People and our society are more interested in the area of physical activity and social welfare due to improvement of a living standard and promotion of people's quality of life. The purpose of this study was to explore the present state of physical activity and welfare in the field of social welfare, social workers' perception of physical activity and welfare and at the same time to suggest needs and activation strategies of physical activity and welfare based on voices of physical activity leaders and social workers employing in-depth interviews. The findings indicated that physical activity programs were activated in the social welfare field and social workers were aware of importance of physical activity. In addition, results from the interviews suggested that physical activity leaders and social workers felt a coalition between physical activity and welfare especially in the area of aging and physical activity was an essential part for older adults and our society as a whole. A development of professional programs in this area, training persons who have specialized in physical activity and mind of social welfare, and continued social investment in this field are important parts for improving older adults' quality of life and activating physical activity and social welfare in our society.

학교청소년의 노동시장 참여 경험여부와 노동시장 참여 동기에 따른 특성차이 연구

The purpose of this study is to investigate individual, family and school related characteristics of working students. Using『adolescent life-sensus』data, the differences between working experienced and non-experienced adolescent group are explored and the characteristics of 'consumption motivation' group and 'growth motivation' group are compared. The results of this study showed that the more working experienced and the more consumptive motivated, the negative characteristics of adolescents can be increased. It means that it is important to consider diverse aspects of adolescent employment and make adolescents realize value of growth in working experiences. Moreover, it is necessary to minimize negative effects of adolescent employment by removing harmful factors of labor environment, And in that process, family, school and society should try to cooperate to maximize the positive effects of adolescent employment. 학교청소년의 노동시장참여 경험이 증가하고 있는 현실에서, 본 연구는 학교청소년의 노동시장참여 경험이 지니는 의미를 파악하고자 전라남도 지역 초중고등학생들을 대상으로 전반적인 생활실태를 조사한『청소년생활통계연보 : 2003』 데이터를 활용하여 노동경험을 지니는 학교청소년들의 개인, 가족, 학교, 문제행동과 관련된 다양한 특성들을 살펴보았다. 나아가 노동경험 집단의 특성을 이해하기 위해 노동경험 집단과 비경험 집단의 개인, 가족, 학교, 문제행동 관련 특성을 비교하고, 노동시장 참여의 동기가 단순한 용돈벌이를 위한 ‘물질동기’인지 아니면 경험을 쌓거나 남을 돕기 위함 같은 ‘성장동기’인지에 따라 노동경험 청소년 집단을 구분한 뒤 개인, 가족, 학교, 문제행동 관련 특성에서의 차이를 조사하였다. 분석의 대상이 된 1,724명의 중 고등학생 조사대상자 중 36.7%가 노동경험을 가지고 있는 것으로 나타났다. 또한 노동경험 청소년과 비노동경험 청소년의 비교에서 노동경험 청소년은 비노동경험 청소년에 비해 자율성은 높게 나타났지만, 그 외에 가족과의 친밀도, 부모와의 대화시간, 부모로부터의 체벌경험, 학교생활 만족도, 학과목 이해정도, 수업태도, 교사로부터의 체벌경험, 음주, 흡연, 외박경험, 음란물경험, PC방, 노래방, 오락실, 당구장, 술집, 카페 출입, 또래폭력 경험 등의 대부분 변수에 대해 부정적인 특성을 보이며, 이러한 차이는 통계적으로 유의미한 것으로 나타났다. 나아가 이들을 노동참여 동기에 따라 ‘물질동기’ 집단 및 ‘성장동기’ 집단으로 나눈 뒤 두 집단을 비교한 결과, ‘성장동기’ 집단의 자율성 및 가족과의 친밀도가 높고, 수업태도가 긍정적이며, 음주, 흡연, PC방 출입, 오락실 출입 정도가 낮게 나타나는 등 ‘물질동기’ 집단에 비해 긍정적인 특성을 지니고 있어 청소년기 노동경험에서 성장동기를 지니도록 하는 것이 중요함을 알려준다. 이러한 연구결과들은, 노동경험 청소년을 다루는데 있어 이들을 단일집단으로 간주해서는 안되며, 노동경험을 보다 유익하게 만들어줄 수 있는 개입방안이 시급히 마련되어야 함을 뒷받침해준다.

