상담전문가 인력 현황 조사 연구 Ⅱ: (사)한국정신건강상담협의회 산하 학회 상담전문가들을 중심으로

The aim of this study was to find out precise manpower state of counseling specialists educated and trained appropriately, in order to utilize it as foundational data to support both counseling-related policies and counseling specialists by enhancing and managing value of the certificate. For the purpose, the counseling specialists of Korean Mental Health Counselors Association(KMHCA)-affiliated associations(Korean Counseling Association, Korean Counseling Psychological Association, Korean Association of Christian Counseling & Psychology) answered online questionnaire about employment condition, job satisfaction to gain implication and improvement plan for supporting them. The subjects of this study were 2,919(22.99%) out of 12,698 counseling specialists of KMHCA-affiliated associations, and they consisted of 422 male and 2,497 female on sex, 659 in 30s or less, 1,123 in 40s, 1,115 in 50s or more on age, and 431 first-leveled and 2,488 second-level on certificate level). As a results, 84.0% out of respondents worked in counseling-related institutions such as counseling institution(62.3%), and educational institution(46.4%), etc. In case of condition of employment, 74.1% out of the respondents were in unstable condition involving contract worker 43.8% and part-time job 30.3%. In case of income, 57.2% who answered “less than 24,000,000 won” out of the respondent were under the average annual income (28,416,000 won) of workers according to National Statistical Office. In spite of the research results, job satisfaction as a counselor was 3.45 on 5 Likert scale and was influenced by income, employment condition, position, and, etc. The reasons of the unsatisfaction included income problem(86.1%), socially underestimated state(40.4%) in order, and respondents stated solutions for the unsatisfaction as high-qualified job creation(26.6%), improved work treatment(23.6%), and establishment of social status(19.3%), etc in order. This study had limitations in both the depth of survey contents and the method of analysis, because the purpose of this study was to gain foundational data about manpower sate of the counseling specialists and to generalize it. In spite of these limitations, it was suggested that this study can be used as a basic data for follow-up studies of policy making and supporting the counseling specialists. 이 연구는 적정 수준의 교육과 수련을 통해 배출된 상담전문가들의 정확한 인력 현황을 조사하여 상담전문가 관련 정책과 지원방안 마련 및 자격의 효용가치 제고를 위한 개선방안 모색에 필요한 기초자료로 활용하기 위하여 수행된 것이다. 이를 위해서 이 연구에서는 사단법인 한국정신건강상담사협의회 산하 한국상담학회, 한국상담심리학회, 한국기독교상담심리학회의 자격을 갖춘 이들의 종사현황과 근무현황 및 진로선택 만족도 등 상담전문가로서의 정확한 인력 현황을 조사하고, 관련 의견들을 파악하여 상담전문가 지원에 대한 개선방안과 시사점을 얻고자 하였다. 이를 위해 자격 소지자들을 대상으로 개발한 질문지 형태의 설문지를 통해 조사하였으며, 자격 소지자 12,698명 중 22.99%인 2,919명의 유효응답자(성별로는 남자 422명 여자 2,497명, 연령별로는 30대 이하 659명 40대 1123명 50대 이상 1,115명, 자격 수준별로는 1급 수준 상담전문가 431명, 2급 수준 상담전문가 2,488명)가 응답하였다. 조사 분석 결과 상담전문가들은 상담 및 상담 유관기관(62.3%), 교육기관(46.4%) 등에서 84.0%가 상담 관련 현직으로 종사하고 있는 것으로 나타났다. 그러나 세부 취업현황을 살펴보면, 근무형태의 경우 유/무기계약직이 43.8%, 프리랜서 등 시간제가 30.3% 등 74.1%가 불안정한 근무형태를 가지고 있었으며, 연소득의 경우도 통계청 기준 근로자 평균 연봉(2,841.6만원)에도 못 미치는 2,400만원 이하가 57.2%로 나타나 열악한 일자리환경에 다수가 노출되어 있는 것으로 조사되었다. 그럼에도 불구하고 상담전문가들의 진로선택 만족도는 3.45(5점 만점)로 나타났으며, 이러한 만족도는 소득, 근무형태, 직위 등에 영향을 받는 것으로 나타났다. 또한 불만족 사유로도 경제적 수입(86.1%), 사회 내 상담자 및 상담 자체에 대한 낮은 평가 분위기(40.4%) 등의 순으로 나타났으며, 그 해결방안에 대한 의견으로는 질 높은 상담 관련 일자리 창출(26.6%), 근무 처우 개선(23.6%), 사회적 위상 확립(19.3%) 등을 개진하였다. 이 연구는 일부 상담 관련 자격자에 한해 이루어진 연구를 일반화하여 상담전문가들의 인력 현황 관련 기초자료 확보를 전제로 시도된 만큼, 조사내용의 깊이나 결과분석 방법 등에 다소 한계가 있으나, 향후 상담전문가와 관련한 정책 입안 및 지원방안 등의 후속 연구의 좀 더 포괄적 기초자료로 활용될 수 있기를 기대하며 후속 연구를 제안하고 있다.

한국기독교상담심리학회 전문상담사의 자격제도의 전문성 및 활용 가능성 고찰 연구

Research on its professional has been insufficient due to the fact that the professional counselor of the Korean Christian Counseling Psychology Association is a Christian counselor. However, in the rapidly changing modern society including COVID-19 event, activities of counselors with more in-depth reflection on human existence and view are required. In this study, in order to examine the professional, speciality, and activities of professional counselors from KACCP, researcher study that the field of activity and the certification system with counselors from other counseling associations were compared and analyzed, and the characteristics and expandability of counselors were examined. Through this, it was confirmed that it was possible to have a sense of calling and identity of a counselor based on God's love as well as competencies such as spirituality and relationship based on the Christian spirit while having a certification system to secure the professional as a counselor. 한국기독교상담심리학회 전문상담사는 기독교 상담사라는 점으로 인해 일반 상담 영역에서 크게 주목받지 못하고 교회나 기독교 상담과 관련된 임상 현장에 국한된다는 인식이 있었다. 때문에 상담사로서 그 전문성에 대한 연구가 미진하였다. 하지만 코로나19 등으로 인해 급변하는 현대 사회에서는 인간 존재에 대한 깊이 있는 성찰과 인간관을 가진 상담 이론의 확장 및 상담사들의 활동이 더욱 요구되고 있다. 따라서 본 연구에서는 한기상 전문상담사의 전문성과 특징, 활동가능성을 살펴보고자 활동분야, 타학회 상담사들과의 자격제도를 비교분석, 상담사의 특성과 확장 가능성을 살펴보았다. 이를 통해 상담사로서 전문성을 확보하기 위한 자격제도를 갖추고 있으면서 기독교 정신을 바탕으로 한 영성, 관계성 등의 상담 전문가로서의 역량은 물론, 하나님의 사랑을 바탕으로 한 기독 상담사의 소명 의식과 정체성을 가질 수 있음을 확인할 수 있었다.
