        소셜 빅 데이터 분석을 통한 지방대학의 위기 분석과 그 극복 방안

        (Purpose) Recently, universities have called for a comprehensive and strategic overhaul of human resource development due to changes in the number of school-age population, entering an aging society, diversity in education demand due to population diversification, popularization of higher education, and non-face-to-face learning due to Covid-19. In particular, special measures are needed as the crisis at local universities is accelerating due to the disappearance of local areas and a sharp drop in the number of admissions population. To establish an effective and responsive university support policy, social changes and opinions which cannot be identified by simple questionnaire survey and interviews with the participants should be reflected through the social big data in which various social perceptions and participants’ opinions are explicitly and implicitly reflected. In this paper, I analyzed how university members and the general public are changing their perceptions of the crisis of local universities due to the decrease in local population over the past five years through social big data analysis. (Design/methodology/approach) Data collection period is a total of 5 years from April 1st 2016 to March 31st 2021, and the data were collected yearly basis. Collection channels are blogs (Naver, Daum) and Facebook. Keywords were crisis of local universities, lack of recruitment, closure of universities, abolition of departments, enrollment quota, recruitment rate of freshmen, shortage of enrollment rate, etc.. Textom and UCINET6 / Netdraw were used as analysis tools. Regarding analysis techniques, keywords were identified through the analysis of occurrence frequency of yearly collected data, and yearly centrality (connection centrality, eigenvetor centrality) were analyzed. Based on yearly keywords, semantic network analysis was subsequently conducted. Total number of collected data was 97,491, (Findings) According to an analysis of the annual topic terms, keywords such as university , enrollment recruitment , not filled , enrollment quota , local university , recruitment of students and new students appeared frequently. As a result of checking the centrality value, keywords such as university , enrollment recruitment , not filled , enrollment quota , Other influential keywords included grade , local university , new students , recruitment , admission , student and local . The keyword s meaning network showed a high degree of connection between university-local , university-capital university , university-local university , university-enrollment recruitment , and university-filling (Research implications or Originality) In the policy alternative section, the government s policies related to the adjustment of the admission quota of universities, measures at the local university level, departmental efforts, and measures to attract students to local and local universities were proposed.

        지방대학의 헌법적 보장과 지방대학 육성 및 발전을 위한 법제도적 방안에 대한 검토

        The core functions of universities are academic research, education, and social contribution. Local universities fulfill these essential functions and roles of universities, and local universities should be guaranteed their existence and autonomy on the basis of university autonomy and educational autonomy. In addition, local universities are justified in terms of pluralism, localism, local autonomy and balanced regional development. Universities essentially have a role as an academic community. Therefore, universities should be able to decide and realize their own policies under the principles of academic freedom, educational autonomy, and university autonomy. When it comes to governmental policy decisions on universities, guaranteeing the university's role as an academic community and its autonomy should be considered as a priority criterion. And university policies must be decided through participation with a pluralistic perspective. Despite the crisis of local extinction and the decrease in new students in local universities, university restructuring should not be decided with a competitive perspective. It should be considered to make a decision to save the characteristics of each university, and to consider the unique purpose of the university. Through this, the academic freedom of local university members and the equal opportunities to receive higher education, and the autonomy of local universities will be substantially guaranteed. Local universities contribute to society by sharing their achievements of research and education, collaborating with the local community, and passing down the social and cultural characteristics and characteristics of the region. Constitutional guarantees for local universities are requested as contributing to the balanced development of the national territory, local autonomy, and pluralism. The crisis of local universities will eventually lead to problems of lack of local infrastructure, insufficient educational and cultural opportunities, and lack of various educational services. In particular, the principle of equality should be taken into account in policies for local universities. And university policy should ultimately conform to the constitutional principle of balanced regional development. In common, recently promoted local university policies have problems in concentrating financial support on a small number of universities selected through competition and inducing university restructuring. Despite the need for the crisis of local universities, the essential function of universities should not be overlooked. In particular, it is necessary to consider the constitutional value and request for existence of local universities. First of all, the minimum financial support for the existence of local universities must be equally guaranteed to local universities. In addition, it is required to consider the unique historical, cultural, and geographical characteristics of the region, and to support local universities that can not jeopardize the cultural and social foundation of the region.

