      • 政策議題形成과 參與에 관한 考察

        A policy is "a social practice", solving problems and guiding change in a society. Thefore, policy study divided into several stages such as policy-making, policy implementation, and policy-evaluation. But the Agenda-Setting stage which is a beginning stage of the policy study has been much neglected up to date. The purposes of this article are 1)to describle the agenda-setting process', 2)to set up the model which is re-oganized by Cobb's Modle, and 3)to apply this model to the real-cases. Policy agenda-setting process is defined as the process of getting the public problems to formal agenda status, and the type of the process can be classifed as 1)outside initiative model, 2)mobilization model, and 3)inside-access model, which are defined by Cobb & Elder. Therefore, adopting Cobb's Model, this article analyzes the realcases which are Seoul-Pusan Highway Construction Project, the 1968 Education Revolution, and Massan Free Export Zone. The first case confains the category of the mobilization-model, the second case the category of the outside initiative mode1, and the third case the aategory of the inside access model.

        주거건물의 실내·외 발생원에 따른 미세먼지 입경 별 노출 평가

        Outdoor air pollution with particulate matter has become more severe in Korea. Ambient particle concentration affects the indoor environment through various routes through building envelopes. In this study, we investigated particle exposure in residential buildings. Indoor and outdoor particle sources determined the indoor concentrations and particle exposure. This paper measured indoor particles and CO2 concentrations in two different apartment buildings and conducted the survey for 24 hours. The I/O ratio of the occupant awake period was higher than the asleep period. The I/O ratio in the awake period is 0.93-3.65, while the I/O ratio in the asleep period is 0.31-0.76.Indoor peak events such as cooking or cleaning temporarily increase the I/O ratio and emit the indoor particle sources. Decay rate constant is 0.49-6.84 (1/h) in the indoor peak events during the operation of the exhaust hood and natural ventilation. The size range of 0.3-0.5 μm size is over half for the proportions of emitted particles (55.6%). Daily exposure is divided into indoor sources (45.2%) and outdoor sources (54.8%). We found the differences for the proportion of particle exposure. The ratio of daily exposure in particles for 0.3-0.5 μm size is 43.1 (indoor)/ 56.9 (outdoor) %. However, indoor sources are higher than outdoor sources for the ratio of daily exposure in particles for the 0.5-10.0 μm size.

        임파워링 리더십과 조직 구성원의 혁신행동: 창의적 역할정체성 역할

        This empirical study examined both the mediating effect of creative role identity and the moderating effect of promotion focus on the relationship between empowering leadership and employee innovative behavior. Research models and hypotheses were established based on previous studies that explored empowering leadership, creative role identity, employee innovative behavior and promotion focus. It was confirmed that empowering leadership had a direct effect on employee innovative behavior and an indirect effect through the partially mediating variant of creative role identity. The study also confirmed that the lower an employee's promotion focus, the greater the effect of empowering leadership on creative role identity. The results of this study are significant because it verified the mechanism of identity perspective and expanded the literature on the effect of empowering leadership on employee innovative behavior. In particular, the creative role identity formed through leader's expectations, interactions, and employee's self-conceptualization of individual roles mediates the influence of empowering leadership on employee innovative behavior. At the same time, empowering leadership can influence employee innovative behavior differently depending on an employee's individual characteristic. Accordingly, continuous interaction for nurturing an employee's creative role identity rather than simple task instruction or delegation of authority is strongly recommended. Similarly, managers should demonstrate consistent interest in employee creative role identity as well as empowering leadership in order to encourage innovative behavior among employees. 본 연구는 상사의 임파워링 리더십이 직원의 혁신행동에 미치는 영향에 있어서 창의적 역할정체성의 매개효과와 향상초점의 조절효과를 실증 연구를 통해 살펴보았다. 임파워링 리더십, 창의적 역할정체성, 혁신행동, 향상초점에 관한 선행연구를 바탕으로 연구모형과 가설을 설정하였으며, 국내 기업체 근무자 459명을 대상으로 설문조사를 실시하여가설을 검증하였다. 본 연구의 분석결과는 임파워링 리더십이 혁신행동에 미치는 직접적효과와 더불어 이러한 관계에서 창의적 역할정체성의 매개효과를 보여주었다. 상사의 임파워링 리더십과 직원의 창의적 역할정체성의 관계를 조절하는 변수로서 향상초점의 역할은 예측과는 달리 향상초점이 낮은 경우에 정(+)의 영향을 미치는 것으로 나타났다. 또한, 혁신행동에 대한 향상초점의 조절된 매개효과도 향상초점이 낮은 경우만 유의미한 결과를보여, 간접효과가 다소 제한적인 것으로 나타나 향후 연구에서 추가 검증이 필요하다. 본 연구는 상사의 임파워링 리더십이 직원의 혁신행동에 미치는 영향에 대해 정체성관점의 메커니즘을 검증하고 문헌을 확장했다는 데에 의의가 있다. 특히, 상사의 기대와상사와의 상호작용을 통해 형성되는 사회적 역할에 대한 자기 개념화인 창의적 역할 정체성이 혁신행동에 대한 임파워링 리더십의 영향을 매개함을 밝혔다. 또한, 부분적으로는 개인 특성인 향상초점에 따라 임파워링 리더십이 혁신행동에 다르게 영향을 미칠 수 있음을보여주어 창의적 역할정체성과 혁신행동에 대한 조절변수로서의 가능성도 확인하였다. 본 연구 결과는 조직 내에서 구성원들의 혁신행동을 향상시키고자 하는 관리자들에게 임파워링 리더십과 창의적 역할정체성에 대한 관심과 함께, 단순 업무 지시나 권한 위임이 아닌 창의적 역할정체성 형성과 제고를 위한 지속적 상호작용이 필요함을 시사한다.

