민간 커뮤니티 공간의 지속가능성 연구 : 영국과 한국의 사례 비교를 중심으로

다양한 사회문제를 해결하기 위한 대안으로 사회적경제가 주목받으면서, 그에 따라 공동체에 대한 관심 또한 높아지고 있다. 지역 공동체에 기반을 둔 사회적경제 조직인 커뮤니티 비즈니스와 마을기업 등의 출현은 앞으로 더욱 많은 시민 주도성과 공동체적 성격 중심의 사회적기업들이 나타날 것을 예상하게 한다. 사회적경제와 마을공동체의 활성화에 중요한 역할을 하는 민간 커뮤니티 공간들의 등장이 이어지고 있으나 이와 관련한 연구는 부족한 편이다. 또한, 커뮤니티 공간이 제공하는 다양한 기능에도 불구하고 현재 국내 커뮤니티 공간의 운영은 어려운 현실에 처해 있다. 이에 본 연구는 커뮤니티 개발(Community Development)의 오랜 역사를 가진 영국의 커뮤니티 공간 운영의 사례와 국내 사례의 탐구를 통해 커뮤니티 공간의 지속가능성에 영향을 미치는 요인을 찾아 비교함으로써 커뮤니티 공간의 활로를 모색하는데 기여하고자 한다. 연구의 결과는 다음과 같다. 국내 커뮤니티 공간에서 운영 주체들의 사회적 자본을 바탕으로 하는 네트워크 역량이 운영에 핵심적인 영향을 미치는 요인으로 작용하는 반면, 영국에서는 커뮤니티 공간에서 제공하는 프로그램이나 서비스의 전문성과 경쟁력이 더욱 중시되고 있었다. 다음으로, 영국의 시민자산화 정책에 따른 공간의 무상 이용과 고도화된 네트워크 조직들의 활동은 커뮤니티 공간의 운영에 매우 우호적인 환경이 되고 있음을 확인할 수 있었다. 한편, 본 연구의 시사점에도 불구하고 추가적인 연구를 필요로 하는 과제도 남아있다. 커뮤니티 공간의 사회적인 가치와 효용에 대해서는 더욱 깊은 연구가 필요할 것으로 생각되며, 영국과 한국 커뮤니티 공간의 발전과정을 진단하고 유사성을 진단하는 과정을 통해 더욱 구체적으로 향후 발전의 방향을 모색할 수 있기를 기대한다. Social economy is attracting attention as an alternative to solve various social problems and interest about community is increasing accordingly. Despite of the emergence of civil community space, which plays an important role in social economy and local community, there have been few studies about community space. The main focus of the paper is to find out the factors that affect the sustainability of community space by exploring and comparing the cases of community space in the UK and Korea. The results of the study are as follows. In Korea, the network competence based on the social capital of the managing group plays a key role in the operation of community space, while in the UK, the expertise and competitiveness of the programs and services provided in the community space are more important. Next, there are several factors that serve as a beneficial environment in the UK; activities of the advanced umbrella organization and free use of buildings in accordance with the private capitalization policy. Over the past several decades, cities in South Korea have experienced rapid industrialization and urbanization, leading to significant quantitative growth. Notably, major cities like Seoul have provided numerous economic opportunities through massive infrastructure development and population concentration. While this has substantially contributed to national economic growth, it has also resulted in various social and environmental issues. These issues include traffic congestion and air pollution due to road- focused development, residential problems and uneven development due to infrastructure densification, and social disparities. Consequently, this study quantifies the ecosystem services provided by street trees in Gangnam district and Gangbuk district, districts in Seoul with economic disparities, to devise an efficient mechanism for urban environmental improvement and provide practical examples applicable to both districts. The aim of this research is to explore the benefits of quantifying urban environmental data and continuous monitoring, thereby proposing social equity. This study utilized public data provided by Seoul and field surveys conducted from April to August, which is considered optimal for the growth of street trees, on the roads of Gangnam district and Gangbuk district. The individual analysis and comparative analysis between the districts facilitated the effective quantification of the overall ecological and economic value derived from carbon storage and sequestration by street trees, their air purification functions, and their impact on rainwater runoff reduction. Street trees in Gangnam district were found to store a significant amount of carbon, approximately 3691.61 tons, and sequester an additional 359.45 tons, while effectively removing about 2.28 tons of harmful air pollutants and reducing annual rainwater runoff by 3977.46 m3. In contrast, street trees in Gangbuk district stored 831.61 tons of carbon and sequestered 74.97 tons, with lesser air pollutant removal of about 0.4 tons and a reduction in annual rainwater runoff of 1491.74 m3. This research highlights the disparity in ecosystem services between two economically different districts through the systematic quantification of the various ecosystem services provided by street trees. It aids in a more comprehensive and nuanced understanding of the complex relationships surrounding urban growth, while proposing rational data utilization methods for sustainable development strategies for the urban landscape in Seoul and promoting social equity in South Korea's urban quality growth.
