        This dissertation examines the development and maturation of an American Catholic tradition of social ethical thought, focused largely on economic issues, between 1900 and 1940. The dissertation considers in particular the thought of Rev. John A. Ryan, Professor of Moral Theology at the Catholic University of America and Director of the Social Action Department of the National Catholic Welfare Conference. During the early decades of the twentieth century, Ryan applied concepts from the papal social encyclicals Rerum Novarum (1891) and Quadragesimo Anno (1931) to issues in American economic life. The result was an influential body of ethical thought which transformed the intellectual and political orientation of the American Catholic Church. At the heart of Ryan's work was a push to harmonize the principles of Catholic social thought with the principles of American political liberalism. This commitment to harmonizing Catholicism and Americanism produced a social ethical tradition that prepared the American Catholic Church to more fully participate in the politics and public life of the nation. At the same time, it pulled American Catholic social thought away from its European roots and sparked the creation of a new and distinctive social ethical tradition. The liberal social ethic which Ryan promoted did not represent the only model of Catholic thinking about social justice and reform, but it proved the most enduring. Patterns of thought Ryan inaugurated continue to inform the public life of the American Catholic Church.

        The Health Resources and Services Administration (HRSA) allocated $940 million in 2002, through Title II of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act, to help states improve the quality and availability of health-related services for people living with HIV/AIDS. These resources are allocated based upon recommendations made by community planning committees, which in turn base their recommendations on HIV/AIDS needs assessments. A methodologically sound, comprehensive needs assessment is a critical component of effective resource allocation decisions. Poor needs assessments might lead to poor resource allocation decisions, which might have life-threatening consequences for people living with HIV/AIDS. Little is known about the quality of Ryan White Title II (RWTII) needs assessments. This dissertation identifies seven elements of a high quality needs assessment, which might serve as an assessment tool for funding agencies and as a guidance tool for grantees. The author uses the seven elements in a review of RWTII needs assessments to provide evidence pertaining to the current level of quality of RWTII needs assessments. The seven elements are then applied in a case study of improved practice to demonstrate how to adequately apply the key elements of a high quality needs assessment.

      • The Lutheran Choral Tradition : A Study on the Historical Progression of the Choral Sound, Principles, and Philosophy

        ABSTRACT The Lutheran Choral Tradition: A Study on the Historical Progression of the Choral Sound, Principles, and Philosophy Ryan Steven Orlando Goessl Chair of the Supervisory Committee: Professor Eui-Joong Yoon School of Music Hansei University Gunpo, Korea The Lutheran Choral Tradition was, and still is, at the forefront of the modern choral world. The tradition originated in the Midwest of the United States, with the arrival of F. Melius Christiansen to the United States, and his founding of the St. Olaf Lutheran Choir in 1911, now known as the St. Olaf Choir. The tradition spread quickly to other colleges, the most notable being Luther College (Decorah, IA), Concordia College (Moorhead, MN), Augustana College (Rock Island, IL), Augsburg College (Minneapolis, MN), and Pacific Lutheran University (Tacoma, WA). The tradition has thrived, and has continued through the Scandinavian-American Lutheran College choirs to the current day. This paper will focus on the “Power 3” schools: St. Olaf Choir, Luther College Nordic Choir, and the Concordia Choir, with an emphasis on the spiritual and aesthetic aspects of the various choirs of the “Power 3” schools. The purpose of this study is to (1) review the historical development of the Lutheran Choral Tradition from its onset to current day, (2) identify the major influential people in the choral field, along with their contributions to the Lutheran Choral Tradition, (3) document traditional styles, philosophies and practice in the Lutheran Choral Tradition, (4) identify the philosophies responsible for the choral sounds of the Lutheran Choral Tradition, focusing on the past and current choral sounds of the “Power 3” colleges, with emphasis on the aesthetic, spiritual, and emotional qualities of the “Power 3” colleges, an (5) identify that, although not from the same lineage in regards to teacher-student, all conductors share a lineage in regards to spirituality, emotion, and numerous other aesthetic qualities in the “Power 3” choirs. This study emphasizes the importance of the Lutheran Choral Tradition to not only the history of choral music in Scandinavian-American Lutheran colleges, but to the overall choral sound in the United States. The study represents the first investigation of identifying techniques and overall choral sound of the Lutheran Choral Tradition, with emphasis on spirituality, vulnerability, and emotion. The study is based on first-hand interviews with present and past leading conductors in the tradition at each of the “Power 3” schools, first and second-hand interviews with past leading conductors, interviews with singers under the tutelage of past conductors, historical accounts of the schools and choirs, and observations on live performances, videos, and audio recordings of the “Power 3” schools throughout the eras of each leading conductor.

      • Implementation of paperless design review for the U.S. Army's Yongsan Relocation Plan in Korea

        The advent of information and communication technology (ICT) has played a crucial role in evolving the architect/engineering/construction (A/E/C) field worldwide. The fusion of the World Wide Web and CAD software has created an opportunity for engineers to work together on a global scale to produce designs on time and within budget. By leveraging the use of technology throughout the design stage, architects and engineers can enhance the effectiveness of their communication and use of information which ultimately results in higher design quality. In this paper, the efficacy of paperless design reviews for a large government engineering and construction program in Korea is explored. By utilizing ICT via the internet, intranets, and software, the U.S. Army Corps of Engineers is able to exploit its knowledgebase and expertise distributed geographically throughout the Pacific. Implementation efforts of paperless design reviews are captured in this study to include the obstacles and benefits experienced throughout implementation. Lessons learned and future applications of this implemented effort are offered for consideration. A case study is finally presented showing the practical effects of the paperless design review method and its success in saving costs.

      • China's soft power in education : measuring confucius institutes by the Fulbright yardstick

        In 2004, the government of the People’s Republic of China (PRC or China) created an institute in Seoul, South Korea, to teach Mandarin Chinese language and about Chinese culture. Soon after, the Chinese Communist Party (CCP) leaders spread these organizations to many other countries across the globe. These language and cultural centers are known as Confucius Institutes (CIs).1 The CIs follow other governmental educational organizations that have been well established globally for decades. The United States’ version is known as the Fulbright Program. Fulbright was established in 1946 by US Senator J. William Fulbright.2 This program operates various academic exchanges with countries around the world. Programs like Fulbright and the CIs are part of their respective nations’ soft power initiatives. Soft power is the ability to get one actor to do what you want through attraction or co-option, as opposed to coercion or threats.3 This research will attempt to answer why are China’s Confucius Institutes on a path to help the rising state’s soft power similar to what the current leading state’s soft power educational arm, US’s Fulbright Program, has done, but with Chinese characteristics.
