페미니스트 대외정책(Feminist Foreign Policy) 분석: 스웨덴과 캐나다 사례

This research aims to analyze the characteristics of feminist foreign policy in the case of Sweden and Canada. With the comparative case study in two countries, this research focused on feminist foreign policy's goals, contents, and practice for identifying each country's policy characteristics. With the adaptation of the qualitative method, the research applied Nvivo12 and UCINET for keyword visualization and social network analysis. The research results show that both Sweden and Canada pursued the feminist foreign policy, aiming to spread gender equality policy globally. In particular, both countries focused on "women and girls" as the beneficiary of feminist foreign policy. In terms of policy practice, Sweden used a holistic approach to the feminist foreign policy by setting gender equality itself as a norm. On the other hand, Canada pursued feminist foreign policy through a purpose-oriented approach such as poverty eradication. Therefore, the case study of the two countries provides the different policy results based on the policy priority. Also, the case study contributes to setting the research ground for policy analysis of latecomers in feminist foreign policy in the future. 본 연구는 최근 등장한 페미니스트 대외정책(Feminist Foreign Policy)의 정책특성을 파악하기 위해 페미니스트 대외정책을 가장 먼저 천명한 스웨덴과 캐나다를 비교연구하였다. 구체적으로 본 연구는 양 국가의 페미니스트 대외정책 문서를 정책의 목표, 내용, 그리고 시행으로 구분하여 페미니스트 대외정책의 특성을 추출하는데 목표를 두었다. 이를 위해 본 연구는 NVivo12 및 UCINET을 활용한 질적연구분석방법을 채택하여 정책문서를 발췌 및 분류하고 키워드 시각화 분석과 사회연결망 분석을 시도하였다. 연구결과, 스웨덴과 캐나다 모두 페미니스트 대외정책을 통해 전 세계적인 성평등의 확산을 목표로 설정하며, 여성과 여아를 대상으로 한 성평등 정책에 공통적으로 초점을 맞추고 있다는 특성을 발견하였다. 정책의 시행 측면에서 스웨덴은 성평등 자체를 대외정책의 규범이자 목표로 설정하여 접근하는 통합적 접근(holistic approach)을 활용하였다. 반면 캐나다는 빈곤 퇴치 등과 같은 목적 지향적 접근을 통해 페미니스트 대외정책을 추구하는 경향을 보였다. 따라서 페미니스트 대외정책의 선도국으로서 두 국가의 사례는 국가 내 목표의 우선순위에 따라 정책시행 결과가 다를 수 있음을 보여준다. 본 연구에서 제시한 스웨덴과 캐나다 사례연구는 향후 페미니스트 대외정책의 후발주자 국가들의 정책 분석의 기초자료로 연구 의의가 있다.

정치적 전략으로서의 페미니스트 대외정책: 스웨덴의 페미니스트 대외정책(Feminist Foreign Policy) 결정에 대한 국내정치요인 분석

This study explores the factors that affect the establishment and abolition of feminist foreign policy in Sweden. The study argues that Sweden’s decision to implement Feminist foreign policy was influenced by a combination of domestic and international factors. Existing literature suggests that the internalization of global norms, such as gender equality, results in the adoption and development of feminist foreign policy in certain countries. However, this study argues that Sweden’s decision to implement a Feminist foreign policy is also affected by party competition and the growth of women’s social and political organizations in Sweden. By utilizing feminist foreign policy as a political strategy, the Swedish Social Democratic Party (SDP) sought to enhance its electoral victory and consolidation. In addition, after the 2022 Swedish general election, the Sweden Democrats (SD) became the second-largest party, and the right-leaning coalition utilized the “abolishment of feminist foreign policy” to negotiate with the SD to form a government. As a result, this study suggests that countries’ motivation to declare and abandon feminist foreign policy is influenced by political parties’ polemical strategy, which employs politicized feminism in response to shifting domestic political environments. 본 연구는 스웨덴의 페미니스트 대외정책 사례를 통하여 최근 등장하는 페미니스트 대외 정책의 도입과 폐지에 영향을 주는 요인을 분석한다. 구체적으로 본 연구는 2014년 페미니 스트 대외정책을 천명한 스웨덴의 사례를 통해 페미니스트 대외정책의 도입이 국제규범의 내재화 결과였다는 기존 연구에 더해, 국내정치지형의 변화 속 선거 승리를 위한 정당의 정 치적 전략의 결과라는 국내정치 요인이 중요한 설명력을 가질 수 있다는 점을 주목한다. 페 미니스트 대외정책을 도입할 당시 스웨덴의 집권 정당은 정당 간 치열한 선거경쟁과 극우 정당의 활약, 여성단체의 영향력 속에서 경쟁 중이었고 페미니스트 대외정책의 도입은 정 당의 선거승리 및 재선을 위한 전략적 대응책으로 유용한 전략이 되었다. 따라서 본 연구는 페미니스트 대외정책 도입의 원인으로 국제규범의 역할 뿐만 아니라 국내정치 요인을 함께 고려하였을 때 페미니스트 대외정책 도입 국가들의 행태를 이해할 수 있다는 점을 제시한 다. 또한 본 연구는 2022년 스웨덴 총선 이후 스웨덴 민주당을 포함한 보수연정이 페미니 스트 대외정책을 공식적으로 폐지함에 따라, 국내정치 요인의 중요성이 더욱 부각되었다는 점을 확인하였다. 본 연구는 해당 정책의 지속가능성을 추적하는 후속 비교연구의 기반이 라는 점에서 연구의미를 가지고 있다.
