불확실성 시대 지역공동체 개발에 대한 지역공동체 리질리언스적 접근

Uncertainty characterizes today. We are unsure about our preparedness for natural and social changes, including, but not limited to, slow growth, drastic shifts in demographic structure, climate change and related natural disasters, and economic growth without employment. Thus, both researchers and policy makers have paid much attention to the concept of resilience, which refers to the capacity of a society to withstand, absorb or/and adapt to various types of shocks. This study aims 1) to suggest an integrated approach to domestic resilience literature by reviewing foreign resilience literature, 2) to clarify the meaning of “community” and its importance in community resilience approach, and 3) to suggest policy implications for current approaches to community development in the country. To achieve the goal, this study reviews community resilience literature from the perspective both of a component approach and of a systematic approach. Then, the study analyzes domestic scholarship of resilience to suggest future research direction. The study then discusses what the community resilience approach has to offer for ongoing community development programs, and concludes by emphasizing that shaping community resilience depends on “taking actions.”
Agro-Tourism as a Rural Development Strategy in Korea

This paper investigates diverse policy experiences of enhancing agro-tourism in Korea. Since the campaign of “rural theme village” as a rural development strategy is closely related with the discussion of agro-tourism, this paper looks into past and recent streams of agro-tourism strategies pursued by the central government in Korea. This paper examines why agro-tourism has emerged as one of major rural development strategies in Korea. Along with a historical background of agro-tourism development in Korea, this paper presents the current and possible future characteristics of green tourism for rural community development in Korea. This paper also examines the perceived role of tourism in rural development. Special attention is paid to the ways in which the development of tourist attractions encourages changes in attitudes towards both rural resources assessment and entrepreneurship. Presenting success and failure stories, this paper also considers why the development of tourist attractions has been slow in rural areas of Korea, reviewing restraints, reservations, and problems identified during the last decade.
