The purpose of this study is to propose a plan to enhance number of bikers in Korean society. A comprehensive research of Korean and foreign countries public policy and infrastructure on the road bicycling and consider successful example and compare it to Korean policy. The Korean public policy enforced insufficient bike friendly policy on intersections, and bike lanes. The study also suggests that a bike only signal is necessary on the bike only lane and a modification is necessary on the public policy regarding the protection of the bikers on the crosswalk. An improvement of integration with the public transportation by providing not only bike parking near the transfer stations but also increase bike share programs.

본 연구의 목적은 통학목적의 자전거 전용도로 이용특성을 밝히는 것이며, 서울시 고등학교를 대상으로 설문조사하여 분산분석과 통학도로와 자전거 전용도로의 이용률을 비교분석하여 다음과 같은 연구결과를 도출하였다. 첫째, 자전거를 통학 수단으로 선택하는 이유는 보도, 버스 등 다른 통학수단과 비교하여 빠르고, 편리하기 때문이었다. 둘째, 자전거 통학 노선 선택에 영향을 주는 요소는 자전거 전용도로의 설치 유무, 통행시간의 최소화 가능성 그리고 젓돌의 위험성의 순으로 분석되었다. 그러나 자전거를 오래 타면 탈수록 사고나 젓돌의 위험에 대하여 많은 신경을 쓰고 있다는 것을 알 수 있다. 이는 자전거 도로 설치 시 고려해야 되는 중요한 요소로 판단된다. 셋째, 집에서 학교까지 자전거 통학권역은 1.6㎞인 것으로 분석되었다. 넷째, 자전거 노선 선택 특성 분석을 종합하면, 자전거 전용도로의 설치는 자전거 통학노선의 선택으로 바로 이어지기 보다는 자연스러운 통학로에 자전거 전용도로를 설치해야 활용도가 높아지며, 보행자와의 젓돌이나 장애물이 많은 경우에는 선택되지 않았다. 또한 아무리 자전거 전용도로가 설치되어 있다 하더라도 우회하는 노선은 거의 선택되지 않았고, 방향을 바꾸는 수를 최소화 하는 노선을 선택하는 것으로 분석되었다. The goal of the study is to identify the characteristics of biking to school on the exclusive bike lanes through the survey to high school in Seoul. The findings can be summarized as follows; First, the main reasons that students use a bike to school are because it is faster and more convenient than bus and walking. Second, the study shows that the installation of exclusive bike lanes influences the bike route choice most, and the possibility of minimizing the time and the safety from the crash with pedestrians, obstacles, cars. The longer it is to bike to school, the more seriously students consider the possibility of collisions or accidents. Third, the catchment area of biking to school is 1.6㎞. Forth, the characteristics of route selection indicates that creating an exclusive bike lanes along the school routes often used by students can lead to maximizing its utility. Bike lanes are not chosen in case of the higher possibility of collisions with pedestrians, obstacles, cars, and the detour route. Also students tend to choose the bike routes in order to avoid excessive turns.
