정보화경영시스템의 도서관 적용에 관한 연구

비영리 조직인 도서관에서 정보화가 차지하는 비중이 점차 증대됨에 따라 시스템에 대한 감리와 통제만으로 지식정보자원관리를 조직의 경영목표에 적합하도록 유지하는 것이 어렵게 되었다. 그러므로 조직의 종합적인 경영체제 내에서 전체 경영활동과 통합되고 융화될 수 있도록 정보화 경영시스템의 적용이 필요하다. 도서관에서도 조직의 전략적 측면이나 사회 ·경제적인 요구들을 포함하는 포괄적인 문제를 고려하여 지식정보화 촉진과 경영혁신을 추구해야 한다. 본 연구는 모든 도서관에 적용할 수 있는 표준화된 규격으로 정보화경영시스템의 적용을 검토하였다. 이를 위해 지금가지 다양하게 개발된 도서관 성과지표와 정보화경영시스템의 수준평가표를 비교, 분석 하였으며, 도서관은 정보화경영시스템 도입을 통하여 조직의 효율성과 이용자 만족을 제고하고 나아가 국가경쟁력을 향상시킬 수 있게 될 것이다. According to increase share ratio of information on library be unable bring to maintain knowledge and information resource management for information audit and control on management vision in non-profit organization. Application of information management system was necessary to the systems integration and total management activity in total management system of organization. Library must be to investigate knowledge and information promotion and management innovation needs to consider to gather into a bundle problems to include social and economic requirements. This research be able to adaption all library standardization rule review adapt ability of information management system through the analysis compared to various developed performance indicator for library and level evaluation indicator for information management system. Library will be expanse efficiency of organization, satisfaction of users and level up the National competition through the adaptation of information management system.

도서관 ESG 경영평가지표 개발에 관한 연구

사회적․환경적 이슈에 대한 인식이 증가함에 따라 ESG 경영에 대한 관심이 높아지고, ESG 경영평가의 영향력은 점점 더 강해지고 있으며, 도서관도 ESG 경영평가에 참여할 필요가 있다. ESG 경영을 도서관에 적용하기 위해서는 도서관에 적용 가능한 ESG 경영을 정의하고 범주를 확인한 후, 먼저 적용과 지속적인 환류를 전제로 평가지표 개발이 필요하다. 이에 본 연구에서는 기업을 포함하여 공공기관 ESG 경영평가지표를 포괄적으로 살펴보고 이로부터 도서관에 적용가능한 ESG 경영평가지표를 제안하고자 하였다. 이를 위해 ESG 관련 선행연구 조사․분석, 선행연구 기반 도서관 ESG 예비경영평가지표 도출, 예비경ㅇ평가지표에 대한 전문가 FGI 의견 수렴, 전문가 FGI 의견 수렴 기반 1차 도서관 ESG 경영평가지표 개발, 1차 도서관 ESG 경영평가지표의 적합도 조사과정을 거쳤다. 최종적으로 환경 영역은 총 25개 항목, 사회 영역은 총 56개 항목, 지배구조 영역은 총 32개 항목을 선정하였다. 향후 연구에서는 이 지표를 기반으로 도서관을 대상으로 ESG 경영평가를 수행할 필요가 있다고 본다.

사립대학교 도서관경영의 도서관장의 경영관 조사 분석

The purpose of this study is to investigate private university libray directors’ managerial roles and their views on university library management. Data were collected by sending questionnaires to 103 library directors of member libraries of Korean Private University Library Association. Overall managerial viewpoints of library directors were analyzed, and hypothesis were tested to prove the relationship between director’s professionalism and their managerial style. The importance of university library directors’ role and responsibility were emphasized, and the necessity of entrusting library directors with professional knowledge were suggested. 본 연구는 국내 사립대학교 도서관장의 경영관을 조사해 보고, 도서관장의 전문성과 도서관경영에 관계가 있는지를 밝혀보고자 함에 목적을 두었다. 한국사립대학교도서관협의회의 103개 회원관의 현직 도서관장들을 대상으로 질문지를 배부, 자료를 수집하였으며, 도서관장의 직무수행에 관한 사항 및 직무수행 전반에 대한 견해를 조사 분석하였다. 분석과정에서 도서관장의 전문성과 도서관경영방식 및 견해와의 관계에 대한 가설검증을 하였다. 분석된 자료를 토대로 하여 대학도서관장의 책임과 역할에 대한 중요성과 대학도서관에의 전문직 도서관장의 필요성에 대하여 제언하였다.