      • 지방대학에 대한 부정적 인식의 실태와 영향 - 지방대학생의 대학생활 태도 및 진로준비 행동에의 영향을 중심으로 -

        After the economic crisis and labor market restructuring, youth unemployment has been a critical problem in Korea. And the discrimination to the local university graduates deepens in the labor market. So, this paper analyzes the effects of the discriminative attitude toward the local university on the local university students. Results show that local university students internalize the negative attitude to the local university which is common idea in the Korean Society. The negative attitude to the local university is correlated with the individual and family characteristics ; sex(male), major, highschool type, growth place(city), self-esteem. And it is correlated with the parent's schooling and the family income. Regression analysis show that the discriminative attitude significantly affect the students' school work behaviors and job preparation behaviors. Higher are the negative attitude to the local university, more passive are the school work behaviors. Higher are the positive attitude to the local university, more active are the job preparation behaviors. These results suggest that in oder to improve the labor market status of the local university graduates, anti-discrimination policies are required in the labor market and education system. And also is required the liquidation of the discriminative toward the local university.

      • 지방대학의 미래와 영화정책: 지역 대학영화교육의 육성과 영화정책의 지원

        본고는 지방대학의 위기와 대학 영화교육 지원의 필요성에 의해서 ‘지방대학의 미래와 영화정책 어젠다’를 살펴보고자 한다. 첫째, 지방대학 영화학과의 위기와 국내외 사례에서는 지방대학 영화학과의 위기, 대학 영화교육의 위기, 지역 영화산업의 위기 상황에서, 지원은 하되 간섭은 하지 않는 ‘팔길이 원칙’, 대학의 지역 영화제 참여와 운영사례를 살펴본다. 둘째, 대학 영화교육의 내재성 심화 방안에서는 디지털 환경 및 타전공 교육과의 융합, 초중등교육과 평생교육과의 세대별 연계, 영화예술교육의 필요성과 대학영화교육 육성 방향을 살펴본다. 셋째, 대학 영화교육의 외연성 확대 방안에서는 대학을 중심으로 한 지역 영화사업의 자원 연계의 네트워킹, 영화예술교육 정책과 영화정책을 통한 정책적 지원, 지역 영화정책의 활성화와 지방대학 영화교육의 미래를 위한 어젠다를 살펴본다. This paper aims to examine the ‘Future of Local Universities and Film Policy Agenda’ due to the crisis of local universities and the need to support university film education. First, in the crisis of local university film departments, domestic and foreign cases, this paper looks at the crisis of local university film departments, university film education, and local film industry crisis, ‘arm’s length principle’ that supports but does not interfere, and the university’s participation and operation of local film festivals. Second, as a way to deepen the intrinsic nature of university film education, this paper examines the convergence of digital environment and other major education, generational linkage between elementary and secondary education and lifelong education, the need for film arts education and the direction of fostering university film education. Third, this paper examines the networking of local film projects centered on universities, policy support through film arts education policies and film policies, revitalization of local film policies, and the future of film education at local universities.

        저출산과 지방대학재정의 동태적 관계

        The purpose of this paper is to review dynamics between low fertility and local universities finance based on the systems thinking perspective using causal loop analysis. As a result of analyzing the causal loop diagram between low fertility and the decrease of local university finance, university restructuring policy and reduction of the number of students at the local universities using the systems thinking, the poor mechanism of the local university is hard to improve and it is likely to fall into a vicious circle A positive feedback loop is shown. In addition, as the low fertility and the school-age population continue to decline, the current university restructuring policy may further accelerate the crisis of local universities. Therefore, in order to revitalize local universities, the negative feedback loop should be strengthened through the demand expansion policy of local universities, such as expanding linkages of industry-university cooperation with local-based industries and expansion of allocation of local university to foreign students rather than supply-oriented university policies.

