        보안검색장비 성능인증 상호인정체계 도입 관한 연구

        폭발물, 무기 등을 탐지하는 성능이 중요한 보안검색장비는 보안검색 현장에배치하기 전 인증을 통한 성능 검증은 필수적이기 때문에 미국, EU, 중국 등 주요국에서는 성능인증제도를 운영함으로써 이에 적합한 보안검색장비를 생산하고 있다. 우리나라의 경우, 2018년 항공보안법에 보안검색장비의 성능인증제 운영을 위한 제도적 기반을 마련하고, 관련 법규정을 통한 인증기관 위탁과 시험기관을 지정함으로써 성능인증제도를 본격적으로 시작하였으며 현재는 항만과철도 분야까지 제도를 확대하여 시행하고 있다. 그러나 우리나라는 보안검색장비의 성능인증제도를 도입하여 운영중인 항공, 항만, 철도 분야별 상호인정체계가 마련되어 있지 않아 항만과 철도 분야에서관련 법령에 따라 인증받은 보안검색장비를 항공보안 분야에서 사용하기 위해서는 장비 제작자가 항공보안법에 따른 서류 제출부터 성능평가시험 등 성능인증 관련 복잡한 중복절차를 거쳐 많은 시간과 비용을 부담해야 하는 문제점을갖고 있다. 이러한 문제를 개선하기 위한 공항, 항만, 철도 분야별 보안검색장비 성능인증의 상호인정체계 도입은 국내 보안 여건에 맞는 보안검색장비의 생산․보급을 촉진하고, 장비의 성능 수준 관리에 효율성 및 신뢰도를 향상시킴으로써 보안강화의 실효성을 확보할 수 있다. 또한, 외산 보안검색장비의 도입과 이로 인한 막대한 유지보수비용 지출 등 비용을 절감하고 장비의 국산화 및 신뢰성 확보를 통한 해외시장 진출 등 경제적 이익 창출이 확대될 것으로 전망된다. It is essential to verify performance before deploying security screening equipment at security screening sites, where the performance of detecting explosives and weapons is important. Accordingly, some States such as the US, EU, and China operate performance certification systems to produce suitable security screening equipments. In the Republic of Korea, the Aviation Security Act of 2018 laid the institutional foundation for the operation of the performance certification system for security screening equipments. The performance certification system began in earnest by entrusting certification bodies through the Aviation Security Act and designating test institutions. Currently, the system is being implemented by expanding it to port and railroad sectors. However, since the Republic of Korea has introduced a performance certification system for security screening equipment and has not established a mutual recognition system for each sector of aviation, port, and railroad, it is necessary to refer security screening equipment certified in accordance with relevant laws in the fields. Therefore, equipment manufacturers have difficulties in that they should bear a lot of time and cost through complicated redundant procedures related to performance certification. The introduction of a mutual recognition system for performance certification of security screening equipment can promote the production and distribution of security screening equipment which is suitable for domestic security conditions, and improve efficiency and reliability in managing the security performance level of equipment. In addition, it is expected that economic benefits such as reducing maintenance costs of foreign security screening equipment and entering overseas markets through localization of security screening equipment can be achieved.

        캐비닛 엑스선 검색장비 이미지품질평가 고도화 방안 연구

        Purpose: This study proposes methods and procedures for evaluating imaging security systems quality of cabinet x-ray screening system to enhance performance certification technology. Also, conducted a comparative analysis of the literature of test-kit for imaging security quality evaluation. Methods: Comparative analysis of the test-kits and related documents for image quality assessment of cabinet x-ray screening equipment. This allows assessment items were selected and the methods for each assessment item were proposed. In addition, the configuration method of the assessment team was established by applying the technology readiness assessment(TRA). Results: Four of the assessment items were selected when estimate image quality by a comparative analysis of literature. For each assessment item, the evaluation method and minimum level of availability were determined. Finally, this paper proposes an imaging quality assessment of cabinet X-ray imaging security systems. Conclusion: Development of imaging security systems evaluation procedures for cabinet X-ray screening systems can be help improve performance certification of aviation security equipment.

