        21세기 사회와 시민자치 : 자율, 인정, 연대, 그리고 자치를 중심으로

        인간의 삶의 조건의 가장 바람직한 상태는 각 단위체들이 스스로 다스리면서도, 서로 함께 살아갈 수 있는 상태, 이른바 자치의 상황을 마련하는 것이다. 이 글은 21세기 오늘의 사회에서 진정한 자치가 어떤 형태로 구축되어야 하는가를 논의하고자 한다. 이를 위해서 이 글은 먼저 자치 개념을 시민사회의 변천 과정, 특히 근대 자율성 이론과 연관을 지어 다루고자 한다. 그리고 이 자율성 개념이 오늘날 시민자치를 위해 한계가 있음을 지적하고, 이를 보완하기 위해 인정과 연대성의 문제를 다루고자 한다. 아울러 오늘의 제국 시대와 관련하여 새롭게 출현한 자율주의 이론의 의의와 한계를 분석하고, 한국의 현실에 어떤 형태의 자치가 바람직한가를 논의하고자 한다. 이 글은 이러한 과정을 통해서 지방자치와 시민자치의 상보적 관계가 중요함을 제시하고, 자치가 인정이론에 바탕을 둔 자율성과 연대성에 입각해야 함을 제시하고자 한다. The desirable condition of human life is to establish the selfgovernance which every unit governs itself, and lives together. I will discuss how to establish the form of desirable self-governance in 21th century society. In order to accomplish this purpose, I will treat the self-governance with the changing course of civil society, with autonomy in modern times. And I will point out the limits of this autonomy, and then deal with recognition theory and solidarity principle in order to solve this problem. Furthermore, I am going to analyze the value and limit of autonomy movement emerging in today's empire times. With doing this, I will give out the form of desirable self-governance. Finally, I will say that province self-governance and civil self-governance must help each other, and that self-governance must be established by the autonomy and solidarity based on recognition theory.

        남중국해 해적과 해양테러리즘의 연계 가능성

        The purpose of this article is to analyze and Piracy in the South China Sea Region. In addition this paper examines the context of the terrorist threat to the maritime domain in South China Sea area. The emergence of asymmetric threats involving non-state actors such as terrorism, piracy and organized crime has become one of the key characteristics not only of the maritime order but also the geo-political landscape in the SCS region. It also makes an analysis of the incidence of piracy in the region and examines the issue of nexus among the terrorists and the pirates. The main arguments of the paper are twofold. First, this paper argues that the terrorist groups in the region lack capability to carry out a spectacular maritime terrorist attack despite having displayed intentions to do so. Second, as piracy in this part of world continues to be a criminal, for-profit enterprise, the possibility of pirates in the region working hand-in-gloves with terrorists could be a remote possibility.

        해적 문제 해결과 민간군사기구 (PMCs: Private Military Companies)의 역할: 말라카해협과 아덴만을 중심으로

        The purpose of this article is to analyze a various of implication of Private Military Companies. In the past few years, an increasing number of Private Military Companies (PMCs, or PSCs: Private Security Companies) have emerged offering and conducting Anti-Piracy Services. These companies offer services in addition to security provided by states and their government agencies. PMCs are today hired to provide anti-piracy services in different parts of the world, but mostly in strategically important waterways where piracy is a serious security concern. This paper examines the employment of PMCs in two such waterways, namely the Malacca Straits and the Gulf of Aden, and discusses the risks, challenges and benefits of privatising maritime security.

        남중국해 분쟁과 미중의 전략적 경쟁

        The purpose of this article is to analyze the Strategic Competition of U.S. and China in the South China Sea. For this purpose this article is to examine the implications of power politics in the South China Sea disputes, which basically involve the United States, and other claimant countries, such as Vietnam and the Philippines on one side, and China on the other. The two main actors, namely China and the United States, appear to be re-assertive. The fall-out is the polarization of the stakeholders and greater military build-up. Overt military confrontation is a remote possibility at the moment, mainly because of overriding considerations, such as interdependence in economy and a trend towards regionalism. Nevertheless, the array of sophisticated military forces and the vital national interests of the stakeholders in the Sea tend to portend a problematic frontier. This article indicates certain policy implications and attempts to develop the framework of a scenario that is likely to emerge premised on power politics.

