90 년대 이후, 세계 무역은 세계 GDP 만큼이나 빠르게 두 배 정도 성장하였다. 이러한 맥락에서, 해외 투자와 무역 유치를 이룬 국가들은 빠르게 경제 성장을 하게 된다. 그러나, 국가 간 무역을 증가시키기 위해, 관세와 비관세 규정들을 줄이거나 없애는 것 또는 무역 협정을 만드는 것 만으로는 충분하지 않다. 그러나, 국가 간 무역을 증가시키기 위해, 관세와 비관세 규정들을 줄이거나 없애는 것 또는 무역 협정을 만드는 것 만으로는 충분하지 않다. 무역 비용을 절감하고 국제 경쟁력을 높이기 위해서는 세관 시스템을 현대화 할 필요가 있다. 대부분의 활발한 무역국들은 체계적이고 단순화된 업무를 만들어내는 이른바 통관단일창구(Single Window)라고 불리는 단일진입점(single point of entry)으로 paperless 업무를 하는 독특한 시스템을 채택해 왔다. 본 연구의 목적은 무역 활동에서 통관단일창구(Single Window)의 특성을 조사하고, 한국의 UNI-PASS 통관단일창구(Single Window) 개념과 멕시코의 Ventanilla Unica de Comercio Exterior(VUCE) 사이의 유사성과 전반적인 성과를 비교하는 것이다. 또한, 이 연구는 멕시코의 프로젝트들을 개발 단계를 분석하였다. 특히, 경제, 정치 그리고 문화적 배경에 근거한, 전자 무역 활동을 수반하는 모든 관련사항과 문제들의 분석에 초점을 두었다. 한국의 경험과 국제기구에서 제공하는 가이드 라인의 고찰을 통해, VUCE가 올바르게 역할을 하고, 다른 라틴 아메리카 국가들에게 표본이 될 수 있는 통관단일창구(Single Window) 역할이 될 수 있게 돕는 몇 가지 지침들을 제시하였다. Since the nineties, world trade has grown twice as fast as global GDP. In this context, countries that achieve to attract foreign investment and foreign trade will promote economic growth. However, to increase trade between countries is not sufficient to reduce or eliminate tariffs and non tariff regulations or create trade agreements; it is necessary to modernizing customs systems to reduce costs and increase international competitiveness. Most of the countries with outstanding trade practices have adopted a unique system that promotes paperless activities with a single point of entry that creates a harmonized and simplified practice called Single Window This Study aims to investigate the characteristics of Single Window in trade activities and compare the similitude’s and overall performance of Korea’s UNI-PASS single window concept between Mexico’s Ventanilla Unica de Comercio Exterior ( VUCE) recently implemented. This study also analyzes those development stages of Mexico’s project; based on economic, political and cultural background strongly focusing on all implications and challenges that entail electronic trade activities. With Korea’s experience and with the help of guidelines provided by international organizations we suggest few actions that could help VUCE precisely operate and become a leader Single Window case of reference for other Latin-America countries.
