의 특화가 지역경제성장을 촉진시키는 것으로 나타났으며, 30만 미만의 시 지역들은 산업 다양성이 지역경제성장에 유의한 영향을 미치지 못하는 것으로 나타났다. 따라서 지역의 경제성장을 촉진시키기 위해서는 행정구역을 기준으로 한 일괄적인 지역산업정책이 아닌 지역의 특성을 고려한 차별적인 정책의 개발이 필요하다고 할 수 있다.