        칸트철학에서 철학과 대중- 철학의 대중화 방향 모색과 관련하여 -

        This paper is discussing the relation between philosophy and the public in Kant`s philosophy, and seeking the way to popularize his philosophy. Kant refuses to his being immersed only in the popularization of philosophy without pursuing the strictness of philosophical investigation. He was criticized by the popular philosophers, C. Garve, J. G. H. Feder, M. Mendelsohn, owing to the readability problem of his writings. But Kant couldn`t neglect their criticisms. He also had to consider the relation between philosophy and the public. He tried to take part in enlightening the public with keeping the strict scientific attitude. Of course, he didn`t accept not only the academism(scholasticism) without considering the public, but also jumping on the public without considering the scientific strictness. He tried to set importance on the “philosophy as Schulbegriffe” teaching proficiency(Geschicklichkeit). But he was not satisfied only with this philosophy. He advanced toward the “philosophy as Weltbegriffe” teaching “wisdom”. He was also never satisfied with “a technician of reason(Vernunftkunstler)”. He tried to advance toward the way of “the practical philosopher”. But unfortunately, we have concentrated on studying and introducing his philosophy scientifically. We have not made many efforts to implanting his philosophy in our ordinary life. In fact, Kant`s philosophy has been most studied and taught in Korea of philosophers. Nevertheless, his philosophy didn`t have so many influences on the ordinary life of us. Firstly, we have to do the more kind translation and commentation for the reader in order to solve this problem. Secondly, we have to do the work applying to his philosophy to our ordinary life and recreating it in our study and education field. We have to transcend the level introducing and explaining his philosophy, if we proceed from “philosophy as a science” to “philosophy as a life”. As he always lays emphasis on “philosophizing”, we also have to implant the “philosophizing” with his philosophy in our ordinary life.

        소말리아 해적과 알 카에다의 연계 가능성

        The purpose of this article is to evaluate the feasibility of a connection in Somalia`s piracy and Al-Qaeda. Piracy and rising Islamist militancy have intensified US and European diplomatic interest in Somalia, while African perceptions of the establishment of US AFRICOM and the growing likelihood that the Combined Joint Task Force-Horn of Africa in Djibouti would become a long-term American base, have posed a strategic communications challenge for the United States. A deteriorating humanitarian situation in drought-plagued Somalia, precipitated by the October 2009 US suspension of food aid over fears that aid workers were diverting it to terrorists, and the prospect of unmanageable numbers of Somali refugees fleeing over comparatively stable Kenya`s border, have increased pressure on Washington to revise US policy. These factors could lead to a new approach, consonant with the evolving emphasis on nuanced counter-insurgency, involving the application of soft power, such as development aid, with less scrutiny on governance. Robust, high-profile international diplomatic or military initiatives in Somalia, however, are unlikely. Near-term developments in Somalia will probably follow the depressingly familiar pattern whereby the Transitional Federal Government and Islamist militias maintain an uneasy military stalemate, with neither building the political infrastructure and good will required to tip the balance decisively.

        소말리아 해적과 해양안보

        This research analyses the reasons presented as justification for the current international response by using the framework of traditional security theory and securitzation theory. The main argument of this researches that Somali piracy has recently gained the status of an international security issue primarily due to its direct effects on the oil supplies to Western states, and not due to any of the alternative reasons. To advance this argument, this research commences by outlining the conceptual framework of the traditional security theory and the Copenhagen securitization theory, and continues by describing the modernized version of piracy that has emerged since the 1990s. After demonstrating that piracy has become a major security concern for the failed Somali state and the region, the paper explains two potential paths through which the issue of piracy along the Somali coast can be considered as an international security threat. First, it can be securitized by the potential dangers that the Somali failed state can present as a breeding ground for terrorism. Second, the issue can be presented as a threat to human security because of increasing attacks on vital international deliveries being shipped for needy Somalis through the Gulf of Aden. Third, piracy has emerged as a serious threat to international trade in particular the global shipping of oil. By analyzing the impact that Somali piracy has recently had on major trade relations, this article supposes that Somali piracy has gained the status of an international security issue because of its damaging impact on oil supplies to Western states and not because of its relationship with state failure in Somalia, the region, breeding ground for terrorism or human security. To sustain this argument, this work uses the securitization theory to analyze how the issue of piracy along the Gulf of Aden was treated before it began to affect the economic interests of major states and how it became a pressing international concern in the last several months. Finally, this work discusses the effectiveness of current international anti-piracy policies off the coast of Somalia.
