《池北偶談》은 淸代 문인 王士禛(1634~1711)이 자신이 보고 들은 것을 기록한 필기작품이다. 본고에서는 《池北偶談》 卷1 〈談故 1〉 11-31편을 번역하고 주해를 달았다. 11-31편의 내용은 대부분이 명말청초의 과거 시험이나 급제자에 관한 것으로 여러 역사인물의 이름이 나열되어 있다. 본고에서는 원문에 입각한 번역을 통해서 왕사진이 《지북우담》에서 언급한 인물에 대해서도 자세히 보충 설명하고자 노력했다. 이들 중 여러 인물들은 중국의 인물사전 등에서도 찾기 어렵거나, 사적을 정리하기 어려운 경우 혹은 아예 신원미상인 인물도 존재한다. 본고는 이에 대해 여러 사료와 기타 다른 필기 자료 등을 통해서 최대한 고증하고자 노력했고 이에 대한 내용을 주해에 반영하였다. 그리고 《지북우담》에는 사회 제도나 역사적 사실을 기록한 내용도 있는데, 이는 당시의 사회상을 이해하는 것은 물론이고 역사 사료의 보충자료로서의 가치를 가졌다는 것을 반증한다고 하겠다. 《지북우담》은 이렇듯 청대 필기를 연구하거나 관련 역사와 사회 문화 연구를 진행하는데 중요한 학술적 자료라고 할 수 있다. Chibeioutan (지북우담) is the ‘biji (筆記)’ of Wang Shizhen (王士禛), who was a scholar and wordsmith during the early Qing Period. It is one of the representative works of biji in the Qing Period, and its contents cover various fields such as literature, scholarship, history, institution, and customs. This thesis was translated and included the 21 articles contained in Vol. 1 “Tanggu 1”. Most of the contents of the 11-31 articles are about imperial examination and persons who passed an imperial examination. The thesis also tried to explain about historical figures in detail through translation based on the original text. Some parts of the text are hard to find in Chinese character dictionaries, difficult to organize, or even unidentified. The thesis tried to make the most of this information through various documents and other written materials, and this was reflected in the thesis. And in addition, Chibeioutan was a record of social institutions and historical facts that disprove the value of historical data as well as understanding social aspects of the time. As such, it is an important academic material for studying Qing Period writing and for conducting related historical as well as social and cultural studies. Chibeioutan has not yet been translated and properly annotated into Korean and modern Chinese. So we ultimately aim to translate entire volumes of the Chibeioutan into Korean with detailed annotations on the basis of the 1982 edition published by Zhonghua Book Company. This paper is the first step of the project, which includes a brief introduction to the book and a translation and annotation about the preface of Chibeioutan written by Wang Shizhen and 21 articles on “Tanggu 1”. Through this work we can provide the background information relevant to the book, such as author’s purpose of writing, outline of the book, process of publication, amongst others.

비수도권의 인구감소가 급격해짐에 따라 지방자치단체는 재원의 감소, 지역사회 행정서비스의 질 저하, 지역현안사업 축소, 고용 감소 및 도시 공동화현상 등이 초래되는 위험에 처해있다. 본 연구는 현재 출산지원금 등 출산장려정책, 노인복지서비스제공 등에 초점이 맞추어져 있는 지방자치단체 현행 인구정책은 실효성이 떨어지며 실질적인 인구증대정책이 필요하다는데 문제의식을 가졌다. 이에 인구가 계속 감소추세에 있는 지방자치단체 중 하나인 강릉시를 대상으로 설문조사를 실시하고 AHP분석기법에 따라 인구증대방안의 우선순위를 결정하였다. 분석결과 주민들은 일자리가 정주지를 결정하는 가장 큰 요소임을 지적하였다. 결론적으로 지방자치단체의 인구증대방안의 방향은 일자리 제공에 주력할 것을 제안하였다. 세부전략으로 지역특화산업육성, 지역의 고유 특화된 시설개발, 차별화된 신생산업 발굴, 주요시설 주변개발, 주민생활 특화프로그램 활성화, 지역공동체활성화, 녹색환경보전을 제시하였다. As population in the noncapital region decrease with a run, the local governments are in danger with the finances decline, local public service quality degradation, reduction of local outstanding business, decline in employment and urban emptiness and so on. This study has critical mind that the current population growth policies on local governments may be invalid because they are focusing on childbirth grant, welfare for the aged and aims at establishing the actual population growth policy. Then this study carries out a survey targeting Gangneung City diminishing in population and prioritizes the ranking population growth policy using AHP(Analytic Hierarchy Process). The analysis result shows that residents point out ‘job’ as the first element on settlement. In conclusion, this study suggests that local governments need to offer residents jobs. For the detail strategies are suggested promoting the local specialized industries, developing the local distinct infrastructure, discovering the differentiated new industries, developing the surrounding of key facilities, vitalizing the residents life program, activating the community relation, and preserving the green environment.

