      • E-Government and the Digital Divide in Ghana

        Undoubtedly, Ghana has Joined the global effort to utilize e-Government for effective, efficient and inclusive public service. However, the implementation of e-Government has challenges of a wide ``digital divide``, reflectiong a gap between technology "haves and have-nots". The lack of access to modern technology by majority of Ghanaians has become a significant impediment to the success of e-government initiatives in Ghana, as well as other developing countries. This paper explores the degree of the "digital divide" and its bearing on e0government initiatives in Ghana through an analysis of literature from academic journals, books, practitioner reports, and policy documents. My study would not only yield insight into the problem, tut also suggest ways to bridge the digital divide to insure e-government inclusion at the grassroots level. Ultimately, I hope to make a case that combined efforts at comprehensive national physical access to technology, training, creation of awareness of usefulness and attitudinal change management are the panaceas to bridging the divide to ensure e-Government success. This study may have some limitations due to the excessive use secondary data, but the approach was time and cost effective.
