A Study on Implications of West German Aliens Policy to South Korean North-Korean-Migrants Policy English Abstract: German experience of political unification and social integration can be a model of divided Korean Peninsula in that two Germanies achieved those earlier than divided Koreas yet. So this paper aims to draw implications of West German alien policy to South Korean North-Korean-migrants policy. There are several kinds of aliens in South Korea just like West Germany: migrants(or refugees) from counter-regime, immigrated brethren, foreign workers and multicultural people. West Germany, the second economic power in western world then has been consistent in advanced policy toward East-Germanmigrants according to the related clauses of constitution(Grundgesetz) and has been equipped with lasting following programs. So this paper searched implications of West German case to South Korea such as consistency of the policy in spite of political instability.

The study confirmed that the methods for expanding headings and combined structures among the headings, subdivisions, qualifiers and inverted terms were diverse, and that the headings used for similar purposes do not have identical structural forms. It is also found that the standard symbols representing generic relationship in theasurus, which are introduced in the list of subject headings, do not show precisely the hiearchical relationship of phrase headings. MeSH in pre-coordinated system will be available for retrieval in the computer environment because it can make a link between headings and subdivisions in searching stage. The changes in retrieval circumstances and the seeking behaviors of the users demand that a new structure of subject headings be developed. It was proposed that the modification of the structure in the Hangul subject headings be essential. 동일 성격의 표목이 상반된 구조형식으로 표현되거나, 표목의 확장과 연결구조가 다양함을 확인하였다. 아울러 시소러스에서 사용되는 관계기호를 도입하고 있으나 구표목의 관계유형에서 문제가 있음을 발견할 수 있었다. MeSH자체는 전조합구조이지만 검색단계에서는 후조합으로 표목이나 세목간을 연결할 수 있어, 전산환경에서 주제명표의 적용가능성을 확인할 수 있었다. 검색환경의 변화와 이용자의 검색행태를 반영한 새로운 색인시스템의 개발이 요청되고 있다. 한글 주제명표의 개발과 관련하여 표목구조의 개선을 제안하였다.

공화주의 통합에서 신자유주의 다양성으로 : 2000년대 이후 프랑스의 통합 패러다임의 변화에 관한 고찰

"Diversity" is now being frequently convoked to take account of the multicultural nature of French society, and quickly emerged as a keyword that can replace the view of the conventional republican integration, which is now perceived not only inadequate in dealing with racial discrimination but laggard in the treatment of minorities at various levels(racio-ethnic, cultural, sexual, etc.). This article trace the replacing process of the existing republican integration model by a new social discourse based on “diversity” in French society from the 2000s to the present. In particular, thoughts and strategies of major public/private actors who lead the "diversity model" will be examined within the political and international contexts of France (international circulation of social discourse made in USA). And some limits and demerits of this diversity "à la fraçaise" will be revealed in the end of this paper. 최근 프랑스 사회의 다문화적 성격, 특히 소수자 문제와 인종차별 현상을 감안한 사회통합의 문제와 관련해서 ‘다양성’이라는 낱말이 호출되면서 급속도로 유행하게 되었다. 다양성은 인종차별 문제의 해결 뿐 아니라, 소위 다양한 층위(인종·종족, 문화, 젠더, 등)에서의 소수자들(minoritiesés) 대우와 관련해서 이제 뒤떨어진 사고로 인식되는 종래의 공화주의적 통합‘의 관점을 대체할 수 있는 키워드로 부상하였다. 이 논문은 2000년대 이후 현재에 이르기까지 ‘다양성’을 앞세운 새로운 사회담론이 프랑스 사회에서 부상하면서 기존의 공화주의적 통합 모델을 대체하는 과정과 사회적 맥락을 추적한다. 특히 ‘다양성 모델’을 주도하는 공적/사적 주요 행위자들의 사고와 전략을 고찰하고 이를 프랑스 국내의 정치적 맥락 및 국제적 맥락(미국에서 생산되는 사회담론의 글로벌화) 안에서 재구성하는 한편, ‘프랑스식 다양성’의 한계를 비판적으로 분석한다.

국내 학술지 인용색인을 위한 데이터요소의 기술형태 분석: 정보관리학회지를 중심으로

인용색인은 기본적으로 인용색인과 원문색인(서지부), 순열주제색인의 세 부분으로 구성된다. 이 세가지 기본색인과 다양한 참조기능을 갖는 인용색인을 작성하는 데 필요한 요소를 추출하기 위하여 한국정보관리학회의 정보관리학회지, 제 1권 제 1호(1984)부터 제 15권 제 3호(1998)까지 15년간 총 30호를 분석하였다. 인용색인에 포함되어야 할 필수요소로 저자, 소속기관명, 논문명, 서명 혹은 학술지명, 권호 및 면수, 발행년, 키워드, 본문언어, 주제분야, 참고문헌 통계 데이터 등 10가지의 기본정보를 선정하고 기술형식에 대하여 논의하였다. 또한 국내 학술지의 인용색인시스템을 개발한다는 관점에서 동 학회지의 원저논문 및 참고문헌을 분석하여 해결해야 할 문제와 수록 데이터요소를 제시하였다. The three key parts of citation index are the Citation Index, the Source Index and the Permuterm Subject Index. To identify the core elements for citation index database system, it analyzed the items that have been cited in references and source items of Journal of the Korean Society for Information Management from vol. 1 no. l(1984) to vol. 15 no. 3(1998). Ten core elements were identified and the description format was specified respectively. The core elements are author, organization that the author is affiliated, title of article, title or journal, volume/numberlpage numbers, year of publication, keyword, language, subject category, statistics of references in article. Also, characteristics of errors in reference citations were analyzed and categorized in the viewpoint of the citation index development of academic journals in Korea.
