광역자치단체 합동평가체제의 실증분석

The joint evaluation of local governments(JELG) is an annual assessment of mandated implementation of state policies by the Office of the Prime Minister (OPM) and Ministry of Government Administration and Home Affairs (MOGAHA) in Korea. This article examines the system and operation of JELG on the basis of survey data. There are two main lines of empirical inquiry. The first explores evaluation circumstances with regard to evaluation purposes, stakeholders, and environment. The second analyzes evaluation activities using methods, contents, and treatments. For the improvement of JELG system, we suggest some policy measures including utilization of intensity indicator, positive consideration of annual improvement, reduction of process indicators, full-scale review of validity and relevance of indicators, and reinforcement of financial-administrative incentives. This study also demonstrates that the JELG should be redesigned to facilitate and institutionalize multi-stakeholder dialogue/interaction as a good governance tool. Especially, it has to address local needs in order to underlie the performance management system of local governments.

한국 사회과학 이론의 보편주의

근대 이래 우리의 학문적 사유(思惟)는 은연중에 ‘서구적인 것이 곧 보편’이라는 서구보편주의에 깊숙이 침윤되어 왔다. 이로 인해 우리는 그동안 독자적 개념화 · 이론화 능력을 상실한 채 서구에 의해 주어진 타자의 눈으로 자기를 구성하고 재단해 왔는지도 모른다. 사회과학 이론의 보편이 현실의 ‘보편적 특수’로부터 나온다면, 그 특수가 유독 서구의 사회현실에만 존재할 리는 없다. 이 연구는 한국 사회과학에 짙게 드리워진 서구보편주의를 창조적으로 극복하고 한국적 맥락의 이론을 정립하는 데 필요한 인식론적 기반을 다지고자 한다. 이를 위해 근대학문의 보편성을 지배해 온 서구보편주의를 비판적으로 검토한 다음, 그 대안으로 다원보편주의(plural universalism) 패러다임을 제시한다. 다원보편주의는 다양한 보편성의 중추이론들이 상호작용을 통해 수용 · 동화 · 융합 · 공고화등의 조정 과정을 거치면서 인류사회에 보편적 인식의 지평을 넓혀간다고 보는 관점을 말한다. 서구보편주의가 ‘지배의 논리’를 구사해 온 ‘닫힌 보편주의’라면, 다원보편주의는 ‘공존의 원리’를 구현하는 ‘열린 보편주의’이다. 서구보편주의의 보편이 일원적 · 맥락초월적 · 독점적이고 주기만 하는 보편성이라면, 다원보편주의의 보편은 다원적 · 맥락조건적 · 경쟁적이고 주고받는 보편성이다. This paper attempts to lay an epistemological foundation for building original theories in Korean context to creatively overcome the practice of European universalism. For this purpose I critically review the attributes of European universalism which has strongly cast its shadow on Korean social sciences, and propose plural universalism as an alternative paradigm. The plural universalism is a perspective widening the horizon of universal cognition of human society through dialogical interactions among pivot theories of diverse universalities, which is adjusted by the process of accommodation, assimilation, convergence, and consolidation. European universalism is a closed one commanding the logic of dominance, but plural universalism is an open one realizing the principles of coexistence. While universality of European universalism is characterized by monistic, context-free, monopolistic, and one-sidedly giving, that of plural universalism is characterized by plural, context-conditioned, competitive, and mutually giving.

한국 사회과학의 한국화 논리 : 이론의 보편성 확보

사회과학 이론의 보편성은 사회현실의 ‘보편적 특수’, 즉 보편적 실재가 표출된 특수한 현상으로부터 나온다. 이론화의 단초인 보편적 특수가 유독 서구사회에만 존재할 리는 없다. 그것은 각 나라의 역사적 과정과 문화적 배경에 따라 다양한 형태로 표출되기 마련이다. 이는 ‘사회종 인간’의 습상(習相)에는 차이가 있지만 ‘자연종 인간’의 성상(性相)은 비슷하다는 데에 근거한다. 우리도 한국사회현실의 특수 저 너머에 실재하는 보편을 읽어낸다면 한국적 맥락의 보편이론을 창출할 수 있을 것이다. 이러한 노력이 바로 ‘한국적 특수의 이론적 보편화’를 지향하는 한국 사회과학의 한국화다. 우리의 학문적 사유는 아직도 서구의 잣대로 보편을 재단하고 한국적인 것을 한낱 특수로 치부해 버리고 마는 서구보편주의의 굴레를 벗어나지 못하고 있다. 이 논문은 다원보편주의 관점에서 이론의 보편성을 중심으로 한국 사회과학 한국화의 인식론적 기반을 다지는 데에 그 목적이 있다. 우선 사회과학의 보편성을 자연과학의 보편으로 환원해 온 과학단일론의 고정관념에서 벗어나 사회과학 특유의 독자적 보편성 개념을 정립한다. 이를 전제로 이론의 변증법적 발전(보편의 작동), 사회현실의 실재론적 구조(보편의 논거), 이론의 맥락적 확산(보편의 획득) 세 차원에서 한국이론의 보편성확보 논리를 제시하고자 한다. The universality of social sciences theory is inherently originated from universalized particular phenomena of social realities. There is no reason why the phenomena as a clue to theorization exist only in Western societies. It is expressed in diverse forms of life according to the historical process and cultural background of each country and cultural zone. This is because there are considerable similarities in born nature of humanity as natural kinds, even though some differences in conventional nature of humanity as social kinds. Nonetheless European universalism in which European(including American) things are always recognized as universal while all Korean things themselves are treated only as particular has dominated Korean scholarly thought. In fact social sciences theory built in Korean context can assure universality. The purpose of this paper is to epistemologically demonstrate this proposition from the perspective of plural universalism. The prerequisite task for this purpose is to dissolve a stereotype concept of universality based on natural science by unity of science, and redefine the concept of universality unique to social sciences. The main task is to argue on the logic of universalization of Korean social sciences theory in terms of dialectic development of theory, structure of social realities in critical realism, and contextual path of universalization of hypothetic theory.

