The Goal of this study is case study of political implication, for successful business-linked relationship between spin-off firms and mother & supporting organization. To raise successful enterprise of spin-off firms to R&D from start-up & growth, have to organize business-linked with mother & supporting organization. Therefore, final target of this study plans for successful business-linked between internal and external spin-off firms, it find a problems of internal spin-off firms and to seek ideal model of external spin-off firms. For this, The paper is arranged a concept, standard, activities and feature a stage in the development of ideal model, base on a literature related to general venture-business, and then case study a constructed matrix on the basis of that. A case of firms is Humax(Seoul University), BITComputer(Inha University), Bionia(KRIBB), Apec(ETRI) of internal case, and Google, HP, Sisco Systems of external. One side, this paper is analyzed between internal & external spin-off firms and mother(supporting) organization as a matter of supply and demand a resource. Above all things, it divides four step, a research, start-up, growth-up and stability, how to provide the resource(technology, human power, funds, networks, get knowledge etc) from mother(supporting) organization. All this time, the majority was study on difficult and confused, about "Efficiency Analysis for NTBF Support Policy" and so on. Therefore, this study is case study of political implication, for successful business-linked relationship between spin-off and mother & supporting organization, especially I hope a help to holding company of academic-industrial cooperation and research based spin-off firms. 본 연구는 대학이나 연구소에서 개발한 신기술을 기반으로 분사 창업한 기업을 대상으로 모체기관 및 지원조직과의 사업연계 관계에 관한 사례연구로서 국내 분사창업기업과 모체기관간의 성공적인 사업연계 구축을 위한 정책적 시사점을 도출하는 것이 연구의 목적이다. 더불어 분사창업기업의 창업 성공률을 높이기 위해서는 연구, 개발 단계에서부터 창업 및 성장단계에 이르기까지 모체기관 및 지원조직과의 유기적인 사업연계가 이루어져야 한다는 명제에 초점을 두고 있다. 따라서 본 연구에서는 분사창업기업과 모체기관 및 지원조직간의 효율적인 사업연계 방안을 위하여 국내 분사창업기업의 문제점을 발견하고 미국 분사창업기업의 이상적인 모델을 도출하여 이들 간의 비교 분석을 통해 성공적인 사업연계에 관한 정책적 시사점을 도출하는 것을 최종적인 목표로 하고 있다. 이를 위해 본 연구는 일반적인 벤처기업의 발전단계와 관련된 지금까지의 문헌연구를 토대로 이상적인 분사창업기업의 발전단계별 정의, 기준 그리고 활동 및 특징을 정리하며, 이를 토대로 도출한 발전단계별 분석모형과 분석프레임을 기초로 사례분석을 실시한다. 사례분석 대상기업은 국내 분사창업기업인 휴맥스(서울대학교), 비트컴퓨터(인하대학교), 바이오니아(한국생명공학연구원), 에이팩(전자통신연구원)과 실리콘밸리 내 스탠포드대학을 모체로 분사한 미국 분사창업기업인 구글(Google), 휴렛패커드(HP), 시스코시스템즈(Sisco Systems)이다. 본 연구는 국내외 분사창업기업들이 기업연혁기반 발전단계별 모체기관(지원조직)과의 자원조달 및 수급차원에서 어떠한 사업연계 관계를 거쳐 성장하였는지에 대해 조사 분석한다. 특히 분사창업기업의 발전단계를 연구단계, 창업단계, 성장단계, 안정단계의 4단계로 구분하고, 발전단계별 모체기관 및 지원조직으로부터 자원(기술, 인력, 자금, 네트워크, 지식 등)조달이 제대로 이루어졌는지를 중점 분석한다. 지금까지 대학, 연구소에서 분사한 기업에 많은 연구들이 신기술창업 지원정책의 효율성 분석, 대학 또는 연구소와 기업 간 연계 시스템에 관한 연구 그리고 분사창업기업의 성공요인과 정책방향에 관한 연구 등 대부분 분사창업을 준비 중인 예비창업자들이 활용하기에는 어렵고 복잡한 방법들이 제시 되어 왔으며, 분사창업기업의 성공요인을 정책제도 및 시스템문제에서 기인된다고 보았다. 이런 점에서 볼 때, 본 연구의 분사창업기업과 모체기관간의 성공적인 사업연계 방안 연구는 분사창업기업, 특히 산학협력기술지주회사 및 연구기반 분사창업기업을 설립하였거나 준비 중인 예비창업자에게 지속성장 가능한 기업 경영 및 관리차원에서 많은 도움을 줄 것으로 예상된다.
