정부간 관계에서 본 매칭펀드의 개선방안 : 지방자치단체의 지방비 대응방식을 중심으로

본 연구는 지방자치단체의 관점에서 국고보조금 지급방식을 재검토하고 있다. 특히 구조적ㆍ행태적 관점에서 기존 정부관계의 변화가 나타나고 있으며, 정부간 관계에서 국고보조금 지급방식의 개선이 요구되고 있다. 국고보조금은 지방자치단체 사무의 특성에 따른 법적 기준에 준한 지급체계를 강조하고 있다. 연구의 결과로서는 정부간 상호관계의 이해확대와 보조금 적용비율 조정, 지방자치단체의 재정여건과 차등지원 방안, 비국고보조금 사업의 지방형평성 제고, 신규 사업추진의 효과성 확보를 위한 광역재정협의회 구성과 운영 등의 추진방안을 제시할 수 있다. 따라서 국고보조금 지급의 매칭펀드 방식은 지방자치단체의 사업추진을 활성화하기 위해 조정될 필요가 있음을 주장할 수 있다. This study is to review of grant-in-aid programs with a perspective of local governments. Expecially, with a view of structural and behavioral change in intergovernmental relation, the research is described to grant-in-aid programs in the intergovernmental relation. The grant-in-aid programs have focused on managerial system of legal standard according to characteristics of local projects. This research suggests several methods to improve national grants. It's related with understanding of intergovernmental relation, financial ability and coordinated rate of national grants, local equity of non grant-in-aid programs, and constructing of finance committee in regional level. This paper argues that the matching fund of national grants has to review improvements for the activating of local projects.

마이크로프로세서를 利用한 스텝핑 모터의 制御에 관한 硏究

A hardware and software methods to realize paralled rotation are studied to make two stepping motors resolve simultaneously by using a 8 bit microprocessor(INTEL 8085). Each control ports are formulated with 8155 and 8755, and the stepping motors used 2 phase 1.8˚. Independent and simultaneous rotation of 2 motors was possible by reaching to position, velocity, direction developing, a simple interface. Position and velocity were at user's own disposal with control of the data base.

접경지역의 법적,제도적 관리방안 : 강원도를 중심으로 focusing on Gangwondo

본 연구는 접경지역의 낙후현상에 대한 법적·제도적 차원의 정책적 해법을 취급하고 있다. 구체적으로 접경지역의 낙후현상은 단편적 규제주의, 국가안보의 특수성과 생태환경의 보존성에 대한 결과로서 검토된다. 이와 같은 점에서 본 연구의 주된 관심은 규제와 개발의 상호주의 관점에서, 접경지역의 낙후현상에 대한 원인규명과 해결책을 제시하였다. 특히 이론적 시각에서 접경지역의 낙후현상에 대한 분석모형을 설계하였으며, 이를 토대로 실증적 차원에서 접경지역의 낙후현상을 분석하였다. 연구결과는 접경지역의 사회적 가치상승에 따른 새로운 시각에서 접경지역의 낙후현상을 해결하기 위한 법적·제도적 차원의 개선방안이 필요하다는 주장이다. 특히 본 연구는 강원도 접경지역을 대상으로 수행하였고, 그 결과 접경지역에 대한 새로운 발전시각의 정립, 법·제도적 차원의 종합적인 관리대책, 지역낙후성 문제의 원인과 해결방안 등을 제안하였다.

In recent studies, there has been much interest in human resources development between national level and local level through various policy subject's partnership and program execution on new regional developmental perspective. This study examines the regional human resources development of four coal counties located in Gangwon-do. First of all, in the regional human resources development of four coal counties it is important to review many practical strategies and methods for the regional development. The study also provides regional human resources development and role of Kangwon Land corporation as a policy subject surrounding four coal counties. Based on analytical results, the study explains desirable strategies and practical programs of regional human resources development by Kangwon Land Corporation. Finally, several conclusions and policy implications were suggested to promote the Kangwon Land Corporation's role and participating methods of regional human resources development in coal counties.

The purpose of this study is to review the influencing factors of managerial service related to worker's compensation in Korea. Having driven by KCOMWEL(Workers' Compensation & Welfare Service), Worker's Compensation aims to provide injuried-workers with Worker's Compensation Service as high-quality service as any other countries. In this study some variables were used such as job effectiveness and customer service for the effectiveness analysis of worker's compensation service. The study is focusing about what are the influencing factors as independent variables among supporting of policy function, improving of worker's compensation service and upgrading of customer service. And results of this study suggest several policy and practice implication. It has to review improvements of influencing factors related to job effectiveness and customer service in the worker's compensation. In spite of those efforts, the worker's compensation service remains yet to be improved to establish a desirable system for efficiently working by job groups, and to heighten job performance and customer service in order to reinforce its own roles and functions focusing on field works.

Softwar를 利用한 Capacitance 測定에 관한 硏究

INTEL 8085 microprocessor를 利用하여 software的으로 capacitance를 測定하는 方法을 考察한다. RC 積分應答曲線에서 時常數 τ를 抽出해 냄으로써 capacitance의 값을 구할 수 있을 것이다. 入出力 port를 사용하여 software로 階段波를 出力시키고, 應答은 다시 port로 받아들여 software로 처리하여 표시한다. 測定回路에서 R값을 바꾸어 줌으로써 capacitance값은 매우 폭 넓게 測定할 수 있을 것이다. 誤差를 줄이기 위하여 sample 數를 최소 100개 이상으로 하고, Hardware를 줄이고 Hardware가 하던 부분을 software로 처리함으로써 저렴하고 간단하게 회로구성을 할 수 있다. By using INTEL 8085 microprocessor, a method of measuring capacitance through the software is suggested. Value of capacitance is to be obtained by extracting time constant τ from the RC cntegrated response. By using input-output port, the software produces the step pulse. while its response is transferred to port again and is revealed after a software operation, Wide range of capacitance value is measured by changing value of R in measurement sircuit. Making number of sample at least more than a hundred to reduce error, and replacing hardware by software, circuit construction is possible with economy and iimplicity.

P.C.를 이용한 온도 제어기의 접속 장치에 관한 연구

The RS-232C communication protocol for the industrial envirements plays a critical role in the distributed control system. This paper presents the implementation method and application algorithms for the temperature control system based on IBM P.C. The interface module could be able to communicate the data between P.C. and the unit control system with real time processng. Also, the hardware input/output module and the algorithms are simple. So the communication protocol could applied to the industrial manufacturing. The results of this experimentation will contribute directly the develpment any other control system.
