The purpose of this study was to analyze the effects of the pre-treatment method on the measurement of probiotic cell counts. The probiotic cell count was not significantly different in the pre-treatment method such as experimenters, diluted solution, medium, and homogenization duration. The mean value of probiotic cell count with capsule was $2.2{\times}10^{10}{\pm}9.5{\times}10^9CFU/g$. This probiotic cell count was converted into $2.8{\times}10^{10}{\pm}1.2{\times}10^{10}CFU/g$ based on the net weight. The mean value of probiotic cell count without capsules was $4.3{\times}10^{10}{\pm}1.8{\times}10^{10}CFU/g$. As a result of this comparison, probiotic cell count showed significant difference with and without capsules. Thus, it is suggested that the probiotic cell count is measured by removing the capsule in capsule probiotics.
고상법에 의한 BaSrSiO<sub>4</sub> 형광체의 분말합성 및 발광특성

In this study, green barium strontium silicate phosphor ($BaSrSiO_4:Eu^{3+}$, $Eu^{2+}$) was synthesized using a solid-state reaction method in air and reducing atmosphere. Investigation of the firing temperature indicates that a single phase of $BaSrSiO_4$ is formed when the firing temperature is higher than $1400^{\circ}C$. The effect of firing temperature and doping concentration on luminescent properties are investigated. The light-emitting property was the best when the molar content of $Eu_2O_3$ was 0.025 mol. Also, the luminescent brightness of the $BaSrSiO_4$ fluorescent substance was the best when the particle size of the barium was $0.5{\mu}m$. $BaSrSiO_4$ phosphors exhibit the typical green luminescent properties of $Eu^{3+}$ and $Eu^{2+}$. The characteristics of the synthesized $BaSrSiO_4:Eu^{3+}$, $Eu^{2+}$ phosphor were investigated using X-ray diffraction (XRD) and scanning electron microscopy. The maximum emission band of the $BaSrSiO_4:Eu^{3+}$, $Eu^{2+}$ was 520 nm.

The Korea Development Bank promoted a total outsourcing for IT operation in 1999 for the first time in the banking industry. The Korea Development Bank became the center of public attention because the most banks were unwilling to take an outsourcing with external sources for the reason of financial operation accidents, securities, and threats of strikes. After the introduction of the total IT outsourcing, the Korea Development Bank has continuously diagnosed the problems of the IT outsourcing and adopted various proper complements for the enhancement of the IT outsourcing. As the result of the enhancement, the IT outsourcing of the Korea Development Bank marched into the joint liability operation period after going through the outsourcing operation period and the co-operation period. The joint liability operation which is the most leading outsourcing system which is adopted by the Korea Development Bank for the first time in the banking industry. Through the joint liability operation, the Korea Development Bank could accept the most up-to-date IT, concentrate internal manpower on the core capability, and secure flexibility of manpower. Also, the bank changed the relationship between the bank and the external sources from the one-sided relationship between a producers and a consumer to the joint liability relationship on which both sides are responsible for the operation, and could integrate the internal capacity with the professional know-how of the external IT outsourcing company. In this paper, we testified the soundness and validity for the worries of banks about the total IT outsourcing with external sources. And, we arranged the advantages and outcomes of the total IT outsourcing with external sources compared to the IT outsourcing with internal sources. Moreover, we expect that we can improve the closed financial IT outsourcing industry structure and raise the world competitive power of domestic IT outsourcing companies by correcting wrong ideas on the IT outsourcing with external sources.
지방재정고권과 이동세원에 대한 「지방세법」상 탄력세율제도의 법적 문제 -제주특별자치도를 중심으로

Financial Autonomy of Local Government is linked to Financial Responsibility of Local Government. In other words, the local governmentcan have solid base of legal support which meet the financial demands, when the Responsibility of the local finance is premised. In the situation that dependent financial resources is an important foundation of local government such as Korea, Financial Autonomy of Local Government is empirical forced to weaken. In this point, tax competition which municipalities implement to increase can raise a legal problem; though through the elastic tax rate system municipalities exert restrictively their financial autonomy, it causes state intervention because of its weak point namely, loss of local revenue. Intervention of the state to tax-competition has the following legal issues. First, though the tax-competition is a financing system which is accepted by the legislature, suppressing it through the administrative guidance has problem, that financial laws is neutralized by the central government. Second, fundamentally blockade with the amendment of the relevant laws can infringe the financial autonomy of municipalities.