행정의 조직경제학적 접근 : 대리인 이론의 행정학적 함의를 중심으로

이 논문은 組織經濟學의 가장 중요한 분야의 하나인 代理人 理論(Principal-Agent Theory)의 소개와 행정학 연구에의 적용가능성을 탐색한 것이다. 첫째 章에서는 대리인 이론의 개괄적 설명으로서 委任者-代理人 관계의 본질, 逆選擇과 道德的 危害를 비롯한 非對稱的 情報의 문제, 不確實性과 危險分擔, 인센티브제공과의 相衝문제, 그리고 대리인 이론의 연구동향에 관하여 간략히 설명하였다. 다음 章에서는 대리인 이론의 한국 행정에의 적용으로서, 1) 國民-國會-政府官僚制 관계의 대리인 이론적 설명, 2) 政府官僚組織에서 발생하는 대리인문제 및 공무원들에 대한 動機賦與, 3) 政府規制 및 公企業管理에서 발생하는 대리인 이론적 논의들, 그리고 4) 선거, 정부조직내에서의 기능분화와 같은 기타 논점에 관해서 살펴 보았다. 마지막 章에서는, 대리인 이론이 내포하는 행정학 연구에의 理論的 含義를 논의함으로써 결론에 대신하였다.

정보보호산업이 IT 보안기술 및 제품간 융합, IT 보안과 물리보안간 융합, IT 융합산업보안을 골자로 하는 지식정보보안산업으로 확대되는 현시점에서 지식정보보안산업 활성화를 위해 필요한 요건에 대해 지식정보보안산업체의 인식을 중심으로 고찰하였다. 향후 지식정보보안산업 전망에 영향을 미치는 원인변수로 산ㆍ학ㆍ연ㆍ관의 네트워크 구축, 정부의 각종규제완화, 주력 기술파악 및 지원, 공동기술개발지원를 설정하고, 다중회귀분석을 실시한 결과 규제완화가 부(-)의 방향으로 가장 큰 영향을 미치고 있었으며, 두번째로 공동기술개발이 정(+)의 방향으로 영향을 미치는 것으로 입증되었다. 그 다음으로는 산ㆍ학ㆍ연ㆍ관 네트워크 구축, 핵심기술지원 순으로 나타났지만 두 변수 모두 영향력을 미치지 못하는 것으로 나타났다. 실증분석 결과에 따라, 지식정보보안산업 활성화를 위한 요건으로 규율의 체계화, 공동기술개발 지원확대, 산ㆍ학ㆍ연ㆍ관 네트워크 구축, 전략적으로 집중육성할 기술지원을 제안하였다.

The purpose of this study was to provide primary data that could improve the quality of life and prevent suicide incidence in the elderly group. A survey was conducted on 746 persons aged 65 and above at senior welfare centers and local community centers for the elderly in S City and G and G Provinces. The subjects were measured for geriatric depression, suicide intention, and positive psychological capital and the following results were obtained: First, the more depressed the subject was, the stronger the subject's intention to commit suicide was. Second, positive psychological capital partially affected the suicide intention. Third, depression and positive psychological capital produced partial effects. Lastly, the association between geriatric depression and suicide intention, along with the moderating effects of positive psychological capital, which tends to serve as a buffer between the two variables, were demonstrated. This study is significant because it determined the association between the effects of geriatric depression on suicide intention and positive psychological capital and demonstrated the importance of positive psychological capital in preventing suicide in the elderly population. The findings are expected to provide basic data that can help develop interventional schemes and policies for elderly suicide prevention by presenting the moderating effects of positive psychological capital.