        장비 독립성 향상을 위한 웹기반 판서 소프트웨어 개발

        According to development of the 4th Industrial Revolution technology, the educational environment in schools is gradually changing digital-smart and high-tech. At this time, electronic board system has come into wide use in school. However, since today’s electronic board system is distributed by including the writing software in the touching equipment, the equipment with built-in software is needed to write on the board. In addition, if the functions of the software are modified or changed, the software of each device must be reinstalled or updated. In this paper, we describe the development of web-based writing software to improve the independence of electronic board equipment. Because the web-based writing software can be used through the web on all the Internet and touch-typing enabled devices, the equipment independence reduces software maintenance costs and improves accessibility. 4차 산업명의 기술 발에 따라 학교에서의 교육환경도 스마트하게 변하고 있다. 교육을 한 장비들도 보다 첨단화되고 있으며, 이로 인해 자칠이 교실환경에 보편화되고 있다. 그러나 지의 자칠은 터치가 되는 장 비에 서 소트웨어가 포함되어 배포되고 있기 때문에, 서 작업을 수행하기 해서는 소트웨어가 탑재된 장비 가 필요하다. 한 서 소트웨어의 기능이 수정, 변경될 경우 각 장비마다 일일이 소트웨어를 재 설치하거나 업데이트를 수행해야 한다. 본 논문에서는 자칠 장비의 독립성을 향상시키기 하여 웹기반 서 소트웨어의 개발 내용에 해 기술한다. 웹기반의 서 소트웨어는 터치로 입력이 가능하고 인터넷이 되는 모든 장비에서 웹 을 통해 서 기능을 사용할 수 있게 함으로써 장비 독립성 통해 소트웨어 유지보수 비용을 이고 사용 근성을 높여다.

        제조공정 부적합 정보 기반 적응 ESS 시험 비용효과 최적설계 방법

        Purpose: For manufacturers that do not specialize in military technology, it is often difficult to perform adequate environmental stress screening (ESS) tests. To address this challenge, we propose a novel adaptive ESS test that considers defect information from the manufacturing process. Methods: To create a suitable ESS profile for the electronic equipment of a weapon system and make it cost-effective, we developed a mathematical model that uses the modified US-military standards MIL-HDBK-344 and MIL-HDBK-2164. Conclusion: To validate the effectiveness of the adaptive ESS test model, we performed a case study using the production of over-discharge protection circuits. The result of the analysis indicates that five of 21 samples exceeded the allowed defect density. To find the five samples, the new optimized test method was applied with the following test parameters (△T/ cycles/ test time): 1) 84.29 ℃/ 9/ 1293.36 min, 2) 69.82 ℃/ 2/ 258.57 min, 3) 82.22 ℃/ 13/ 1841.37 min, 4) 88.61 ℃/ 8/ 1184.11 min, 5) 88.20 ℃/ 5/ 738.03 min.