This paper is designed to find evidence of a South korean literature at North korea in 1980s that temporarily changes shown. North korea in 1980s a new literature of creation was expected to fit in real life, in accordance with the doctrine of creation began to turn things around. At this time of novels that was not only individual conflicts and desires began to gush that the previous literature could not find, also revolt and an Anti-american sentiment, accept South korean literature was published literary such as 「The basin」 by Nam Jung-hyun, 「Sea walls」 by Lee Mun-goo, 「Get off your kit off」 by Shin Dong-Yeop, 「Strange places」 by Hwang Suk-young, 「The dwarf」 by Jo Se-hee, 「Five thieves」 by Kim Ji-ha, 「The flag」 by Hong Hee-dam and 「The Voyage of the Dawn」 by Bang Hyun-suk, etc the desire of reunification is expanding. Among novels created in North korea under this circumstance of society 「Essay of a Young pioneer」, Kim Kwan-il and 「Small bridge in my hometown」, Ro Jung-bup had been found having something in common with 「The flag」, Hong Hee-dam and 「Strange places」, Hwang Suk-young in South korea. There are some similarities using as motive like city, ``rain`` and ``typhoon`` each novel, and the song in workplace, sacrifice for the next generation both 「Essay of a Young pioneer」, Kim Kwan-il and 「Strange places」, Hwang Suk-young, both novels are adopted similarity of the motive. Without revolution and movement in 1980s, South korea is hard to explain about the situation of era. Under these circumstances not only North korea``s young people who lived the same time with South korean were similar, in 「Essay of a Young pioneer」, Kim Kwan-il and 「Strange places」, Hwang Suk-young, they were use stone bridge and bike lyrically as writing material that ahead to the centre of war and factory as cross the bridge and the centre of war and struggle with bike those points were also very similar. Besides, Both of youth that they are willing to be mobilized to the call of in two novels also very similar. Even-though situation and political ideologies are different, young man actively mobilized and women also can do as the situation very particularly are having similarities, as well. Therefore, among North korean novel mainly subject literature, Finding the traces of a South korean literature from a North korean novel in ``80s, which is division of literature of communication will be a useful opportunity to ready to cultural unification of South and North korean to accomplish unification of North and South, I think that is one of the issues that we need to look at actively.

The Korean Constitution explicitly requires that the government has right to budget. Therefore Korean Ministry of Strategy and Finance(MSF) resists any involvement in Budgetcompilation by the National Assembly. But from the viewpoint of the principle of financial democracy involving Congress in Budgetcompilation is necessary for the optimal budget which reflects financial preference of the people. In praesenti MSF submits national fiscal management plan to the National Assembly. But Submission of any opinion of the National Assembly in the phase of Budgetcompilation is legally not allowed. Through revising related laws this problem has to be solved. From this point “the Pre-Budget” carries an important meaning because “the Pre-Budget” enables an legally appropriate allocation of financial power between the National Assembly and the MSF in Budgetcompilation. Through the Pre-Budget some strength could be expected. First, the financial information is disclosed to the public so public opinion could be formed. And this formed public opinion have an effect to MSF in Budgetcompilation. Second, in Full-Budget Review the National Assembly can have chance accurately to deliberate. Nevertheless fundamental solution for involving the National Assembly in Budgetcompilation is revision of the Constitution of Finance.
협업 필터링 기반의 휴대폰 무선 서비스 추천을 위한 기지국 군집분석과 검증

이동통신 시장의 경쟁이 격화됨에 따라 이미 포화상태에 다다른 음성 서비스보다는 데이터 서비스를 증가시키기 위해 통신사들이 노력하고 있다. 그러나 단말기의 한계로 인해 자신이 원하는 서비스를 검색하는 것이 쉽지 않고, 시간 역시 많이 소모되는 문제점으로 인해 데이터 서비스 시장이 기대한 만큼 성장하지 않고 있는 상황이다. 본 논문에서는 이와 같은 문제점을 극복하기 위하여, 이동통신사에서 보유하고 있는 위치정보와 무선인터넷 이용로그를 기반으로 개인이 처한 상황에 맞게 무선 서비스를 추천하는 개인화 서비스 방안을 제시하고자 한다. 이를 위해 무선통신사의 실제 데이터를 기반으로 기지국의 위치정보와 해당 위치에서의 서비스 이용 정보를 이용하여 군집 분석을 실시하고, 이를 기반으로 협업 필터링를 이용한 무선 서비스의 개인화 서비스 방안을 제안한 후 이를 검증하였다. 또한 분류된 군집의 특성을 분석하고, 이를 기반으로 한 무선 서비스 추천 방안을 제시하였다. Mobile Communication Companies are trying to increase data services rather than telephone communication services that already became saturated as the competition of mobile communication market gets intensified. However, it is hard and time-consuming for customers to find desired mobile phone wireless services because of the limitation of screen and speed of the mobile phone. Therefore, the market does not grow rapidly as mobile communication companies expected. In our research, we suggest a personalized wireless service recommendation system that considers each individual context by using geographic information and wireless internet usage logs to overcome the mentioned problems. In order to design and implement the system, we conducted clustering analysis on base stations and real service usage logs of each base station, and suggested a personalized recommendation system based on collaborative filtering that uses the clustering results. Moreover, we verified the performances of our system with experiments.
국가연구개발재정 운용의 안전성 및 효율성 제고를 위한 재정법적 과제

Die staatliche R&D-Finanz hat die Eigenheit, die von den staatlichen R&D- Aktivttat wiederspiegelt wird. D.h. sind Trager der staatlichen R&D-Finanz nicht nur der ‘Minister of Science, ICT and Future Planning’ sondern auch mehreren Ministerien, die die staatlichen R&D-Aktivttaten leisten. Und auch die staatliche R&D-Finanz muss manchmal langfristig investiert werden, da z.B. die Grundlagenforschung das erfolgreiche Ergebnis nicht immer im kurzfristigen Zeitraum erwarten kann. Die Charakteristiken der staatlichen R&D-Finanz benotigen die Verstarkung der stabilen bzw. effizienteren der Wirtschaftung der staatliche R&D-Finanz. Daher ist das Top-Downbudgetsystem notig einzufuhren. Und dazu noch muss die staatliche R&D-Finanz durch das Sonderkonto extra verwaltet werden, das sich von dem Allgemeinkonto unterscheidet. Damit kann die Transparenz der staatlichen R&D-Finanz verstarkt werden, dadurch der Finanzkontroller z.B. das Parlament die allen Finanzquellen der staatlichen R&D-Finanz uberblicken kann.
