Purpose: The purpose of this study is to predict a reasonable direction to design a pertinent educational program in the future by evaluating an adult CPR (Cardiopulmonary Resuscitation) skill per-formed by EMTs engaged in fire services organization and comparing the CPR success rate of Factors as like a duty place and licensed year. Methods: We studied CPR skill by the use of a CPR manikin(Skillmeter Resusci Annie, Laerdal company). The study population consisted of 320 EMTs. Every EMT performed four cycle after investigating the manikin for 2 minutes. We regarded chest compression with 100 times in a minute as the 100% success rate. We analysed the skill of chest compression, ventilation and chest Compression times- success rate by the records printed in the CPR paper. Results: The average success rate of chest compression was 59.42 f 29.26% and ventilation 49.22 129.65%. The success rate of manual CPR was different between chest compression and ventilation. Also the success rate of chest compression times was high relatively as a 87.32+9.14%(p=0.000). For the CPR skill, ventilation was lowest as 49.22%. The factors such as duty place and licensed year did not influence the CPR success rate (p>0.001). Conclusion: We could have conclusion that CPR training should be shared more time in ventilation than in chest compression. Also we could reach to a conclusion that it is important to increase the times of CPR training for improving the accuracy of CPR and that the continuing education of CPR training frequency might be more than four times in a year.
정기용선자가 야기한 채권이 선박우선특권인지에 관한 검토

한국의 현행법상(상법, 국제사법) 정기용선자가 야기한 채권이 선박우선특권의 피담보채권인지의 여부는 그 채권을 야기한 선박이 외국적 요소가 있는지의 여부 에 따라, 섭외요소가 있는 경우와 섭외요소가 없는 경우로 구분이 된다. 섭외요소 가 있는 경우에는 국제사법의 규정에 따라 선박우선특권은 선적국법을 적용하며, 그 선적국법의 규정에 따라 정기용선자가 야기한 채권이 선박우선특권의 피담보 채권으로 인정이 되거나 부정되는 상황이 존재함을 예측할 수 있다. 이는 결과적 으로 동종의 채권이 각 채권의 개별상황에 따라 선박우선특권의 피담보채권으로 인정되거나 부정되는 상황을 초래하며, 국내 채권자의 합법적인 이익을 보호함에 있어 합리적이지 못하다. 이러한 상반되는 결과를 조성하는 것은 법적안정성을 떨어뜨리고 선박우선특권의 입법취지에도 부합하지 아니한다. 이와 같은 문제점 을 개선하기 위하여 선박우선특권에 법정지법을 적용하기를 제안했다 Under the existing Korean law, whether the creditor's rights caused by time charterer belongs to the Maritime lien depends on whether the vessel which caused the creditor's rights has foreign element on itself, It was divided in two situations with or without the foreign element. When it contains foreign element, according to private international law the Maritime lien applies to the shipments national law. Predictably, the creditor's rights caused by time charterer can be recognized or unrecognized as the secured creditor's rights belongs to maritime lien by the shipments national law. And as a result of this, creditor's rights whether recognized as the maritime's secured creditor's rights or not is depended on individual cases. But In Korea the legitimate interest of creditor has been protected, it does not seem to be reasonable. The opposite results will reduce the security of legal stability and was not in line with the basic spirit and principles of legislation. This study intends to apply the law of the forum (District court) in maritime lien to resolve this issue.