두루누리 사회보험 가입확대를 통한 지역고용기반 확충 방안에 관한 연구

우리나라는 전 국민 4대 보험 체계를 갖추었지만, 실제 현장에서는 고용보험이나 국민연금 등에 가입하지 않는 복지사각지대가 커 사회보험이 사회안전망으로서 구실을 다하지 못한다는 지적이 계속되고 있다. 특히 사업체 규모가 작을수록, 임금이 낮을수록 사각지대의 규모가 커 실제 사회안전망의 보호가 필요한 계층이 보호받지 못하는 역설적인 문제가 발생하고 있다. 정부는 저임금근로자의 국민연금과 고용보험 보험료를 지원하는 두루누리 사회보험 지원사업을 시행하고 있지만, 그 성과는 아직 미비하다. 본 연구에서는 실태조사를 통해 향후 지역고용기반확충 위한 사회보험가입전략 수립을 위한 정책적 제언을 하고자 하였다. 실태조사 결과 사회보험에 대한 이해가 낮고 불필요하다는 인식이 높아 사회보험 가입에 대한 인식개선과 두루누리 사회보험 지원사업에 대한 인지도를 높이기 위한 정책적 관심이 필요하며 근로자와 사업주의 의식전환과 공감대 형성을 위한 전략 수립이 필요하다.

지방도시계획위원회 운영방식에 대한 비교 연구 - 서울시, 뉴욕시, 도쿄도를 중심으로 -

The Urban Planning Committee investigates, reviews, researches, and advises administrative agencies on their urban planning decisions. As the deliberation and advice of the city planning committee have great influence on the city planning of the local government, the role of the committee is becoming more important while issues related to transparency and fairness are also being raised. This study examines the operation method of Korea’s urban planning committee for ways of improvements by comparing the operation methods of the Seoul Metropolitan Government, New York City Government, and Tokyo Metropolitan Government. The three cities are operating their own urban planning committees according to the characteristics of each country and city, and this study highlights the differences in the composition and operation method of each committee. Although the Seoul’s Urban Planning Committee has striven to strengthen transparency and fairness in its operations, the committee meetings are not made public. This, in turn, makes it difficult to reflect citizens' opinions in the deliberation process. This study suggests that it is necessary to disclose Korea’s city planning committee meetings in gradual stages, and to prepare various ways for citizens to participate. 도시계획위원회는 행정기관의 도시계획 결정과 관련된 중요사항을 조사・심의・연구・자문하는 위원회이다. 지방자치단체장의 도시계획 결정에 도시계획위원회의 심의와 자문이 큰 영향을 미치면서 위원회의 위상은 점점 높아지고 있지만, 운영방식에 있어 여러 문제점 또한 제기되고 있다. 이에 이 연구에서는 우리나라 지방도시계획위원회의 운영방식을 고찰하고, 서울시, 뉴욕시 및 도쿄도 도시계획위원회의 운영방식을 비교하여 우리나라 지방도시계획위원회의 운영방식 개선방안을 제시하고자 하였다. 세 도시는 각 국가와 도시의 특성에 따라 도시계획위원회를 운영하고 있으며, 각 도시는 위원회 구성 및 운영방식에 있어 차이를 보이고 있었다. 서울시 도시계획위원회는 투명성과 공정성을 강화하는 방향으로 변화해왔지만, 위원회 회의는 비공개로 진행되고 있으며 심의과정에서 시민의 의견을 반영하는 절차가 없다. 향후 지방도시계획위원회 공정성과 투명성 확보를 위해 위원회 회의를 단계적으로 공개하고 다양한 시민참여 방안을 마련할 필요가 있다.