        폐교대학 시설활용을 위한 지방정부의 역할: 협력적 거버넌스 관점에서

        Just as the Yoon Seok-yeol government has adopted collaboration and linkage between local universities and local governments as a very important national policy task for balanced regional development and fostering local human resources, policies related to closed universities should also be centered on local governments, and for this, it is necessary to establish a collaborative governance system to establish its own support system at the regional government level. This article examines the role of local governments in the utilization of closed university facilities from a collaborative governance perspective in recognition of these problems. The main reasons for the closure of schools can be said to be corruption in the school corporation and a decrease in the number of students. Looking at the prior domestic research on closed universities, studies focusing on liquidation and subsequent processing of closed universities are mainstream, while only a few studies are on the utilization of facilities of closed universities. In order to utilize closed university facilities, it is necessary to consider the characteristics of closed university facilities, the welfare of local residents, residents’ satisfaction, and the linkage with surrounding facilities, and programs suitable for this. The local government’s policy on the utilization of closed university facilities should use closed university facilities as a driving force for local revitalization and regional development. To this end, it is necessary to establish a collaborative governance system that can lead to collaboration and consensus among various stakeholders in the region, such as the national government, local governments, and local residents. In addition, local governments should become entrepreneurs who create new value through innovation so that closed university facilities can become a driving force for local revitalization and regional development. 윤석열 정부가 지역 균형발전과 지역인재 육성을 위해 지역대학과 지방정부 간 연계· 협력을 중요한 국정과제로 채택했듯이 폐교대학과 관련한 정책도 지방정부 중심으로 이루어져야 한다. 이를 위해서는 광역 지방정부 차원에서 자체적 지원체제를 위한 협력적거버넌스 체계 구축이 필요하다. 이러한 문제 인식하에서 본 논문은 폐교대학 시설활용에대한 지방정부의 역할을 협력적 거버넌스 관점에서 살펴보고, 향후 보완해야 할 정책 시사점 도출을 연구 목적으로 한다. 본 논문은 폐교대학 현황과 전망, 폐교대학 시설 처리의한계, 폐교대학 시설에 대한 국내·외 활용방안 그리고 이를 위한 협력적 거버넌스 체계구축과정에서 지방정부의 바람직한 역할 등을 문헌조사를 통해 고찰하였다. 본 연구를 통해 폐교의 주요 원인은 학교법인의 비리와 학생 수 감소라는 사실을 확인할 수 있었으며, 폐교대학시설활용을 위해서는 폐교대학시설의 특성, 지역주민의 복지, 주민만족도, 주변시설과의 연계성 등을 고려하고 이에 적합한 프로그램이 필요하다는 것을 알 수 있었다. 본 연구가 제언하는 정책적 함의는 폐교대학 시설을 지역창생과 지역발전의 추진체로 삼아야 한다는 것이다. 이를 위해서는 중앙정부와 지방정부, 지역주민 등 지역의 다양한 이해관계자들의 협력과 참여를 도출할 수 있는 협력적 거버넌스 체계의 구축이 선행되어야한다. 또한 지방정부는 폐교대학 시설을 지역창생과 지역발전의 추진체가 될 수 있도록혁신을 통해 새로운 가치를 창조하는 앙트레프레너가 되어야 한다는 것이다.

        지역대학신문의 정체성 : 누가 참여하고 무엇을 말하고 있는가

        이 연구는 지역대학의 위기와 대학언론의 위기라는 중층적 위기 속에서 지역대학신문의 역할과 위상에 대해 검토하고 있다. 이를 위해 4년제 국립, 종립, 사립대학의 유형을 구분하여 대학신문 발행 현황, 참여 필자, 내용 분석을 수행했다. 분석 결과, 첫째 지역대학신문 제작환경은 대학 유형과 규모에 따라 밀접한 상관성을 갖고 있었다. 이러한 차이는 대학 유형 보다는 대학 규모의 차이에 기인하는 요소가 더 크다고 볼 수 있다. 둘째, 필자(참여 주체) 분석은 지역대학신문이 학내구성원들의 참여를 적극적으로 이끌어내지 못하고 있기에 대책 모색이 필요하다는 것을 보여준다. 특히 학생기자를 제외한 재학생들의 참여는 그 비율이 매우 낮았다. 셋째, 내용분석은 지역대학신문이 대학사회의 비판적 공론장 기능을 수행하기 보다는 홍보지, 소식지로 기능 하는 경향을 강하게 보여주고 있었다. 이는 특히 국립대학 보다 지역 사립대학에서 보다 강하게 나타났다. 넷 째, 지역대학신문은 저널리즘적 기능은 쇠퇴하고 있지만, 비평적이고 학술적인 논의를 제공하면서 그래도 여 전히 대학공동체에 필요한 긍정적 기능을 하고 있었다. 이상의 결과들은 지역대학신문이 변화된 사회 환경, 대학 환경, 미디어 환경 속에서 어떠한 방향으로 나아가야 할지 고민과 점검이 필요한 상황임을 시사한다 This study examine the role and position of local university newspapers. For the research aim, this study analyzed the publication status, author, and content of above three local university newspapers published in 2022. The results are as follows; First, the environment of local university newspaper is correlated according to the type and size of the university. Second, local university newspapers are not drawing university members' participation, so need an appropriate countermeasure. Third, local university newspaper tends to function as a university PR paper rather than performing the critical public sphere. This is particularly stronger in private local university newspaper. Fourth, local university newspapers still had a positive function. Although the journalism function is gradually declining, efforts to provide critical and academic discussions are still ongoing. The results suggest that local university newspapers need to check what direction to go in the changing social, university, and media environment.

