To say nothing of all ages and countries, the spirit of devoting oneself to country is regarded as the most dignified value for country existence. Honorable treatment and compensation to Patriots who devote themselves to country, is not anly appreciation their patriot-spirit but make practice function of nation unification. This function of nation unification through honorable treatment and compensation to Patriots is more efficient in times of disordered and unstable nation circumstances like as recent Korea-U.S. FTA and North Korea Nuclear problems. In this time, to study “Law and Policy of Independence Patriot Honorable Treatment” is very valuable to solve social problems. Problems of independence patriot honorable treatment is as following. First, principle of patriot honor affairs as degree of “contribution and sacrifice” is not kept. Independence patriots are at the head in degree of “contribution and sacrifice”, nevertheless is not no less treated. Second, present system of patriot honor affairs focuses on veteran and survivor. So, honorable treatment to independence patriots is negligent compare with veterans. Honor system focused on veteran is grounded on long-term military regime. Even at present civilian government honor system focused on veteran is not improved. Third, honorable benefit and compensation to independence patriots is only nominal not practical. More practical compensation is needed. In conclusion, it is suggested that honor system should be reformed to focused on independence patriots and specialty of honor to independence patriots compare to other nation contributor is recognised.

남ㆍ북한 독립유공자녀 지원정책 비교를 통한 정부지원방안 연구

The purpose of this study is to search for alternatives for the patriot, who devoting oneself to country. Honorable treatment and compensation to Patriots who devote themselves to country, is not anly appreciation their patriot-spirit but make practice function of nation unification. The unstable of the Patriot’s life, however, has been undermining the shift of paradigm from government to governance. In this regards, a necessity of the Patriot support policy was raised, and it secures a justification for the government support to the Patriot in terms of symbolic policy aspect. This study compares the patriot support policies in S. Korea and N. Korea. It also examines the educational institution of both, and explores ways to improve S. Korean independence patriot honorable treatment support policy. This study focused on educational policies especially establishment of Charter School. 이 연구의 목적은 조국을 위해 헌신했던 독립유공자 대안적 지원정책을 제시하기 위한 것이다. 독립유공자의 애국정신은 높게 평가받아야 하면 그들에 대한 대우가 국가통합과 관련되어 있다는 문제를 생각해 봐야 한다. 본 논문에서는 남북한 독립유공자 우대정책을 비교하고 그 가운데 유자녀정책에 관한 문제를 집중적으로 조망하겠다. 북한은 현재 대안학교 형태의 혁명학원을 운영 유지하면서 끊임없이 국가에 충성하는 인재들을 육성해 왔던 반면 우리는 그렇지 못하고 오히려 형식적 지원에 그쳐왔다. 이에 자립학교형태의 유공자녀 학교를 설립하고 그들에 대한 지원 및 육성을 체계시키는 방안을 제시하고자 한다. 이를 통해 상징정책으로써 독립유공활동이 갖는 의미를 다시끔 제고할 수 있을 것이다.
