Early Detection of Infertile Egg during Incubation Using Magnetic Resolution Image

The purpose of this study is to develop a technique for early detection of infertile egg using 1.0 tesla MRI system which was recently developed for industrial use. Sixty-four (64) slices of each egg in the axial direction were obtained during incubation. In order to quantify the change of the yolk shape during incubation, an image processing algorithm was developed to analyze contour, centroid, circularity, ratio of major and minor axes and shape indices of the yolk image. Average image information of the three central slices was used to calculate shape indices which are useful for discrimination of fertile and infertile egg. Among them circularity and ratio of major and minor axes of yolk showed discrimination rates of 98.3% and 90.0% respectively at 72 hours of incubation.
Modeling, Discovering, and Visualizing Workflow Performer-Role Affiliation Networking Knowledge

This paper formalizes a special type of social networking knowledge, which is called “workflow performer-role affiliation networking knowledge.” A workflow model specifies execution sequences of the associated activities and their affiliated relationships with roles, performers, invoked-applications, and relevant data. In Particular, these affiliated relationships exhibit a stream of organizational work-sharing knowledge and utilize business process intelligence to explore resources allotting and planning knowledge concealed in the corresponding workflow model. In this paper, we particularly focus on the performer-role affiliation relationships and their implications as organizational and business process intelligence in workflow-driven organizations. We elaborate a series of theoretical formalisms and practical implementation for modeling, discovering, and visualizing workflow performer-role affiliation networking knowledge, and practical details as workflow performer-role affiliation knowledge representation, discovery, and visualization techniques. These theoretical concepts and practical algorithms are based upon information control net methodology for formally describing workflow models, and the affiliated knowledge eventually represents the various degrees of involvements and participations between a group of performers and a group of roles in a corresponding workflow model. Finally, we summarily describe the implications of the proposed affiliation networking knowledge as business process intelligence, and how worthwhile it is in discovering and visualizing the knowledge in workflow-driven organizations and enterprises that produce massively parallel interactions and large-scaled operational data collections through deploying and enacting massively parallel and large-scale workflow models.
Elastic spiral triboelectric nanogenerator as a self-charging case for portable electronics

<P><B>Abstract</B></P> <P>To overcome the limitation of the battery life for portable electronics, the triboelectric nanogenerator (TENG), a new energy harvesting technology in the spotlight, has been demonstrated as a self-charging solution. However, it is difficult to combine TENGs with existing portable devices because of shape differences between the TENG-based charging system and electronic devices. In this study, we successfully developed an elastic spiral triboelectric nanogenerator (ES-TENG) with cylindrical shape connected to a plate. With the flat plate substrate, devices can be attached easily to the plate and ES-TENG can work as a self-powered case accessory. The elastic sheet inside ES-TENG can generate multiple alternating current outputs during both extraction and self-retraction processes. As the elastic sheet is the key to ES-TENG, it is analyzed through dynamic motion of the elastic sheet. Furthermore, we propose fabrication guidelines for ES-TENG, depending on the size of portable electronics and based on the properties of the sheet. We demonstrate the possibility of ES-TENG as a self-charging case accessory that can light 120 white LEDs and power an engineering calculator and a rechargeable Ni-MH battery. NEW EVALUATION METHODS FOR RADIAL UNIFORMITY IN NEUTRON TRANSMUTATION DOPING

Recently, the neutron irradiation for large diameter silicon (Si)-ingots of more than 8" diameter is requested to satisfy the demand for the neutron transmutation doping silicon (NTD-Si). By increasing the Si-ingot diameter, the radial non-uniformity becomes larger due to the neutron attenuation effect, which results in a limit of the feasible diameter of the Si-ingot. The current evaluation method has a certain limit to precisely evaluate the radial uniformity of Si-ingot because the current evaluation method does not consider the effect of the Si-ingot diameter on the radial uniformity. The objective of this study is to propose a new evaluation method of radial uniformity by improving the conventional evaluation approach. To precisely predict the radial uniformity of a Si-ingot with large diameter, numerical verification is conducted through comparison with the measured data and introducing the new evaluation method. A new concept of a gradient is introduced as an alternative approach of radial uniformity evaluation instead of the radial resistivity gradient (RRG) interpretation. Using the new concept of gradient, the normalized reaction rate gradient (NRG) and the surface normalized reaction rate gradient (SNRG) are described. By introducing NRG, the radial uniformity can be evaluated with one certain standard regardless of the ingot diameter and irradiation condition. Furthermore, by introducing SNRG, the uniformity on the Si-ingot surface, which is ignored by RRG and NRG, can be evaluated successfully. Finally, the radial uniformity flattening methods are installed by the stainless steel thermal neutron filter and additional Si-pipe to reduce SNRG.

