        일본의 기관위임사무제도에 관한 연구

        본 연구의 목적은 한국 기관위임사무제도의 총체적 이해에 유익한 시사점을 제공하고 있는 일본 기관위임사무제도의 형성, 변용, 그리고 그 폐지과정을 고찰하는 것을 통해 그것들이 내포하는 지방자치 및 중앙·지방관계상의 함의를 추출해 보려는 것이다. 이를 위하여 본 연구는 첫째, 일본 행정시스템에서 기관위임사무제도가 가지는 의미내용을 파악한 다음, 중앙정부의 지방행정 집행체제로서 전전의 기초자치단체에서 이용되던 기관위임의 방식이 전후 점령 하의 지방제도개혁을 통해서 광역자치단체에까지 확대 재생산되는 과정을 고찰한다. 둘째, 전후 기관위임사무제도를 매개로 한 중앙·지방간의 집권적 융합화 및 지방종합행정체제의 제도화과정을 사회복지행정 분야를 통해 살펴본다. 셋째, 일본의 지방분권개혁과정 및 그 특징을 살펴보고 그 개혁성과로서 기관위임사무의 폐지와 법정수탁사무의 창설, 관여의 법정화 및 일반규칙화, 중앙·지방간 계쟁처리제도의 창설 등을 검토한다. 넷째, 기관위임사무제도의 폐지에 의해 <집권-융합>형으로 인식되어온 일본의 중앙·지방관계는 어떻게 변용되었는가를 추출한다. The purpose of this research is to explore the formation, transformation and abolition of the Japanese delegated administrative system which might provide with a better understanding of the Korean delegated administrative system. It also scrutinizes the connotation of the local government system and the intergovernmental relationship in which the delegated administrative system engages. In order to achieve this goal, this paper conducts the following research: firstly, after investigating the significance and substance of the delegated administrative system in the Japanese administrative system, it explores the process of how the method of delegated administration operated by the pre-war lower level local authority as the central government`s governing system for local administration had been amplified and reproduced into the provincial level authority through the reform of local system under the post-war U.S. occupation secondly, it examines the process of centralized fusion of center and locality and of institutionalization of local administrative system in the fields of social welfare and administration by the medium of the post-war delegated administrative system thirdly, it analyzes the process of the Japanese decentralization reform and its attribute while assessing the abolition of the delegated administrative system, the creation of the new delegated administrative system, the legalization and regularization of the engagement, and the establishment of the problem-solving system between central government and local government, all of which resulted from the decentralization reform fourthly, it looks over how the relationship of center and locality regarded as the type of "centralization-fusion" has been transformed by the abolition of the delegated administrative system.

        일본 내정(內政)중추조정시스템의 형성과정에 관한 연구 -내무성-부현체제의 형성과 구조변용-

        The purpose of this study is to investigate sectionalism which is internalized in the Japanese Cabinet system through the examination of the formation and transformation process of the Home Ministry-prefectures system as of Domestic administration center system which actualizes overall coordination and administration in the respect of local dimension, and to extract its meaning to the Japanese administration system. For that, first, it examines confrontation among the political powers around the domestic administration which reflect the Meiji Government`s coalition government character and formation process of local control system focused on prefectures. Second, establishment of the Home Ministry and maintenance process of the Home Ministry-prefectures system is studied. Establishment of the Home Ministry reflects the solution of problems of Meiji Government`s Centralization tendency and Sectionalism, and through this, the Home Ministry begins to obtain the position as General affairs government office of domestic administration. Third, through the institutionalization of the Home Ministry-prefectures system, it traces the Home Ministry`s centralization of domestic administration and policies related to local administration, and strengthening process of Local Comprehensive Administration. Fourth, relative declination of the phase of Home Ministry caused by the specialization of administration agencies, and structural transformation of the Home Ministry-prefectures system caused by the post-war era innovation were analyzed. Finally, meanings of formation and transformation of the Home Ministry-prefectures system in the Japanese politics-administration system are extracted.

        일본의 정부간 관계론

        This research extracts the inclination on the whole which appeared in each approaching method through examining and evaluating the main approaching methods concerning an intergovernmental-relations theory of Japan, and examines the deviation exerted on recognition of the intergovernmental-relations structure of Japan. First, the intergovernmental -relations theory of Japan grasps simultaneously the perpendicular relation and horizontal relation structure between each government unit. Moreover, it has the meaning which it considers intergovernmental relations not only as an administrative relation, but as a political relation. Second, the intergovernmental-relations theory of Japan is mainly recognizing and evaluating the fusion and relations of interdependence between perpendicular government units with the axis of centralization and decentralization of authority. Third, the deviation of the intergovernmental-relations theory of Japan is reflecting the intention of democratization of government structure of Japan, and decentralization. And such deviation is projected as it is also onto many approaches in the problems of the area which contains spatial arrangement of the government system, and its reorganization.

