商店街の衰退が叫ばれるようになって久しい。しかし、商店街活性化に對する活動は、言葉ほど機能していない。根本的に商店街の再生を考えるならば、自信を喪失した商店主が自信を取り?すまで待っているのではなく消費者である地域住民が必要とする魅力ある商店街を住民らが提言·行動し、共に改善していく努力が必要となる。內發的發展による商店街活性化とは何かについて、社會實驗を行った。手始めに、實驗實施エリアの特徵として、高齡者の多い地域という特徵を考慮して、健康に關する取組みを住民と商店主が共同して實施した。この實踐活動から高齡者は、自分自身の體のことを氣遣うこと、生活のための買い物も必要だが、さみしさを紛らわすために子どもとの交流を求めていることが分かった。次いで、商店街を美術館に見立て、子どもたちが描いた繪を飾った。この取組みを通じて、消費者が商店街に來る理由をつくることで、商店街の賑わいを釀し出すことができた。これからの商店街が擔う機能として、各種團體と連携し、お互いの弱みを補いながら强みを活かすための場が擧げられる。また、役割としては、各個店の商賣を促進するための集客を自らが仕掛けるのではなく、住民自身が行うことができるよう、その事務局的役割が求められることが明らかになった。 It has been noted that shopping-streets have been on the decline for quite some time. When discussing “shopping street revitalization activities”, the use of the word “activity” seems an overstatement. The author conducted the social experiment on “shopping-street development by theory of endogenous development.” In the experiment, the author first considered the characteristics of an area with many elderly people. A partnership in promoting good health between storekeepers and residents was developed. Next, the author proposed that the shopping streets become a museum in which storekeepers exhibited pictures drawn by children in the store windows. The consumers made plans that would make reasons for consumers to come to shopping-streets. As a result, the shopping streets were enlivened. Future functions of shopping streets would be to mutually strengthen the weak points and take advantage of the strong points of various organizations. Furthermore, it is not the role of each store to initiate attempts at attracting customers. Shopping streets should act as an executive office for enabling residents to take actions by themselves.

사회적경제가 자본주의 시장경제의 폐해를 극복하기 위한 대안으로 세계적으로 확산되고 있다. 사회적경제는 기본적으로 지역을 기반으로 출발한다. 우리나라 지역개발 정책은 호혜, 연대, 신뢰와 협력 등 사회경제적 철학 관점에서 재검토되어야 할 필요가 있다. 지역정책의 우선순위가 사회적경제 생태계 구축에 주어져야 하고, 생태계 구축은 지역자원 활용을 극대화하는 산업 포트폴리오 구성, 사회적경제 조직의 지속가능 경영, 토지, 노동 및 자본의 지역화를 추구하는 내발적 발전론에 뒷받침 되어야 한다. 세계 각 지역에서 생태계 구축을 통한 많은 혁신운동이 추진되고 있는데, 이들이 점진적으로 확산되어, 결국 사회적경제가 시장경제에 지속적으로 영향을 미쳐, 지역에 뿌리를 둔 주민들의 행복 창출에 기여하게 될 것이다. The social economy is expanding the horizons worldwide, as an alternative to cope with the problems brought about by the market society. It fundamentally starts on the basis of the region itself. Korea`s regional development policies should be reviewed from the viewpoint of the social economic ideas, such as reciprocity, solidarity, cooperation and trust. Policy priority will be given to the establishment of ecological economic system supported by endogenous development theory which insists the formation of industry portfolio to maximize the utilization of local resources, the sustainable growth of social economical entity, and the localization of land, labour & money. Lots of innovational movement is initiated in many regions and should gradually proliferate, to the extent that the social economy will encroach the market system and result in the creation of happiness of people rooted on the region.

In this thesis, I intend to investigate the effectiveness and potential of international cooperation by local governments as one way of overcoming the issues and limits of international cooperation which exist in international and government based assistance institutions. Through using the special provinces of Yogyakarta, Indonesia, and Kyoto, Japan, as case studies, I will also investigate whether or not the theoretical consideration can be put into practice. And, by examining the effectiveness of local governments in endogenous development, I will ascertain the merits and value of the international cooperation performed in local governments.