        화학공정 위험영향 평가기술에서의 다중요소분석기법을 이용한 사고시나리오 산정에 관한 전략

        현재 전세계적으로 공장내(on-site)뿐만 아니라 공장외지역(off-site)에 대한 사고영향평가의 필요성이 대두되고 있으며, 공장외지 역에 대한 영향평가 수행후 이에 대한 적절한 비상계획을 제출하도록 하고 있고, 국내에서도 종합적위험관리체계(IRMS ; Integrated Risk Management System)를 PSM이나 SMS와 더불어 시행 준비중에 있다. 그러나 공장외지 역에 대한 위험영향 평가시 가장 먼저 결정되어야할 가상시나리오에 대한 기준이 체계적으로 마련되어 있지 않아 사용자나 분석자에 따라 평가결과가 다양하게 나오며, 또한 공정에서 발생할 수 있는 사고의 이상원을 정확하게 파악하지 못한다는 단점이 있다. 따라서 본 연구에서는 이러한 가상시나리오를 결정하는데 필요한 공정요소를 분석한 후, 분석결과에 따라 발생 가능하고, 먼저 고려되어야 할 시나리오를 산정할 수 있도록 전략을 제시하고자 한다. 분석된 공정요소들은 요소에 따른 가중치를 부여하여 위험등급을 결정한 후 등급에 따른 위험영향 평가를 수행하도록 한다. 분석의 결과는 가상시나리오의 신뢰성을 향상시킴으로써 위험영향평가가 과대평가되는 것을 방지하고, 공정의 설계나 비상계획의 수립시 효과적이고 적절한 대책마련을 유도할 수 있다. This article proposes a strategy for producing accident scenarios in quantitative risk, which is performed in process design or operation steps. Present worldwide chemical processes need offsite risk assessment as well as on-site one. Most governments in the world require industrial companies to submit the proper emergency plans through off-site risk assessment. Korea is also preparing for executing Integrated Risk Management System along with PSM and SMS. However, there have been no systematic approaches and criteria for generating virtual accident scenarios, and it made impossible to get a unified or coherent assessment resell. Without the result, causes of accidents cannot be corralled precisely, To get over these shortcomings, this study analyzed process elements and then proposed a strategy for selecting and generating the accident scenario that is most likely to happen and should be foremost considered. The analyzed process elements are ranked and risk grades determined. According to the grades, risk assessment is performed. The result of analysis enhances the reliability of the generated risk scenario, and prevents some risks from being overestimated. The result should be helpful in process design and emergency planning.         Risk Analysis Using Automatically Synthesized Robust Accident Scenarios and Consequence Assessment for Chemical Processes : Process Partition and Consequence Analysis Approach

        Consequence analysis and risk assessment are very important in chemical process industries because of the potential risk of hazardous materials. In this paper, we introduce a new system for consequence analysis and risk management (CARM) and propose a new strategy for producing robust accident scenarios in quantitative risk assessment. The suggested synthesis method analyzes process elements and selects and generates robust accident scenarios that simulate the most possible worst-case accident that should be foremost considered. The scenario-reasoning scheme consists of three types of knowledge base (equipment property, material property, and process unit knowledge) and four reasoning algorithms (macro decomposition, equipment screening, equipment behavior analysis, and accident scenarios reasoning). The synthesized result of the analysis enhances the reliability of the generated accident scenario and prevents the risks from being overestimated. The obtained result, as easily confirmed by using CARM, should be more helpful in proper process design and emergency planning.

        휴대용금속탐지장비 성능 평가 연구

        Purpose: This study was aimed at evaluating the performance of domestic handheld metal detectors to identify the factors that influence the competitiveness of these devices. Methods: To evaluate the performance of such detectors, the test items were determined and test methods were established. Subsequently, detection, environmental, and magnetic field tests were conducted. Results: In the detection test, the detection performance did not satisfy the criteria when the detectors were 3.0 cm from the object. The detection performance of detectors based on nonferrous metals was inadequate. In the environmental tests, the detection performance did not change considerably with the detection environment. The safety standards were satisfied in the magnetic field tests. Conclusion: To enhance the competitiveness of domestic handheld metal detectors, the detection performance, especially that of devices based on nonferrous metals, must be improved. To more accurately identify the factors influencing the competitiveness of these devices, research must be performed at the subsystem and module levels.

        케이블-기반 개폐식 지붕의 모니터링을 위한 영상 전송 장치 개발

        The cable-based retractable membrane roof makes it impossible to maintain its shape and stiffness during driving process, unlike the hard-type retractable roof. Consequently, monitoring using a relatively simple wireless video transmission device is required. However, since video data has a bigger transmission rating than other monitoring data in terms of the structure velocity or acceleration, there is a need to develop transmission device that is easy to install and entails low maintenance cost. This paper studies on a real-time video transmission system for monitoring the cable-based retractable membrane roof while driving. A video transfer software, using the mobile network, is designed and the embedded system is constructed. Ultimately, the data transmission server is tested. Connecting a trolley to the system allows testing of the validity and efficiency of the developed system through the video data transmitted in the driving process. Result of the test shows that the developed system enables multi-device data transfer with monitoring via the mobile network.
