전세가구에서 생애최초 자가구입으로의 전환기간에 영향을 미치는 요인에 관한 연구

본 연구에서는 전세를 이용하는 가구가 생애최초로 주택을 구입한 실제 사례를 바탕으로 전세에서 생애최초 주택구입으로의 전환기간에 영향을 주는 요인들을 분석하였다. 이를 위하여 2001년부터 2017.6월말까지 전세자금대출을 이용한 후 생애최초 주택구입자금대출을 이용한 자를 대상으로 실증분석을 하였다. 종속변수는 전세에서 생애최초 주택구입까지의 전환기간이며 독립변수는 개인특성, 가구특성, 대출특성, 거주특성으로 구분하였다. 분석방법은 사건발 생을 대상자가 주택을 생애최초로 구입한 때로 설정하고 각 변수들과 생애최초 주택구입기간을 Kaplan-Meier 생존률 계산법을 근거로 각 요인별 차이를 분석한 후 전체 변수들이 전환기간에 미치는 영향은 Cox비례위험모형을 통하여 분석하였다. 그 결과, 나이가 많을수록 전환기간이 1.03배 빠른 것으로 나타났고, 근로소득자가 비근로소득자에 비해 2.98배 빠른 것으로 나타났다. 또한 아파트가 연립, 다세대, 단독주택보다 전환기간이 긴 것(0.84배)으로 나타났다. 1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of this paper is to know factors affecting the transition from Jeonse to first-time home buying. (2) RESEARCH METHOD Dependent variable is a transition period from Jeonse to first-time home buying and Independent variables are 8 variations such as gender, age, job, income, loan, price difference, type, and residential district. A period of data is between 2001 and June 2017. The determinants are analyzed by Kaplan–Meier survival analysis and Cox proportional hazards regression model. (3) RESEARCH FINDINGS This study finds that male, age, and wage earner are more likely to shorten the period but apt is more likely to lengthen the period than single house and so on. 2. RESULTS The results imply that it is important to expand chances such as Jeonse loan or first home buying mortgage for newly married couples and rookies.

텍스트마이닝을 활용한 주택 구입자들의 관심 주제에 대한 탐색적 연구 - 부동산 관련 세금을 중심으로 -

모든 사람들은 인간의 기본적인 욕구 중의 하나로 주택을 소유하고자 한다. 전통적인 관점에서 보면 주택은 주거의 개념과 함께 재산 증식의 수단으로 여겨져 부동산 투기의 원인으로 지목되어 원성의 대상이 되기도 하였다. 그러나 더욱 근본적인 것은 생활을 영위할 수 있는 주거의 개념이 더욱 강하다. 요즈음의 MZ세대는 생각이 많이 바뀌었다고 하나 그럼에도 불구하고 주택 구입은 대부분의 공통적인 관심사 중의 하나이다. 특히 생애 최초로 주택을 구입하는 경우에는 부동산세에 대한 중요성이 더욱 높아진다. 주택구입에 반드시 수반되는 것이 세금 관련 문제인데, 특히 경제적으로 충분한 자금을 확보하기 어려운 경우에는 부동산세금 문제가 심각한 영향을 미치게 되며 그 중에서도 특히 취득세 문제가 초미의 관심사라 할 수 있다. 따라서 본 논문에서는 텍스트마이닝 기법을 활용하여 보통의 일반적인 사람들이 주택을 구입할 경우에 가지는 관심사와 특히 신혼부부가 생애 최초 주택 구입 시에 가지는 관심사를 기준으로 분석하였다. 연구 결과, 정부의 부동산 정책에 많은 관심을 가지고 있으며 특히 부동산세의 실질적인 혜택을 누릴 수 있도록 각종 제도를 구비할 필요가 있다. 본 연구는 탐색적 연구로서 이를 통해 부동산 관련 문제를 텍스트마이닝 등의 기법을 활용하여 보다 심층적인 연구가 지속될 것으로 기대한다. Everyone wants to own a house as one of the basic human needs. From a traditional point of view, housing was considered a means of increasing property along with the concept of housing, and was cited as the cause of real estate speculation. More fundamentally, however, the concept of living is stronger. These days, MZ generations have changed their minds a lot, but nonetheless, buying homes is one of the most common concerns. In particular, when purchasing a house for the first time in one"s life, the importance of real estate taxes becomes even higher. Tax-related issues are essential for home purchases, especially if it is difficult to secure enough funds economically, the real estate tax issue will have a serious impact, especially acquisition tax issues. Therefore, this paper used text mining techniques to analyze the interests of ordinary people in purchasing homes and, in particular, those of newlywed couples in purchasing homes for the first time in their lives. Research shows that the government has a lot of interest in real estate policies, and in particular, it is necessary to have various systems to enjoy the real benefits of real estate taxes. This study, as an exploratory study, expects that more in-depth research will continue by utilizing techniques such as text mining for real estate-related problems.

The goals and strategies of housing policy has been renewing because of altercations of socioeconomic environment. The population composition is totally changing while it is decreasing. Moreover, we have to face a low-growth society shortly. With these changes home-buyers have been changing their aspects of home purchasing behaviors. Currently, people tend to purchase homes for living rather than investing, which had been a major reason for many years. Even though purchasing homes for living, not for investment, is believed to increasing the housing welfare, it has not yet been fully analyzed. Thus, this study aims to analyze factors which influence on the first time home purchasing. By utilizing Annual Housing Survey, it adopts various statistical methods, especially logistic regression analysis. The analysis shows that people who are self-employed living out of capital area with children have more possibilities to purchase their home. The result will assist to understand the first time home purchasing behaviors. Moreover, it will provide fundamental information for the better housing policy for the future.

정부 융자금 정책의 반증 메커니즘 규명을 위한 시도 융자금 배분과정을 중심으로

정부 융자금 정책은 애초에 설계된 대로 집행되어 의도한 성과를 달성하기도 하지만, 그렇지 못한 경우도 많다. 의도한 성과를 달성하는 경로를 입증 메커니즘이라 본다면, 그렇지 못한 경우의 경로는 반증 메커니즘이라 부를 수 있을 것이다. 이를 통해 해당 정책 프로그램의 의도나 설계의 불완전함이 드러나게 되기 때문이다. 본 논문에서 발견한 정부 융자금 배분의 반증 메커니즘은 다음과 같다. 융자금배분규칙에 의존해 의사를 결정하는 수혜집단 간에 벌어지는 융자금에 대한 경쟁적 착취는 과잉수혜나 과소수혜와 같은 대상적확성의 실패를 유발하게 되는데, 이를 해결하기 위한 정부의 시도, 즉 융자금 규모의 확대나 배분규칙의 조정은 오히려 해당 융자금 정책의 타당성을 훼손시키는 역설을 초래한다는 것이다. 정부 융자금 배분에서의 이런 반증 메커니즘은 정부 융자금 정책이 의도한 성과를 도출하지 못하는 이유를 이해할 수 있게 하고 정부 융자금 정책의 설계에 있어서도 중요한 정보를 제공해 줄 수 있다.