30년만의 개헌이기에 많은 사람의 이해를 반영하려는 욕구가 넘치고 있어, 헌법개정의 험난한 과정이 예상된다. 국가사회 모든 영역에서 개헌요구사항이 봇물을 이룰 것이다. 헌법은 일반 법률과 달리 선택사항이 많기에 합의에 더 많은 노력이 요구되고, 합의를 도출하기가 그 만큼 어려울 수밖에 없다. 완벽한 개헌은 불가능하기에, 헌법개정은 부분개정 내지 전부 개정이 바람직하다. 헌법은 고쳐야 하는 것이지 바꾸는 것이 아니다. 현행 헌법의 경우 국가구조(통치구조)에 관한 보완이 강하게 요구된다. 헌법전문에서 6월 항쟁(6.10. 항쟁)을 추가하는 것을 생각할 수 있다. 정당해산의 제소권자를 정부에서 대통령으로 개정해야 한다. 생명권규정을 신설할 필요가 있으며, 제18조의 양심의 자유는 “사상 및 양심”의 자유로 한다. 또 청원을 대폭 개정할 필요가 있다. 국회를 양원제로 하고, 법률안에 대한 국민발안 및 국회의원에 대한 국민소환를 도입할 필요가 있다. 대통령의 임기를 4년으로 1차 중임하게 하며, 대통령 사고 시 권한대행의 방법과 대행자 결정을 규정하고, 보궐선거로 당선된 대통령의 임기를 정하고(부통령을 두지 않을 경우), 결선투표제를 도입하여야 한다. 동시에 대통령의 사면권을 제한하고, 대통령의 당적을 제한할 필요가 있다. 임기제 총리와 장관의 임기제, 국무위원과 장관의 겸임금지, 감사원의 소속을 국회로 이관, 고위공직자비리수사처를 신설하고, 국가인권위원회를 헌법기관화할 필요가 있다. 중앙선거관리위원회는 벌률기관화 해야 한다. 대법관 임명에 대법원장의 제청제도를 폐지하고, 헌법재판소 재판관 전원의 국회동의를 얻게 하며, 헌법재판소 재판관의 자격, 선출, 연임에 관한 규정을 개선해야 한다. 지방자치를 획기적으로 보완해야 한다. 자치권 존중과 조례를 이원화하는 하는 방법을 강구할 필요가 있다. 또한 헌법개정절차를 필수적 국민투표에서 국회의 가중된 다수로 개정할 수 있게 하고, 헌법개정 국민발안제도를 부활하여야 한다. 교육감선출과 지방의회 일치형 교육위원회제도에 대한 비판적 연구

교육감선출과 교육위원회 구성에 관해 매우 다양한 제도를 경험했고, 이와 관련하여 수많은 글들이 제시되어 있다. 지금의 교육감직선제가 올바른 방법인지 동시에 시도의 상임위원회로 귀결된 교육위원회제도가 바람직한가에 관해 논란이 있으며 더 큰 논란이 필요하다고 본다. 교육감 직선제를 개선해야 한다는 목소리가 있고, 지금의 교육위원회제도에 대한 불만족의 소리도 적지 않다. 본 연구를 함에 있어 몇 가지 조건을 제시하고자 한다. 첫째, 교육감선출과 교육위원회 구성 문제는 분리해서 접근하거나 이해 되서는 안 된다는 것이다. 교육위원회는 교육학예에 관한 의결기관이며 교육감은 집행기관으로서 양자는 내적으로 밀접한 관계를 지니고 있고 또 지녀야 하기 때문이다. 둘째, 교육감과 교육위원회 구성문제는 확고하게 정착된 제도가 아니며, 아직도 건설 중에 있는 제도라는 사실이다. 셋째, 교육감선출과 교육위원회구성을 논함에 있어 교육학이나 행정학이 아닌 헌법학의 입장에서 문제를 풀고자 한다. 동시에 적극적 방법보다는 소극적 방법도 병행하고자 한다. 여기서 소극적 방법이란 이미 제시된 수많은 개선방안 중 어느 것이 가장 헌법에 부합하느냐를 따지는 것이 아니라, 헌법에 합치되지 않는 방법을 제거하는 방법을 병행하겠다는 것이다. 본 연구가 제시하고자 하는 것은 가장 이상적인 방법을 추구하겠지만, 적어도 헌법상 용인되기 어려운 제도를 분명히 해서 문제되는 방법을 제거하는 것도 앞으로의 논의에 도움이 될 것으로 보기 때문이다. 교육자치가 시작된 이후, 교육위원회는 구성 조직과 관련하여 많은 변화가 있었는데 개선이라기보다는 시련에 가깝고, 지금의 교육위원회도 미봉책의 성격을 지니고 있으며 아직도 격랑 속에 놓여 있다고 할 수 있다. 교육에 관한 중요사항을 심의 의결하는 교육위원회는 교육감과 더불어 교육자치의 양대 축을 형성하는데, 교육감을 통제하는 교육위원회가 아직도 제 자리를 찾지 못하고 있어 답답하기까지 하다. 전문성을 지니고 정치적 중립성을 지켜내는 자주적 교육대의기구로 완성되기를 기대해 본다. We have had a lot of experience with how to organize the Board of Education and now it has come to the local parliamentary standing committee. As mentioned before, the inclusion of the Board of Education as a standing committee in the local council is clearly contrary to Article 31 (4) of the Constitution. This is because it undermines the independence and professionalism of education as well as political neutrality. It is very unusual for local councilors to decide on education that requires political neutrality. I can think of ways to elect a member of the board of education from the local council, but it is not desirable because the question is whether the board member can maintain his political neutrality. It is possible that the head of a local government can appoint a member of the board of education with the consent of the local council, but it seems to be a resistance to us who have been accustomed to electing the superintendent. Since the beginning of the educational autonomy, the Board of Education has made many changes in relation to the composition of the organization. It is closer to the trial than to the improvement, and the present Board of Education has the character of the reserve and it is still in the ripple. The Board of Education, which deliberates on important issues related to education, forms the two pillars of education and autonomy together with the superintendent. Even the board of education, which controls the superintendent, is still unable to find its place, and it is frustrating. I hope that this will be completed as an independent educational institution that maintains professional neutrality and political neutrality.