시뮬레이션을 통한 SiC MOSFET의 단락회로 보호방법 연구

Recently, SiC MOSFETs are increasingly being used instead of IGBT for electrified vehicles. SiC MOSFET has many advantages such as high breakdown electric field, low ON resistance, and fast switching speed due to good temperature characteristics. However, there are points to consider when using the device, such as small semiconductor die size, high current density and rapid breakdown under short-circuit conditions. In particular, studies are being conducted to prevent the SiC MOSFET from breakdown due to overcurrent occurring during a short circuit. At the end of the day, no document has been clearly presented, and the methods used in the existing IGBT continue to be used. In this paper, using the desaturation detection method, which is one of the existing methods for IGBT, a method to set an appropriate blanking time was studied through simulation, and it was confirmed that the results were valid.

「정부업무평가 기본법」의 논리와 과제

  The Rho Moo-hyun Government in Korea has recently introduced so called integrated evaluation system(IES) by enacting and enforcing the Framework Act on Public Service Evaluation(FAPSE). The IES is designed to conduct various fields of cental evaluations under the initiative of the Public Service Evaluation Committee of the Prime Ministers Office to avoid evaluation overlapping and expect synergy effects of evaluations through organic linkage among them. This article examines the reform of evaluation system and discusses related policy questions, with specific focus on practical utility and nonnative validity of IES. It employs as an analytical framework conditions for evaluation success including (1) evaluation plausibility, (2) evaluation utilization, (3) evaluation capacity, and (4) evaluatee cooperation. The paper clarifies the features of IES and suggests some policy implications for ensuring its efficacy.

국정감사 제도와 운영의 분석적 조명

유신헌법에서 폐지되었던 국정감사가 1988년 제6공화국헌법에 의해 부활된지도 10년이 넘었다. 이 글은 그 동안의 시행경험을 바탕으로 국정감사 제도와 운영상의 문제점을 분석하고 개혁방안을 논의한 것이다. 국정감사의 전개과정에 따라 감사준비, 감사실시, 감사효과의 3단계로 나누어 각 단계별로 주요 이슈를 검토하였다. 감사준비 단계는 감사일정ㆍ대상기관ㆍ자료갈등을, 감사실시 단계는 접근방법ㆍ감사운영ㆍ지방감사ㆍ결과처리를, 감사효과 단계는 공론화ㆍ정책개선ㆍ정보수집을 분석이슈로 잡았다. 그리고 감사환경으로는 정치여건ㆍ여론ㆍ소속정당을 고려하였으며 감사의 실효성 확보를 위한 환류작용도 다루었다. 이 글은 현행 헌법의 테두리 안에서 법령 개정만을 전제로 하였으며 주로 관련 통계와 기존의 설문자료를 활용하였다. 이 연구를 통하여 무엇보다 대상기관의 대폭 축소, 자료갈등의 해소, 효율적 회의진행, 정책감사의 정착, 실효성 확보장치 등은 국정감사의 제도적 존립과 직결되는 개혁과제임을 발견하였다.

협업 필터링 기반의 휴대폰 무선 서비스 추천을 위한 기지국 군집분석과 검증

이동통신 시장의 경쟁이 격화됨에 따라 이미 포화상태에 다다른 음성 서비스보다는 데이터 서비스를 증가시키기 위해 통신사들이 노력하고 있다. 그러나 단말기의 한계로 인해 자신이 원하는 서비스를 검색하는 것이 쉽지 않고, 시간 역시 많이 소모되는 문제점으로 인해 데이터 서비스 시장이 기대한 만큼 성장하지 않고 있는 상황이다. 본 논문에서는 이와 같은 문제점을 극복하기 위하여, 이동통신사에서 보유하고 있는 위치정보와 무선인터넷 이용로그를 기반으로 개인이 처한 상황에 맞게 무선 서비스를 추천하는 개인화 서비스 방안을 제시하고자 한다. 이를 위해 무선통신사의 실제 데이터를 기반으로 기지국의 위치정보와 해당 위치에서의 서비스 이용 정보를 이용하여 군집 분석을 실시하고, 이를 기반으로 협업 필터링를 이용한 무선 서비스의 개인화 서비스 방안을 제안한 후 이를 검증하였다. 또한 분류된 군집의 특성을 분석하고, 이를 기반으로 한 무선 서비스 추천 방안을 제시하였다. Mobile Communication Companies are trying to increase data services rather than telephone communication services that already became saturated as the competition of mobile communication market gets intensified. However, it is hard and time-consuming for customers to find desired mobile phone wireless services because of the limitation of screen and speed of the mobile phone. Therefore, the market does not grow rapidly as mobile communication companies expected. In our research, we suggest a personalized wireless service recommendation system that considers each individual context by using geographic information and wireless internet usage logs to overcome the mentioned problems. In order to design and implement the system, we conducted clustering analysis on base stations and real service usage logs of each base station, and suggested a personalized recommendation system based on collaborative filtering that uses the clustering results. Moreover, we verified the performances of our system with experiments.
