최근의 우주 활동과 민간 항공은 실제로 도전과 기회를 불러일으키고 있다. 이러한 인식을 바탕으로 미래 항공우주 운송에 대한 일반 개념 및 특성을 정의내리기 위해 UNOOSA(UN Office of Outer Space Affairs)와 ICAO(International Civil Aviation Organization)가 전례 없이 독특한 공동의 노력을 기울이기 시작했다. 지난 3월 ICAO/UNOOSA AeroSpace Symposium을 개최한 것이다. 심포지엄은 우리가 가고 싶어 하는 곳까지의 궤적에 필요한 기술과 규제를 종합적으로 논의해야 할 필요성을 전제로 한다. 항공과 우주 분야 사이의 공통부분에 놓여 있는 성공의 핵심은 매우 분명하다. 두 분야 모두 매우 성숙하고 오랜 시간 증명된 국제 프레임워크를 가지고 있다. 즉, UNOOSA와 ICAO가 새로운 지평에 접근하는 우리의 노력을 통합하고자 하는 데 그 정신이 담겨있다. 첫 번째 스텝은 안전관리 및 시스템 엔지니어링 방법들을 포함한 기존의 규정 및 권고사항에 대한 공통적인 이해를 다지는 것이다. 이러한 노력은 결과적으로 최근의 우주활동과 관련된 도전과 기회들을 정의 및 설명하고, 모든 사회의 이익을 고려하며, 모두에게 접근가능하고 열려 있음을 보장하면서 모든 국가에 광대한 이익을 가져다 줄 것을 확실케 하는 견고한 토대가 되어줄 것이다. 둘째로 기술적 요소가 앞으로도 주된 중심을 이루겠지만, 차세대 항공우주 인력 및 전문가를 준비하고 양성하는 것도 동일하게 중요할 것이다. 이는 오늘날 젊은이들에게, 나아가 인류의 미래의 삶을 변화시킬 목표와 영감을 부어줄 것이다. 마지막으로 안전성(Safety)은 우주 및 항공 분야 모두에게 근본적이고 인도적인 원칙이다. 따라서 UNOOSA와 ICAO는 정보를 통해 안전성에 관하여 지속적으로 공동의 노력을 이어갈 것이다. The first step is to establish a common understanding of existing regulations and practices, including safety management and systems engineering methods. This will, in turn, provide a solid foundation for identifying and addressing challenges and opportunities related to emerging space activities, taking into account the interest of all society, and ensuring that it is accessible and open to all, and certain that it will bring far-reaching benefits to all States. While the technical elements are our primary focus, equally important is the preparation and enlistment of the next generation of aerospace workers and professionals, which starts with providing the youth of today with goals and aspirations that will transform their lives, and by extension, the future of humankind. Safety remains the fundamental and guiding principle of both the space and air domains, so we encourage all participants to take advantage of the wealth of information and stay connected to our joint effort.

미래 상업 항공우주 활동을 위한 ICAO-UNOOSA의 협력

최근 민간항공과 우주활동에 있어서 산업 역량의 변화시점(tipping point)을 마주하고 있다. 이러한 인식을 바탕으로 미래 항공우주 운송에 대한 개념과 특징을 정의할 필요가 생겼다. UNOOSA와 ICAO가 전례없이 공동의 노력을 기울이고 있는 이유가 바로 이 때문이다. 작년 3월 ICAO-UNOOSA 항공우주 공동 심포지엄이 몬트리올에서 처음 개최되었고 이어 올해 3월에도 두바이에서 제2회 심포지엄이 성공적으로 개최되었다. 항공과 우주 분야는 그동안 각각 매우 성숙하고 오랜시간 증명된 국제 프레임워크를 가지고 있으나 이제는 두 분야 사이의 공통부분에놓여 있는 성공의 키를 함께 추구해야 할 때라고 보인다. 이에 새로운 지평의 문이 열리기에 앞서, 상기 심포지엄을 통해 항공과 우주 두 분야의 대표 국제기구인 ICAO와 UNOOSA는 어떤 노력을 하고 있으며, 어떠한 방향성을 제시하고 있는지 살펴보고자 한다. Emerging Civil Aviation and Space Activities are standing on the tipping point of industry capability. With recognizing of it, we need to define the concept and character of the future aerospace transportation. That’s why ICAO and UNOOSA concluded to make efforts all together. In March, 2015, ICAO-UNOOSA Aerospace Symposium was held in Montreal and the 2nd Symposium was successfully held in Dubai of this year. This paper looks into the efforts between ICAO and UNOOSA relating to the Aerospace symposium for the successful key of the future commercial aerospace transportation.

The Republic of Korea (South Korea) has demonstrated commendable progress in space research and development, with the aim of establishing itself as a global leader in the field. This paper explores the historical context of the Korean space program, spanning three distinct periods, in order to comprehend the achievements and challenges faced by South Korea. With the advent of the “NewSpace” era, the paper underscores the significance of robust public-private partnerships in fulfilling the evolving demands of the space sector. Specifically, the paper focuses on NASA’s Space Act Agreements (SAAs) and their relevance to the Korean space program. It highlights the advantages and unique features of SAAs in fostering collaboration between the government and the private sector, distinguishing them from traditional procurement methods. Drawing insights from successful SAAs in the United States, the analysis provides valuable perspectives for South Korea. By identifying key considerations for an efficient and effective transactional approach, the paper aims to maximize the potential of public-private partnerships and foster the growth of the Korean commercial space industry. Given South Korea’s impressive progress in space research and development, particularly since 2020, there is a pressing need for an optimal transactional approach between the government and private entities as the industry continues to evolve and witnesses increased private sector participation. SAAs, exemplified by their flexibility and ability to facilitate cost-sharing, emerge as advantageous procurement models. SAAs empower contractors, promote safety, and offer numerous benefits including cost savings and enhanced collaboration. Comprehending the examples of SAAs is crucial for South Korea’s forthcoming agency, KASA, as it prepares for upcoming ambitious missions in deep space. This paper contributes to understanding South Korea’s aspirations in the global space community. By capitalizing on public-private collaborations, South Korea has the opportunity to propel its space program to new heights and establish itself as a leading force in space exploration for the betterment of humanity.
