중국의 노인 복지정책 개선방안에 관한 연구 : 상해시를 중심으로
인구 고령화는 전 세계 선진국을 괴롭히는 어려운 문제이다. 개혁개방 이후 중국의 사회구조 변화와 급속한 경제발전으로 인민생활수준이 크게 향상되면서 인구 고령화가 뒤따랐다. 상해는 중국에서 가장 큰 상업 도시이며, 상해의 경제 발전 수준과 생활 수준은 중국 도시 중 석차가 앞에 있다. 1979년 상해가 고령화 사회에 진입한 이래, 상해 시 정부는 점점 더 많은 노인 인구 수에 대한 일련의 정책 개혁을 채택했으며, 이 개혁은 상해 복지 발전에 긍정적인 영향을 미쳤다. 이 논문은 역사적 관점에서 상해의 양로 정책을 접점으로 상해의 양로 정책의 발전 역사를 정리하고 분석하여 양로 서비스 정책이 노인복지 정책으로 변화하는 과정을 증명하였다 이 논문의 내용 구조를 보면 첫째, 연구의 목적과 의미에 대해 논의하고, 둘째, 사회 복지, 사회 보장, 노인 사회 복지 정책, 중국의 사회 보장 제도의 개념 및 노인 복지의 관련 이론에 대해 설명했다. 그리고 중국과 한국의 인구 고령화, 노인 사회복지 정책 및 재정 출처에 대한 개요를 제공했다. 3장에서는 상해의 다양한 역사적 단계에서 노인복지정책의 발전을 정리하고 분석한다. 4장에서는 상해의 노인복지정책의 역사적 법칙과 본질적인 원인을 분석하고, 그 다음에 5장은 상해의 노인복지정책의 문제점을 충분히 이해를 하게 된 기초 위에 한국의 경험과 결합하여 자신의 개선방안을 제시한다. 본 연구를 통해 상해의 노인 사회복지 제도는 아직 초기 단계에 있으며, 정부 부처 간의 기능 구분이 분명하지 않고, 관리 체계가 느슨하고, 정책의 이행은 비효율적이며, 노인의 사회적 참여가 낮다는 것을 발견했다. 이러한 문제를 개선하기 위해 중국 사회의 기본 가치 개념을 결합하면서 한국의 노인 복지 정책을 참고하여 학술적인 제안을 제시한다. 주로 입법을 통해 정책 수립 과정을 개선하고, 전문적인 평가 체계를 구축하고, 고령자의 재취업을 촉진하여 노인의 사회적 참여를 향상시켰다. 이 논문도 상해노인복지정책에 대한 연구를 통해 상해의 고령자 복지정책의 미래발전을 보여준다. The problem of population aging has always been a problem that plagues developed countries in the world. After China's reform and opening up, China's society, economy and culture have developed rapidly, and the problem of population aging has also followed. As China's largest commercial city, Shanghai's economic development level and residents' living standards are among the best among Chinese cities. Since Shanghai entered an aging society in 1979, the Shanghai Municipal Government has adopted a series of policy reforms in response to the growing number of elderly people in the society, which have had a positive impact on the development of welfare services for the elderly.From a historical perspective, this article uses Shanghai’s pension policy as an entry point to sort out and analyze the changes in Shanghai’s pension policies at various historical stages, and witness the entire process of the transition from pension policies to pensions. This article first discusses the purpose and significance of this research. Secondly, this article discusses social welfare, social security, social welfare policies for the elderly, the concept of China's social security system and related welfare theories for the elderly in the second part. It also outlines the aging status of the population in China and South Korea, the content of the social welfare policy for the elderly, and the source of funds. The third part combs and analyzes the development of welfare policies for the elderly in various historical stages in Shanghai. The fourth part analyzes the historical laws and reasons of the development of Shanghai's welfare policy for the elderly. The last part is about the problems existing in the welfare policy for the elderly in Shanghai, and puts forward their own suggestions for improvement based on the experience of South Korea.Through research, it is found that Shanghai’s social welfare system for the elderly is still in its infancy, with problems such as unclear division of functions among various government departments, inefficient policy implementation, and low social participation by the elderly.In order to improve the above-mentioned problems, combining with the basic values of Chinese society and learning from Korean welfare policies for the elderly, this article puts forward suggestions for improving the welfare policies for the elderly in Shanghai, which mainly include improving the policy formulation process through legislation, establishing a professional evaluation system, and adopting Promote the re-employment of the elderly and increase the social participation of the elderly. This article reveals the prospects for the development of welfare policies for the elderly through the study of the welfare policies for the elderly in Shanghai.