        Discribed in this are following : A. First, the outline of thesis content's problems(the meaning, the scope) were glance over Administrative Action of Judicial Review. B. Second, this thesis proceed to the main issue, focusing on the meaning a detailed survey of the scope of Administrative Actions was by analyzing the decisions of the Supreme Court and the appeal court of justice in Korea and Japan. as follows : (1) the meaning of Administrative Action, (2) the acts of administrative office or under the command of it's office, (3) the directive relation acts of national rights and obligations (4) individual and concrets acts (5) the refusal acts (6) administrative action of different view decision and judgements(rulings) of appeal. C. Third, the relation of practical acts and Administrative Action is surveyed surveyed continually and authority practical acts viewpoint. and then, the subjects of Administrative Action of Judicial Review unavailable administrative acts, special power relation acts, and the exception of Administrative Action of Judicial Review ((1) the noticed disposition, (2) the dispositions of the Public Procurator's Office atc) became an issue. D. In conclusion this thesis proposes the following : the scope of the Administrative Actions and the content of the Judicial Review should deal with the situation of the administrative changes and Administrative Actions of legal litigation are restudied (social and economy effects are influenced in approach of future, intervention of court in administrative schedul's(plan's) effect is compared profitable or unprofitable points).

        The reform of education system has been demanded by each social unit accompanied with other innovation such as politics, economy and military aspect. Thus government has put into operation the education autonomy system for three years, because state development depends on international competativeness of education system. But some problems were exposed on the course of operation as follow ·the gurantee of education independance and autonomy from general administration ·how the education autonomy is planned to be connected with school autonomy by citizen participation ·the relationship between fuction of education and that of general administration, local council particulary ·the composition of local education commitee ·the power distribution between decision-making in stitution and execution agency in the education administration and so forth. Therefore this paper classify above mentioned problem in the aspects of organization, personnel and finance by investigating the related law. thereafter this study presents the direction of education reform which can embody the unique principles of education such as local power distribution, control by citizen, separation and independance, special management The results shows as below 1) in the dimention of central education administration ·faithful carrying out the education reform scheme pleadged publicly during president election campaign ·granting the speciality to personnel management and organizational design ·allocating and distribution of power to subodiante agency with securing its responsibility 2) in the dimention of local education autonomy system ·reparing the existing device for insuring independance, speciality and political neutrality in local education ·expanding the local education autonomy to basic unit: city, council, district ·coordinating the fuction of decision-making between local council and education commitee which have to be elected by citizen ·legislating obligation of local autonomy agency for amplifying the local education finance

        고칼슘 소각재 치환율에 따른 비소성 시멘트 모르타르의 특성

        In this study, certain portions of non-sintered cement mortar were replaced with industrial subsidiary high-calcium flyash (HCFA) and fly ash (FA) to reduce CO2 emissions. After fixing the ratio of FA to 30%, 20%, 30%, 40% of HCFAwas added to produce mixed cement. We conducted a through-flow test, strength experiment, absorption test, neutralizationtest, XRD analysis, and SEM scanning to identify the physical characteristics of HCFA and determine its applicabilityas cement. Our results showed that a higher proportion of HCFA in non-sintered cement mortar resulted in higher W/Band absorption rates and lower strength and neutralization resistance. Our findings confirm that non-sintered cement mortaris applicable in secondary PC product areas where rebars are not used and where long-term stability or high strength isnot required (particularly at the beginning of construction). 없음

        고탄소크롬 베어링강 2종(SUJ2) 베어링강에 증착된 저마찰 코팅의 트라이볼로지적 특성 연구

        In order to reduce resistance torque and energy loss, minimizing friction between race surface and rolling elements of a bearing is necessary. Recently, to reduce friction in bearing element, solid lubricant coating for the bearing raceway surface has been receiving much attention. Considering the operating conditions of real bearings, verifying the effect of solid lubricant coatings under extreme conditions of high load that is more than 1 GPa is necessary. In this study, we evaluated the friction and wear characteristics of SUJ2 bearing steels deposited by carbon-based coatings (Si-DLC, ta-C), MoS2 and graphite. In case of MoS2 and graphite coatings, different surface treatments were applied to the coatings to verify the effect of surface treatment. A pin-on-disc type tribotester was used to evaluate the tribological characteristics of the coatings. It was possible to quantitatively estimate the friction and wear characteristics of solid lubricant under dry and lubrication conditions. The carbonbased coatings improved the friction and wear properties of SUJ2 bearing steels under the high load condition, but MoS2 and graphite coatings were not suitable for high load conditions due to its low hardness. Different friction and wear behaviors were found for different substrate surface treatment method. Also, it was confirmed that solid lubricant coatings had a more positive effect than just applying the lubricant for improving the tribological characteristics.
