For estimating wind loads on agricultural facilities, basic wind speed at each region in Korea is required. However, basic wind speeds for wind resistant structural design of agricultural facilities are not established in Code. This paper proposes a basic wind speed map corresponding to a return period of 30 and 50 years for estimating windloads on agricultural facilities in Korea. The rapid urbanization process by industrial and economic development since19070s in Korea causes to a severe change of surface roughness and recent abnormal weather by global warming causesto increasing the intensity of strong wind and Typhoon. It is necessary to reflect those phenomena. Wind speed valuesare established from data of annual-maximum 10-minute mean wind speeds collected at 69 meteorological officesrecent past 40 years from 1973 to 2012. They were standardized homogeneously to an altitude 10m above the surfaceroughness category C. Surface roughness category was determined by surrounding surface conditions of meteorologicalstation in 1999 and 2012. The data were statistically reduced using extreme value analysis procedures based onGumbel’s distribution, and the expected wind speeds corresponding to a return period of 30 and 50 years (it is calledas basic wind speeds) were calculated for each region. The equivalent wind speed contour line to a return period of30 and 50 years were drown up interval of 2m/s to the map of Korea. The basic wind speed map of this study shallbe used to estimate wind loads on agricultural facilities. 농업 관련 시설물의 풍하중을 산정하기 위해서는 우리나라 각지에서의 기본풍속이 필요하다. 그러나 농업 관련 시설물의 내풍설계를 위한 기본풍속은 기준으로 정해져 있지 않다. 이 논문은 농업 관련 시설물이나 기타시설물에대한 풍하중 평가를 위한 재현기간 30년, 50년 기본풍속도를 제안한 것이다. 우리나라는 1970년대 이후 급속한 산업성장으로 도시화가 급격히 진행되어 지표면상황이 변하였고, 최근에는 지구온난화로 인한 이상기후로 인해 태풍 등의강도가 증가하는 추세를 보이고 있다. 따라서 이러한 현상들을 반영할 필요가 있다. 풍속자료는 최근 40년간(1973년~2012년) 전국 69개 기상관측소의 10분간 평균풍속의 연최대값을 사용하였고, 기상관측소가 위치한 주변지역의 지표면상황을 반영해 지표면조도구분을 판정하여 지표면조도구분 C인 평탄지형 지상 10m 높이의 풍속으로 균질화한 후 Gumbel적률법에의해 재현기간 30년, 50년 풍속을 추정하였으며, 그 값에 근거하여 우리나라지도에 등풍속선을 2m/s 간격으로 그려 기본풍속도를 완성하였다. 본 연구에서 제시한 기본풍속도는 농업 관련 시설물이나 기타시설물의 풍하중을 산정할 때 유용하게 활용할 수 있을 것이다.

By conducting HFFB(High Frequency Force Balance) test of across-wind forces on rectangular cylinders with various side ratios under 4 types of surface roughness condition in a boundary layer wind tunnel, this paper investigates across-wind fluctuating moment spectra, moment coefficients and Strouhal numbers by changing the conditions of surface roughness. Experimental results show that the across-wind fluctuating moment coefficients, moment spectra and Strouhal numbers do not significantly change dependent on the conditions of surface roughness. 지표면 상태에 따른 풍직각방향의 풍력특성을 규명하기 위하여 4가지의 지표면상태 하에서 다양한 변장비를 가진 사각형 각주에 대한 풍력실험을 실시하여 풍직각방향의 변동전도모멘트 스펙트럼, 변동모멘트계수 및 스트로할 수의 변화특성을 조사하였다. 실험 결과에 의하여 풍직각방향의 변동전도모멘트 스펙트럼, 변동모멘트계수 및 스트로할 수는 지표면의 상태에 따라 크게 변하지 않음을 알 수 있었다.
Empirical formulations for evaluation of across-wind dynamic loads on rectangular tall buildings

This study is aimed at formulating an empirical equation for the across-wind fluctuating moment and spectral density coefficient, which are needed to estimate the across-wind dynamic responses of tall buildings, as a function of the side ratios of buildings. In order to estimate an empirical formula, wind tunnel tests were conducted on aero-elastic models of the rectangular prisms with various aspect and side ratios in turbulent boundary layer flows. In this paper, criteria for the across-wind fluctuating moment and spectral density are briefly discussed and the results are analyzed mainly as a function of the side ratios of the buildings. Finally, empirical formulas for the across-wind fluctuating moment coefficient and spectral density coefficient according to variation of the aspect ratio are proposed.

This paper describes the fundamental behavior about cummulative damages of nonstructural members such as glass window sashes under destructive cyclic wind disturbances. The damage response of nonstructural members are presented in three parts. The basic concept to give a quantitative expression of a cmmulative fatigue damage is proposed when the simple strong wind is subjected to nonstructural member. The annual cummulative damages and fatigue behavior in the return period are also discussed on the basis of computed results. One of the most important result is to evaluate the cyclic repeated wind action to structural safety rather than the most large extreme value in the previously observed data.