        일본 통치구조의 할거성에 관한 연구: 내각제도의 형성과정을 중심으로

        This paper examined how political pluralism and administrative divisions of sectionalism, that of characterized by the Japanese government structure were institutionalized and/or internalized of the Japanese Cabinet system focusing on the changing process of the cabinet systems both reformed in the post-war period and structured period of the pre-war. Firstly, the Tejeonggan system of the newly founded a central administration was structured by the tension-relations between the general centralization of the Japanese government and the special and/or the internal division of the Meiji United Governments. Secondly, the Tejeonggan government institutionalized a dual system of power in the government which was bounded by the governing sectionalism due to the united ruling system of the Meiji Administration. Thirdly, even the structure of the cabinet system was developed by the diminished separation from the two-fold system of power, the stabilization of the cabinet was established by the sectionalism, in which the cabinet system was acted on pluralistic political power and mutual confrontations between integration and separation. And finally, the separated Japanese cabinet structure has succeeded and institutionalized since the pre-war period even the system has changed by the reform activities during the post-war era.

        일본 지방제도에서 구역문제와 사무(재)배분론의 관계에 관한 비판적 고찰

        The above-all purpose of this article is to find out some peculiarities and implications in and among the current arguments points and approaches by critical reviews on the correlations between the administrative function redistribution and area issues in the Japanese local system. As for the methodical examples, I employed three methods for analyzing the current literatures; the bracket-aligning theory of local autonomy, the differential distribution theory by the scale of local areas, and the theory of the initiative redistribution of administration function by the international comparison of the scale of local areas. By undertaking this research activity, I could feature the two major research conclusions; firstly, the adjustment problem is not the inevitable but the probable subject in the scale of local administrative function and the area-size. And secondly, the size issue of the local system shall be understood by the national administrative system because the administrative function redistribution has been preconditioned by the local comprehensive administration, in which it has been drawn from the necessity of the comprehensive coordination of the sectionalism in terms of the local dimension not the central perspective.

        일본의 통치구조와 도주제론

        본 연구의 목적은 현행 47개의 광역지방자치단체를 통폐합하여 전국을 7개~9개의 새로운 광역단위로 재편하려는 도주제 구상을 단순히 지방적 문제로 왜소화하는 것이 아니라 ‘통치구조의 문제에서 구역문제’, 또는 ‘구역문제에서 통치구조의 문제’를 고찰하는 것이다. 첫째, 일본 구역문제의 발생구조를 일본 통치시스템의 구조적 특징인 ‘Sectionalism-지방종합행정체제’와 그 한계상황에서 추출하고 이러한 구역문제가 내포하는 의미를 통치구조상의 새로운 조정시스템의 제도화 요청으로 파악한다. 둘째, 구역문제를 해결하기 위한 조정방식 제도화의 한계조건을 ‘Sectionalism-지방종합행정체제’논리의 지역 공간적 확대재생산 구조에서 도출한다. 셋째, ‘Sectionalism-지방종합행정체제’가 구체적인 구역문제해결 방식으로 제시되어 온 도주제라는 새로운 광역적 지방정부 창설에 어떠한 가능성과 한계성을 주고 있는지를 사례분석을 통하여 검토한다. The purpose of this research is not so much to confine just to local issues the conception of the transition to the new units of local authority which attempt to transform the current forty-seven provincial level authorities into the seven-to-nine new units of local authority (doju), but rather to explore ‘the governmental system out of the area’ and ‘the area out of the governmental system.’ Firstly, this research argues that the genetic structure of the Japanese area issues derives from the structural characteristics ? the ‘Sectionalism-Local Administrative System’ and its marginal conditions ?in the Japanese ruling system. It is alsoargued that the area problem is more likely to be the demand of institutionalization for creating a new cooperation system. Secondly, it deduces the limited condition for institutionalization of cooperative methods to solve the area problem from the local and spatial expansive reproduction of the ‘Sectionalism-Local Administrative System.’ Thirdly, through conducting a case study it examines what kind of possibilities and limits the "Sectionalism-Local Administrative System" provides to construct the new units of local authority which has been proposed to solve the area problem.