인신보호법의 제정은 모든 불법 부당한 체포구속으로부터 신체의 자유를 보장하는 인신보장체계의 완성이라고 할 정도로 그 의의가 크다. 우리 헌법은 건국헌법부터 현행헌법에 이르기까지 누구든지 그 적부를 판단 받을 수 있다고 규정했음에도 불구하고, 행정기관이나 사인에 의한 체포구속에 대한 구제를 외면해오다가, 이에 대한 직접적 구제수단을 마련한 것은 늦었지만 인권발전의 큰 걸음을 내디뎠다고 할 수 있기 때문이다. 일본보다도 60년이나 늦게 제정된 인신보호법을 보면, 몇 가지 비판받기에 충분한 내용이 있다. 특히 보충성은 인신보호법의 근본정신을 훼손하고 있어 적지 않은 문제점을 보이고 있다. 신체에 대한 불법 체포구속여부를 판단해 달라고 법원에 청구하였다면, 가장 신속하게 적법여부를 판단해 주는 것이 인신보호의 책무를 다하는 것이며, 인신보호는 간편한 절차를 통한 신속한 구제를 그 생명으로 하는데, 인신보호법은 목적에서는 인신보호인데 중간 말미에서는 인신보호외면이거나 인신보호사양이다. 인신보호법 중 첫째, 국선변호인의 선임이 가능함이 고지되어야 하며, 그것도 수용 당시에 고지되도록 법개정이 이루어져야 한다. 동시에 인신보호를 청구하면서 동시에 국선변호인의 선임을 요구할 수 있어야 한다. 둘째, 출입국관리법에 따른 보호대상자에 대해 일률적으로 인신보호를 불허한 것은 재고되어야 한다. 셋째, 인신보호청구는 다른 법률에 구제절차(행정소송이건 당해 구제절차이건 간에)와 임의적 선택 관계에 놓여 지도록 해야 한다. 인신보호는 ‘돌아와 가건 직접 가건’ 법원에 청구할 수 있어야 한다. But It has turned a blind eye to the relief of the arrest arrested by government agencies or private. It established a direct remedy. It can be said to take a big step in the development of human rights. Japan has already made the Habeas Corpus Act 60 years ago. Current legislation may have a number of disadvantages. If you can determine whether unlawful restraint of the body is or not in court, the court should have determined whether the due fastest. In Habeas relief a rapid and simple procedure is the most important. The purpose of the Habeas Corpus Act is for Habeas, but in practice it is not to patronize the habeas. The Habeas Corpus Act now can not afford a remedy for the human right. The following are among Habeas Corpus Act should be changed. First, it is notified to be able to appoint a Public Defender. It shall be made at the time of redemption. Second, it should be reconsidered that the Habeas Corpus Act denies the protection of protected person in accordance with the Immigration Act. Third, the habeas claims should be put on random selection and remedies in any other legal relationship.
