Pavement materials in Korea lack consideration for load conditions, climatic conditions, purpose of use, and road characteristics, and all paving methods are being constructed the same. In addition, due to insufficient consideration of the characteristics of each pavement materials and poor quality control for non-performing work, various types of damage are increasing. This thesis deals with the research results to solve these problems. This study was carried out a damage characteristic caused by large vehicles, and environment such as changes in temperature and moisture by considering the number of passing vehicles, weather, road characteristics. Moreover, this study suggested new construction method named C&K construction method applying for bridge deck that enhance durability and maintenance approach for bridge deck. The pavement materials for C&K construction method showed almost no mass change with wheel load. It is similar performance with classical concrete pavement. Moreover, the pavement materials for C&K construction method also showed good resistance against surface crack, fine splitting, and peeling. Such results will be help to reduce repair cost in long term period. In order to demonstrate the excellence of the developed material, several evaluations have been conducted by officially accredited laboratories. The test was conducted with a model similar to a real construction site. The results show 82% performance retention after 50,000 times of wear resistance, and adhesive strength after 100000 times of fatigue cracking. It satisfies the paving conditions of the bridge deck