        조직복합성의 생성형태와 유형화에 관한 연구: 구성요소 및 측정지표 분류를 중심으로

        본 연구에서 연구목적에 적합하게 설계한 조직복합성의 측정지표를 활용하여 그간 변모해온 공공조직들의 생성과정과 그 조합의 내용적 특징을 분석함으로써 조직복합성에 대한 유형 정립하는 것이 연구의 목적이다. 특히, 이제까지 공공조직의 조직복합성이 높은 조직들은 단일형태의 조직에 비해 조직구성원들의 원활한 의사소통에 지장을 초래되어 기대에 못 미치는 정책성과들에 대한 원인을 밝혀 향후 개선방향을 제시하고자 하였다. 본 연구를 검토한 결과, 전체 조직의 효율성 제고를 위하여 자연히 조직 인적구성의 다양성에 관심이 제고되고 있는 추세이며, 이러한 다양성의 부정적 효과를 개선, 보완하기 위하여 종전부터 많은 연구자들에 의해 연구되어 오던 조직구성원의 조직과의 일체감 조성이나 구성원 상호 간의 협력을 조장하여 조직에 계속 남아 있도록 하는 총체적인 힘을 의미하는 조직복합성의 확장 연구가 더욱 필요함을 확인하였다. 이 연구를 통해 알 수 있듯이, 공공조직의 조직복합성은 조직다양성 요인에 집단응집성이 결합된 개념으로 이에 대한 연구는 이론적 근거 제시 및 새로운 조직형성 시 정책입안 및 집행자들에게 정책적 자료에 많은 도움을 줄 것으로 기대된다. The purpose of this study is to establish the type of organizational complexity by analyzing the creation process of the public organizations that have been transformed and the contents of their combinations by using the indicators of organizational complexity designed for the purpose of this study. In particular, the organizations with high organizational complexity of public organizations have been trying to suggest the direction for future improvement by identifying the causes of policy outcomes that do not meet expectations because they are more difficult to communicate with each other than the organization of a single type. As a result of reviewing this research, there is a tendency that interest in diversity of organizational human organization is naturally increasing for the efficiency of the whole organization, and it has been studied by many researchers from the past to improve and supplement the negative effects of such diversity. It was confirmed that further research on organizational complexity, which means the total force of creating a sense of unity with members of the organization or promoting mutual cooperation among members, remains in the organization. As can be seen from this study, organizational complexity of public organizations is a concept that combines group cohesion with organizational diversity factors. This study provides a great deal of information to policy makers and executives when providing theoretical evidence and forming new organizations. It is expected to give.

        공공조직의 입직다양성과 조직복합성의 연관성에 관한 연구 : 대구시 사례를 중심으로

        본 연구의 목적은 공공조직에서 다양한 입직경로로 채용된 조직구성원의 채용형태를 기준으로 하여 입직경로가 서로 다른 구성원들로 구성된 공공조직에서 조직구성원의 입직과 조직복합성이 얼마나 연관되어 있는지를 분석하는 데 있다. 이를 위해서 조직구성원 채용을 입직유형별로 분류한 다음, 동일 입직유형 내에서 다시 입직그룹별로 분류한 연구대상 공공조직의 조직복합성을 입직경로와 조직복합성의 연관성 정도(업무범위, 정책업무, 기술·전문성)를 통해 분석하였다. 이러한 연관성 분석 결과, 업무의 정책적 기능은 대구광역시가 가장 높으며, 대구경북경제자유구역청과 2개 지방공사 조직이 중간 정도이며, 2개 지방공단 조직이 비교적 낮다고 볼 수 있다. 업무의 전문성 측면은 2개 공사조직과 대구환경공단이 비교적 높으며, 나머지 조직이 비교적 전문성이 낮은 것으로 나타났다. 연관성 정도는 대구시가 가장 높은 것으로 나타났으며 2개 조직을 제외하고는 모두 관련 정도가 있는 것으로 나타났다. 이 연구를 통해 조직구성원들의 조직 효율성 제고를 위해서는 공공조직의 조직복합성을 관리하는 것이 매우 중요하다는 것을 알 수 있다. The purpose of this study is to find out how the admission path is related to the recruitment and organizational complexity of the organizational members with the research organization composed of different members, based on the recruitment type of the organizational members employed in various employment paths in public organizations. I want to figure out. To this end, the degree of association between the employment path and organizational complexity of the organization of the public organizations under study classified by hiring members and then reclassified by employment groups within the same employment type (business scope, policy work, technology and expertise). Was confirmed. As a result of the analysis of the association type of organizational members on the organizational complexity of public organizations, Daegu Metropolitan City has the highest policy function, and the Daegu-Gyeongbuk Free Economic Zone Authority and the two local corporations are in the middle. The two adipose complexes are relatively low. In terms of professionalism, the two construction organizations and Daegu Environment Corporation were relatively high, while the remaining organizations were relatively low in expertise. The highest degree of association was found in Daegu, with the exception of the two organizations. Through this study, it was found that it is very important to manage the organizational complexity of public organizations so that they can contribute to improving organizational efficiency.

        공공조직의 입직다양성과 조직복합성의 연관성에 관한 연구
