중국의 동아시아 지연(地緣)강화와 한국에 대한 관점

China's rise makes the United States re-made strategies for East Asia due to the improvement of maritime territorial disputes's generating possibility in East Asia with China's threat from neighboring countries. The U.S expects the strengthening of China's maritime power will expand to Pacific Ocean finally and its military power is shifting to East Asia with countermeasures as controling the speed. China also does its best for powerful naval construction with reinforcement of its maritime power to check maritime territorial disputes and the U.S's supremacy in East Asia in the background of its economic developme nt. In s tense situation of East Asia, China aims to maintain substantial profit by preventing China's hostile regime on the Korean Peninsula, seeking peaceful reunification between South and North and expanding its influence in Asia. Therefore, China has asked South Korea for the use of the special relationship with two Koreas, huge market offering and the permission of investment, and implied develop relations through regional cooperation and alliance, first to focus on the East Asian issues which are likely to have high potential conflict. 중국의 굴기는 주변국들부터 중국위협론과 동아시아에서 해양영토분쟁의 발생가능성 제고로 미국으로 하여금 동아시아 전략을 조정하게 했다. 미국은 중국의 해양권익강화가 최종적으로 태평양으로 확대될 것으로 예측하고 대응방안을 준비하면서 군사력을 동아시아로 이동시켰다. 중국도 경제발전을 배경으로 해양영토분쟁과 미국의 동아시아 패권을 저지하기 위해 해양권익강화와 함께 강력한 해군건설에 전력하고 있다. 이러한 동아시아의 긴박한 상황에서 중국은 동아시아 제해권 확보와 우세한 육군세력으로 한반도의 중국에 적대적인 정권 출현 방지, 양안 간 평화통일 추구, 아시아의 영향력 확대와 실질적 이익유지를 목표로 하고 있다. 따라서 중국은 우선 분쟁가능성이 높은 동아시아 문제에 집중하기 위해 한국에게 거대한 시장제공과 투자허용 및 지연강화를 통해 보다 발전적인 관계가 되길 희망하고 있다.

Ni기 초내열합금 GTD111 DS의 고온 저주기 피로수명 예측

Ni기 초내열합금인 GTD111 DS는 가스터빈 블레이드에 사용된다. 본 논문에서는 실제 운전조건과 유사한 조건을 설정하여 GTD111 DS의 저주기 피로시험을 실시하였다 상온, $760^{\circ}C$, $870^{\circ}C$의 온도범위와 다양한 변형률에서 저주기 피로시험을 수행하였다. 실험결과 총 변형률이 증가함에 따라 피로수명은 감소하였다. 상온 및 $760^{\circ}C$에서는 주기적 경화반응이 나타났으며 $870^{\circ}C$에서는 주기적 연화반응이 나타났다. $870^{\circ}C$에서 응력완화 현상은 유지시간에 따른 크리프의 영향으로 나타났다. 피로수명과 총 변형률의 관계는 Coffin-Manson 식을 통해 얻었다. 파단면은 SEM을 통해 초기균열 및 피로진전지역을 관찰하였다. GTD111 DS of nickel base superalloy has been used for gas turbine blades. In this study, low cycle fatigue test was conducted on the GTD111 DS alloy by setting conditions similar to the real operating environment. The low cycle fatigue tests were conducted at room temperature, $760^{\circ}C$, $870^{\circ}C$, and various strain amplitudes. Test results showed that fatigue life decreased with increasing total strain amplitude. Cyclic hardening response was observed at room temperature and $760^{\circ}C$; however, tests conducted at $870^{\circ}C$ showed cyclic softening response. Stress relaxation was observed at $870^{\circ}C$ because creep effects occurred from holding time. A relationship between fatigue life and total strain range was obtained from the Coffin-Manson method. The fratography using a SEM was carried out at the crack initiation and propagation regions.

국가의 재난관리체계는 다양한 문제점 및 요인을 종합적으로 분석하는 것이 선행되었을 때, 제한된 예산의 범위 내에서 가장 효율적이고 효과적으로 기존의 체계를 보완할 수 있다. 본 연구는 국내에서 발생한 다양한 재난대응 과정에서 제기된 문제점을 중심으로 분석을 실시하고, 범주화함으로써 보다 일반화된 영향요인과 분석모형을 마련하고자 하였다. 이를 위하여 본 연구는 방대하게 수집된 자료를 대상으로 귀납적 메타분석을 실시하였다. 분석 결과 현재 우리나라의 재난대응체계에서는 제도적인 문제보다는 실행측면의 문제가 두드러지게 나타나고 있으며, 그 중에서도 상하 기관 간의 수직적 연계문제와 협력을 요하는 다수 기관 간의 수평적 협력관계에서 문제가 두드러지게 나타나고 있었다. 즉, 지속적인 제도의 개선과 매뉴얼의 정비를 통하여 재난 대응에 있어서 제도적인 문제는 개선이 이루어지고 있다. 그러나 이러한 제도를 효과적으로 운용하기 위하여 기관 간 유기적인 협력 및 전문적인 인력의 운영이 뒷받침 되어야 함에도 불구하고 이 부분에서 많은 문제점을 노출하고 있는 것으로 나타나고 있다. 따라서 향후 효과적으로 재난에 대응하기 위해서는 실행측면에서 나타나고 있는 문제점을 개선하기 위한 방안이 우선적으로 논의 될 필요가 있다. 본 연구는 한국의 재난대응체계를 종합적으로 진단하고 개선책을 마련하는데 시사점을 제공하고자 하였으며, 연구에서 제시하고 있는 분석결과 및 정책적 제안은 최근의 행정안전부 조직 및 인사개편을 통하여 그 적실성이 확인되고 있다. The national disaster management system can improve the existing system most effectively and efficiently within a limited budget when a comprehensive analysis of various problems and factors is undertaken. The purpose of this study is to explore a more generalized causal model by identifying the problems in the various disaster response processes in Korea. For this purpose, this study conducted an inductive meta-analysis on a vast amount of data. This study found that the problems in Korea 's disaster response system appeared in the stage of implementation rather than policy and/or institutional arrangements. In particular, problems have arisen in the vertical cooperation among the upper and lower organizations and in the horizontal cooperation among the multiple institutions requiring cooperation. Therefore, in order to effectively cope with disasters in the future, it is necessary to first discuss measures for improving the problems in the implementation stage.

