세계 산업 경쟁력의 패러다임이 하드웨어에서 소프트웨어로 변화하고 있는 시점에서 세계 주요 국가들은 소프트웨어를 미래 산업의 핵심 분야로 인식하고 자국의 강점과 인프라를 최대한 활용하여 소프트웨어 산업의 성장전략 및 정책을 추진하고 있다. 하지만 하드웨어 산업을 기반으로 성장해 온 한국은 소프트웨어의 중요성을 소홀히 한 탓에 국가 경쟁력에 우려를 낳고 있다. 최근에는 국가적으로 하드웨어 기반의 제조업 경쟁력 강화 및 성장 동력으로서 소프트웨어를 활용하고자 하고 있으며, 대구지역도 소프트웨어 산업 중장기적인 정책비전을 가지고 산업을 활성화시키기 위해서 투자하고 있다. 하지만 이런 정책적인 지원과 투자에도 불구하고 대구지역의 소프트웨어 산업은 그 규모는 커지고 있으나 대부분의 기업이 작은 국내 내수 시장에 의존하고 있는 영세한 기업으로 경쟁력이 부족하여 글로벌 시장진출이 어려운게 현실이다. 본 논문은 기존의 문헌과 연구자료, 통계자료를 분석하여 대구지역 중·소 소프트웨어 기업의 활성화를 위한 효과적인 방안을 모색하여 문제점과 해결책을 제시하였다. 그리고 문헌 연구의 부족한 부분을 대구지역의 소프트웨어 기업 설문조사를 통하여 보안하였다. 대구지역 소프트웨어 기업 종사자를 대상으로 설문조사를 실시하여 기업의 현황 및 애로사항, 지원 프로그램의 수요를 파악하여 지역기업의 활성화 및 소프트웨어 산업 정책 수립의 자료로 활용하였다. The paradigm of industrial competitiveness in many advanced countries in the world has been shifted from hardware to software. The countries recognized that the software industries would be one of the core industries in the future and have been modifying their policies and strategies for software industries using their advantage and infrastructure. However, Korean government which was based on hardware industries ignored the importance of the software industries and, these days, has a low international competitiveness in the software industries. In recent years, the Korean government has tried to utilize software industries to fortify manufacturing competitiveness and growing power based on hardware industries. The local authority in Daegu has also made investments for the software industries with a long-term political vision. The software industries in Daegu are getting bigger, but the volume of each enterprise is still minor despite of sustained political supports and investments because it depends on a domestic market and has low competitiveness. Consequently, software companies in Daegu seem to have difficulties to enter the global market. This study analyzed existing problems and effective solutions for promoting the software industries in Daegu conducting surveys in software companies. The surveys were done regarding enterprise status, complaints and demands of assistant programs. This results could be used to activate software industries and to establish effective policies for the industries in Daegu.