        지방대학 육성정책의 문제점과 개선방안

        본 연구논문은 지방대학 육성을 위한 정책과제를 추출하여 분석하고 주요 정책과제를 논의하는데 그 목적이 있다. 많은 지방대학들이 신입생 확보에 어려움을 겪고 있다. 통계에 따르면 지난 3년간 공무원 시험 응시자의 73%는 지방대학 졸업자였다. 일자리가 부족한 상황에서 지방대학생들은 인지도가 낮은 지위에 있다. 입법안은 지방대학 출신자를 일정비율을 반영하여 채용할 방침이다. 물론 공무원 채용에서 지방대학생들에게 호의적인 처우를 제공하겠다는 계획안에 대하여 비난도 있을 수 있다. 지방대학육성정책에 관한 본 연구논문은 지방대학 육성정책의 변천과 특징을 분석하였는데, 지금까지 논의되어 온 연구자료의 일반적인 방안은 지방대학육성 마스터플랜 수립 및 추진, 정부 차원에서 대학 구조조정의 지속적 추진, 지방대학 특성화 연계 재정지원 사업의 추진, 지방대학 산학협력 재정지원 사업 확대, 지방대학 졸업생의 진로 활성화 대책 강구, 영세 사학의 퇴출 경로 마련 등의 과제로 제시되었다. 아마도 국가균형발전을 위해서도 수도권 대학으로 지나친 유입을 막을 방법은 지방소재 대학의 교육적 수준을 향상시키는 것일 것이다. 지방대학은 적립금에 대한 제한없이 추가의 재정지원을 필요로 한다. 법안은 어떻게 대학이 운영되어야 하는 지에 대해서, 대학들이 선택하여 자율에 맡겨서 운영하는 것을 허락하면서, 과감하게 변화를 추구해야 할 것이다. 결과적으로 지방대학의 특성화 및 산학협력 재정지원사업 확대, 졸업생의 취업보장을 위한 제도적 장치 마련, 마스터플랜의 개발 등이 우선적 과제로 나타났다. 연구논문에서는 정책과제들을 지방대학 육성을 위한 정부의 역할, 재정지원의 당위성, 지방대학 간 차등적 재정지원에 따른 격차 심화, 지방대학의 경쟁력과 다양화 등의 쟁점 차원에서 검토하고 발전적으로 논의하였다. This study aims to abstract the policy recommendations for the local university development, and to empirically analyze the priorities. Many regional universities are having difficulties (in) attracting new enrollments. Statistics reveal that over the past three years, 73% of the applicants for civil service jobs were graduates of provincial universities. In addition to the lack of jobs, many students from rural areas have degrees from less-respected provincial schools. The legislation bill plans to hire a certain percentage of new employees who are graduates of regional universities. A government plan to offer graduates of provincial universities and colleges preferential treatment in the recruitment of high-ranking civil servants has been heavily criticized. To abstract political tasks, this study have analyzed transition and characteristics of governments policies for local university development, and were examined to analyze main assertions about local university development. The policy recommendations for local university development was generalized into 6 tasks; establishment and promotion of local university development master plan, persistent promotion of university reconstruction on the initiative of the government, promotion of the financial-aid project related to specializing local universities, expansion of financial-aid project for academic-industrial cooperation in local universities, consideration of revitalizing employment for the local university graduates, arrangement for the liquidation of small-scale private universities. Maybe the best way to end the dominance of universities in metropolitan area is to improve the educational standards of those in the provinces. The legislation bill refers to drastically changing how colleges operate by allowing select them with autonomy. Finally, local colleges need additional financial support and without limitation about the accumulated money. Findings showed that specialization of local universities and expansion of the financial-aid project, arrangement of systematical provisions to ensure graduates’ employment, and development of master plan, etc are the prior tasks. These policy recommendations were examined and expansively discussed from the several perspectives; government’s role in local university development, the validity of government’s financial aid, the growing disparity of discriminated financial aid to local universities, financial aids based on both organization and individual base.

        지역 대학생들의 지역뉴스 이용 과정과 유형: 지역뉴스를 집중 이용한 대학생들에 대한 심층 인터뷰

        This study investigated the process and types of local university students using local news. Local college students did not have easy access to local news. Because the media mainly used by these generations moved from television to smartphones and digital platforms. But local media did not provide accessibility in these media environments. In addition, as their locality has faded compared to the past generation, they did not use local news. And they had a prejudice against local news. However, after experiencing and observing local news, their perception of local news has changed. They thought that the information provided by local news would be helpful to them. As for the quality of local news, compared to national news, only the subjects and categories covered were different, but they did not feel a big difference. In addition, it was recognized that local news was essential to the region. The news use types of local university students were classified as ‘social level approach type’, ‘administrative boundary approach type’, ‘interest-oriented approach type’, and ‘indifference type’. In order for local university students to use local news, this study suggests easy access to local news, provision of socially universal content and content closely related to the local, and opening of local journalism courses at local universities.