『빌헬름 마이스터의 편력시대 혹은 체념자들』에 나타난 '체념 Entsagung'의 문제 고찰 : 괴테의 자연개념 '양극성 Polarita¨t'과 관련하여 Bezogen auf Goethes Naturprinzip "Polarita¨t"

Goethe hat seinen spa¨ten Roman Wilhelm Meisters Wanderjahre oder die Entsagenden als das Werk angesehen, das "wie mit dem Leben selbst ist." Im Roman erscheint das komplizierte Leben im Ganzen. In dem ins koreanische u¨bersetzten Roman Wilhelm Meisters Wanderjahre oder Wandejahre hat man den Gesamttitel um den Titel Wilgelm Meisters Wanderjahre oder Wanderjahre geku¨rzt. Dadurch haben die Leser und selbst einige Fachma¨nner fu¨r Goethe nicht um den geku¨rzte Titel gewuβt. Vor allem wegen des Titels, der vergeku¨rzt mitgeteilt wird, haben die Leser eine verdrehte Auffassung u¨ber den Roman. Mit anderen Worten: die Leser fallen dem o¨konomischen Zweck zum Opfer. Man sollte den Untertitel die Entsagenden rehabilitieren. Ich verweise dazu auf fogenden Satz: "Jedes Bild kann, je nach dem Blickwinkel, Mitte und Peripherie sein." Betrachtet man die Forschungstendenz u¨ber den Begriff 'Entsagung' im Roman, so findet sich ein sehr interessiertes Pha¨nomen. Die verschiedlichen Interpreten fassen die Bedeutung des Begriffs 'Entsagung' ganz unterschielich. Daher ist keine eindeutige Interpretation fu¨r den Begriff 'Entsagung' zutreffend. Diese vorliegende Arbeit wollte Goethes Naturprizip auf den Begriff 'Entsagung' anwenden, um diesen Begriff im Ganzen zu betrachten. 'Entsagunt' bei Goethe bedeutet nicht nur eine negative, pessimistische Neigung. Dieser Beriff baut sich in einer doppelten Bewegung wie Goethes Naturprinzip 'Polarita¨t' auf. Einerseits tritt Goethe vom Gegenstand zuru¨ck, der ma¨chtiger als seine Kraft ist, anderseits versucht er sich demselben Gegenstand, in der freien Situation wieder zu anna¨hren. Die Freiheit, die er beim Ru¨ckzug als Gegenleistung gewinnt, verso¨hnt ihn mit dem unterdru¨ckenden Gegenstand. Indem er sich vom Gegenstan distanziert, na¨hrt er sich ihm wieder mit dem freiem Verstand an Vergleichbar der Lebensbewegung vom Einatmen-Ausatmen. Einseitige Hartna¨ckigkeit und Gier erzeugt eine Reihe von to¨dliche Problemen: die Zersto¨rung der o¨kologische Welt, die Ausbeutung des anderen Seins. Goethes naturwissenschaftliche Anschauung, die in der dialektischen Spannung zwischen Scheitern und Hoffnung, zwischen Unterdru¨cken und Freiheit das Leben erhalten wollte, ko¨nnte uns heute Vorbild sein, sorgsamer mit der Natur umzugehen. Die 'entsagung' wa¨re die Methode, das Leben zu erhalten, Sie wa¨re die andere Methode, die nicht einseitig versuchte Begierde zu befridigen. Sie versucht den Austausch mit der Natur.

Infrared Absorption Spectroscopic Studies of ${\alpha},{\omega}$-Diphenylpolyenyl Anions with Odd Numbered Polyene Molecules

Infrared absorption spectra of $\alpha\omega-diphenylpolyenyl$, anions Ph(CH)nPh- (DPn-, n=7, 9, and 13) in the tetrahydrofuran-d6 solutions was measured in the range of 1700 and 1200 cm-1 . The infrared spectra obtained from anions (DPn) showed considerable difference from their neutral species (DPn); their intensities were enhanced at least two orders of magnitude stronger than their neutral species. The in-plane CH bending modes at 1464 and 1375 cm-1 are correspondingly strengthened with the chain length increased, but the C=C stretching at 1541 cm-1 is weakened and frequencies are not changed. We provide an IR evidence for the first time that the bond order or bond alternations of the anions (soliton) are different from those of radical anions (polaron) as well as neutral species.
