지방 도시의 퀴어 축제를 통해 형성된 다양성 레짐: 대구, 제주, 부산을 사례로

This study suggests the concept of ‘urban diversity regime’, analyzing queer festivals of non-capital cities in the Korean context. Conducting participant observation, in-depth/informal interviews, and archival data, this study catches the following results from the case of Dague, Jeju, and Busan. First, queer festivals of three cities arise as a political agenda through two main steps: uniting of local human resource and acquiring citizenship from local civil society. As the queer festival is a newly emerged activism in local areas except for Seoul, organizers integrate collective emotion within the progressive local civil community. Second, as a political project for urban diversity, queer festivals call for cooperation between civil and public actors. The cooperation is mainly built upon ‘the right for occupying public space’, which is a requisite for ‘the legitimate festival’. Since local government and police own exclusive power to approve accessibility to public space, governmental actors are inevitably involved in the political project. This study seeks to explore the power relationship in local queer festivals, which is rapidly spreading in recent, and to expand the regime approach to political participation and identity politics of minorities and localization of queer festivals. 본 연구는 ‘도시 다양성 레짐(urban diversity regime)’ 개념을 토대로 한국 지방도시의 퀴어 축제가 개최되는 과정을 행위자 간의 관계를 중심으로 분석한다. 연구를 위해 수행한 현장조사, 심층 및 비공식 인터뷰, 문헌조사를 기반으로 본 연구는 대구, 제주, 부산 세 도시의 사례를 통해 다음과 같은 결과를 도출했다. 첫째, 지방 도시의 퀴어 축제는 지역 내부의 인적 자원 발굴 및 결합, 기존 시민 사회에대한 연대 표현을 통해 정치적 의제로 성장한다. 지방 도시에서는 성소수자에 대한 논의가 전무하거나 부족했기 때문에, 축제 조직위는 정부 행위자와 대면하기에앞서 퀴어 축제에 대한 공감을 지역 시민 사회 내부에서 결집시킨다. 둘째, 퀴어축제는 다양성을 기치로 한 도시의 정치적 프로젝트가 되어 비정부 행위자와 정부행위자의 협력을 요구하며, 협력 관계의 핵심에는 ‘합법적인 퀴어 축제’를 위한‘공공공간 사용권 획득’이 있다. 도시 정부와 경찰은 퀴어 축제에 필수적인 공간사용을 허가할 권한을 배타적으로 소유하고 있기 때문에, 비정부 행위자들은 도시정부와 경찰을 퀴어 축제 개최라는 프로젝트에 개입하도록 만든다. 본 연구는2010년대 후반 급속히 확산 및 성장하고 있는 지방 도시의 퀴어 축제를 사례로, 레짐 이론의 분석 대상을 소수자의 정치 참여, 정체성의 정치로 확장하고 퀴어 축제의 지방화를 가능하게 한 구체적인 권력을 탐구했다는 것에서 함의를 가진다

국민연금기금의 대체투자를 통한 청년층 공공임대주택 공급 후보지 분석: 2011-2016년 수도권 아파트 거래 자료를 토대로

한국의 지속적인 인구 고령화는 다양한 사회 갈등을 야기하고 있는데, 국민연금기금 고갈에 대한 위기감은 청년층과 기성세대 간의 첨예한 갈등의 한 양상이 되고 있다. 특히 청년층의 주거복지 수요가 증가하는 가운데, 국민연금기금의 대체투자를 통한 공공임대주택 공급 방안에 대한 사회적 관심이 증가하고 있다. 본 연구는 국민연금기금을 통한 청년층 공공임대주택 공급의 당위성을 검증한다. 그 후 공간통계기법에 기반한 탐색 결과를 바탕으로, 공공임대주택의 수도권 내 후보지를 제안하는 것을 목표로 한다. 연구 결과 세 가지 세부 청년층 분류에 따른 공공주택 공급방안이 도출되었으며, 각 지역과 대상 계층에 적합한 공공임대주택을 공급하는 방안을 모색한다. 본 연구를 통해 한국 사회의 세대 갈등을 완화하고, 국민연금기금의 수익성과 공공성을 모두 충족함을 목표로 한다. Recently, Korea suffered serious social conflicts between generations due to population aging. Anxiety about depletion of the National Pension Fund is one of the social problem to young generation, because of the uncertainty that they will not able to receive the pension they paid. At the same time, due to the high housing rent in Seoul metropolitan area, the demand for housing welfare and supply of public rental housing for young generation was increased. There are some opinions about using National Pension Fund to supplying public rental houses in the society. In this research, we were concentrated on finding the suitable areas for the public rental house using National Pension Fund. First, verifying the validity of the investment using National Pension Fund for the public rental housing was done. And spatial statistical methods were applied to explore the suitable areas for the public rental housing in Seoul metro area. Finally, this study divided young people into three groups and analyzed ways to supply public rental housing for each group in proper areas by their demand. This research's ultimate goals are mitigating the conflicts between the generations and achieving both profitability and publicness of National Pension Fund.

지난 2018년 4월 10일부터 14일까지 닷새간 미국 뉴올리언스에서 미국 지리학대회(Association of American Geographers Annual meeting: AAG)가 열렸다. 이는 전 세계 약 90개국, 6000명 이상의 지리학 및 도시, 공간 연구자들이 참가하는 대규모의 학회로, 가히 지리학의 축제라고 할 수 있었다. 때마침 뉴올리언스에서는 프렌치 쿼터 축제가 열리고 있었던 터라 학회장에도 축제의 설렘과 활기를 더했다. 온갖 사람들을 모으고 마주침의 공간을 제공하는 축제와 같이, AAG는 다양한 소속과 연구 분야를 가진 학자들이 한데 모여 자신의 주제에 대해 발표하고 의견을 교환하는 장이었다. 필자들 역시 들뜬 마음으로 각양각색의 연구주제들 중 관심 있는 발표를 찾아다녔다.