        지방대학 대학생의 진로문제에 관한 국내 연구 동향

        Our society is faced with uncertainty changes that no one can predict due to the 4th industry, aging, low growth, and low fertility. This social change emphasizes the importance of 'work' in individual life, and career preparation and selection has expanded to the whole life perspective, not just one time. Especially, the necessity of career education before social debut is extended to career education subject to college student, and emphasizes career education at university. However, the evaluation of structural reform, which is an existing university diagnosis evaluation, focused on the reduction of the number of students by the quantitative evaluation based on the employment rate and failed to consider the problems of the local universities due to the university ranking. These problems acted as career barriers, which are external and social constraints for local college students, and they were concentrated on local college students by credentialism, university ranking, and labor market discrimination practices. The negative perception of local universities suggests that they have various career problems because they have a negative effect on career preparation behavior of the local university students. The purpose of this study is to provide a basis for promoting career education and career counseling and guidance of local college students by studying research trends of career problems of local university students. In order to, 50 domestic researches published from 2000 to 2017 were analyzed based on the major factors (year, subject, method), career problems, regional and social cognitive career theory. As a result of the analysis, the number of related papers increased year by year, which was composed of the journals. The research subjects were mainly students (73%), graduates (13%), and research methods were mainly quantitative studies (62%). The subject of career problems were educational problem(34.4%), and career developmental problem(30%). By regional groups, Chungnam (14.0%), Jeonbuk (10.4%), Chungbuk(9.4%), Busan (8.4%) and Gyeongnam (8.3%). It is classified five career problems by Anderson and Niles (1995). Finally, researches of social cognitive career theory are composed of result variable (35.2%), contextual variables (34.6%), individual variables (22.1%) and cognitive variables (8.1%). Based on the results of this study, we discussed the main conclusions and discussions related to the career problems of local college students. 우리 사회는 4차 산업, 고령화, 저성장, 저출산 등으로 인하여 누구도 예측할 수 없는 불확실성의 변화 속에 직면하고 있다. 이러한 사회변화는 개인의 생애에서 ‘일’의 중요성이 강조되며 진로준비와 선택이 일회적이 아닌 전생애 관점으로 확대되었다. 특히 사회 진출 전 진로교육 필요성은 진로교육 대상을 대학생까지 확대하여 대학에서의 진로교육을 강조하고 있다. 하지만 기존의 대학진단평가인 구조개혁 평가는 취업률에 의한 양적평가로 정원감축에만 초점화되어 대학 서열화로 인한 지역 대학의 문제점을 고려하지 못하였다. 이러한 문제점은 지방대학생에게 외적·사회적 제약인 진로장벽으로 작용하여 학력주의, 대학서열화, 노동시장 차별 관행 등에 의하여 지방대학생에게 집중되었다. 지방대학에 대한 부정적 인식은 지방대학생의 진로준비행동에 부정적인 영향을 미쳐 다양한 진로문제를 안고 있음을 시사한다. 본 연구에서는 지방대학생들의 진로문제에 대한 연구 동향을 살펴봄으로써 향후 지방대학생들의 진로교육 및 진로상담과 지도를 촉진하는 토대를 마련하는데 그 목적이 있다. 이러한 목적을 달성하기 위하여 2000년부터 2017년까지 발표된 50편의 국내 연구물을 대상으로 기초현황(연도, 대상, 방법), 진로문제, 지역, 사회인지진로이론 주요변인을 기준으로 분석하였다. 분석 결과 관련 논문은 해마다 증가하였으나 학술지 논문으로 주로 이루어졌으며, 연구대상은 재학생(73%)에 집중되어 졸업생(13%) 연구가 소수로 이루어졌고, 연구방법도 양적연구(62%)로 주로 이루어졌다. 진로문제 주제는 교육과 관련된 문제(34.4%), 진로발달 관련 진로문제(30.0%)로 이루어졌고, 지역별로 충남(14.0%), 전북(10.4%), 충북(9.4%), 부산(8.4%), 경남(8.3%) 순으로 이루어졌으며 Anderson과 Niles(1995)의 5가지 진로문제로 분류되어졌다. 마지막으로 사회인지진로이론 주요구인 연구현황은 결과변인(35.3%), 맥락변인(34.6%), 개인변인(22.1%), 인지변인(8.1%)으로 나타났다. 이후 본 연구결과를 기초하여 지방대학생 진로문제에 관련하여 주요 결론 및 논의를 다루었다.