전문도서관 기반의 지식경영 방법론 연구-특히 참고 정보봉사를 중심으로-

지식경영(Knowledge Management)의 중요성은 여러 측면에서 이루어지고 있는 이론 연구나 정부의 기업 경영혁신 시행 지침으로 지식경영을 주요한 도구로 하고 있는 데에서도 쉽게 찾아 볼 수 있다. 지식경영은 결국 지식의 순환과정, 즉 지식의 생성, 축적, 공유, 활용, 학습과정을 원활하게 촉진시켜서 기업내의 지적자산의 질과 양을 향상시켜 기업내의 많은 의사결정 문제를 효과적으로 해결하고자 하는 것이라고 정의되는데, 이러한 정의는 곧 전문도서관의 운영이론 및 철학과도 일치하고 있다. 따라서 본 연구는 기업이 이미 기업 내에 설치하고 있는 전문도서관을 활용하여 지식경영을 추진하기 위한 이론적 연구와 구체적 사례를 제시하고, 향후 전문도서관 기반의 지식경영 방법론을 제안하고자 한다. 특히 전문도서관의 핵심이라고 할 수 있는 참고 정보봉사를 통하여 지식경영의 주요 요소인 지적자원과 인적 자원이 융합하며, 기업 문화가 활성화되는 사례를 소개한다. 본 연구는 향후 지식경영을 도입하고자 하는 기업에서 새로운 방식에 의한 지식경영 추진을 위한 의미있는 벤치마킹 자료가 될 것으로 판단한다. The importance of Knowledge Management (KM) can be easily recognized in many diverse aspects of the theory studies and in KM’s efforts to help implement the government’s policy to innovate corporation management. The core of KM is to improve the circulation of knowledge by generation, accumulation, sharing, utilization and acquisition by learning. The improvement of knowledge circulation would result in high quality and quantity of intellectual assets in corporations and make decision-making more efficient. This, too, is the operational philosophy of the special libraries. The primary objective of this study is to promote KM by presenting KM methodology and by explaining a theoretical background and cases, based on the existing special libraries. I cite an example of a case wherein merging intellectual assets and human resources activated the company culture. The reference service system, which is the core of the special library, was used in this merging.

공공도서관 지식경영모형에 관한 연구

도서관은 인류문화 유산을 집대성하여 계승하고 현재의 모든 지식정보자원을 기반으로 미래사회를 개척할 수 있는 전략과 전술, 과학기술뿐만 아니라, 정치, 경제, 사회, 문화 등의 모든 분야의 콘텐츠를 제공하는 곳이다. 더군다나 공공도서관은 공중의 지식정보와 이용 문화활동 및 평생교육을 증진함을 주된 목적으로 하고 있다. 본 연구는 공공도서관의 패러다임이 어떻게 변화되고 있는가를 도서관기능과 환경의 변화 측면에서 다루었고 디지털 도서관의 등장과 그 의의를 제시하였다. 또한 새로운 공공도서관문화 및 조직구조 창출, 도서관 정보조직구조의 변화를 다루었다. 공공도서관의 현황분석에서 나타나는 문제점을 토대로 공공도서관에서 지식경영의 필요성과 그 구성요소를 도출하였으며, 지식경영 프레임워크를 기반으로 한 통합형 지식경영모형을 제안하였다. This study worts on how to change the public library paradigm in the side view of library faculties and environments, digital library, culture and structure. Also, here manages the need of knowledge management and components with the status problem of public library for a basis. This study aims to propose the total knowledge management model based on the knowledge management frameworks ; management strategy, the human resources, processing, and network.

대학도서관 관계 법규 제정에 관한 고찰

The purpose of this study is to establish the legal or institutional bases of academic libraries as the core facility which helps strengthen the capabilities of education and research by collecting, managing and providing knowledge resources for universities in Korea. The present ‘Library Law’ largely focuses on public libraries and the National Central Library, and deals with academic libraries, special libraries and school libraries in a very limited sense. Therefore, in this research the changes in the laws and regulations related to academic libraries are examined, and the process of proposing and legislating ‘The Academic Library Promotion Act’ is analyzed. Finally, how to proceed to actually legislate ‘The Academic Library Promotion Act’ is suggested. 이 연구의 목적은 대학도서관이 대학 내에서 지식정보자원의 수집·관리·유통을 통해 대학 교육의 내실화와 연구경쟁력 강화를 위한 핵심시설로서 운영될 수 있도록 법적 또는 제도적 기반을 마련하고자 하는 것이다. 현행 도서관법은 관종별 도서관의 관점에서 보면 공공도서관과 국립중앙도서관에 국한되어 대학도서관, 전문도서관, 학교도서관에 대해서는 선언적인 내용만을 담고 있다. 이에 따라 이 연구에서는 학교도서관진흥법의 경우에서와 같이 세부적으로 대학도서관 관계 법규의 변화 추이를 살펴보고, 대학도서관진흥법 발의 및 제정 과정을 조사·분석하며, 나아가 대학도서관진흥법의 제정 방향을 제시하고자 한다.

도서관 관리자의 성역할 정체감이 직원의 직무효능감과 조직몰입에 미치는 영향

사회가 다원화되어 감에 따라 현대사회에서 인간의 성적 기대치인 성역할은 전통적인 ‘남성다움’과 ‘여성다움’이라는 이분법적인 논리를 떠나, 남성이 여성화되고 여성이 남성화되는 추세 점점 가속화되면서 성역할 정체감은 복합적인 형태로 변해가고 있다. 이러한 성역할 정체감은, 자료를 수집․정리․분석․보존․축적하여 공중 또는 특정인의 이용에 제공함으로써 정보이용․조사․연구․학습․교양 등 문화발전 및 평생교육에 이바지하는 하나의 경영조직체로서 도서관에 적용될 수 있다. 이에 본 연구는 도서관 관리자의 성역할 정체감이 직원의 직무효능감과 조직몰입 등 직무태도에 미치는 영향에 대해서 살펴보고자 한다. 이를 위하여 성역할 정체감과 경영조직으로서의 도서관에 관한 개념적 배경을 바탕으로, 도서관 관리자의 성역할 정체감, 직무효능감 그리고 조직몰입에 대한 이론적 근거를 마련하였다. 그리고 본 연구의 목적을 달성하기 위하여 설문조사법을 이용하였으며, 서울시에 소재한 8개 공공도서관에 근무하는 사서 127명을 대상으로 조사를 실시하였다. 조사된 설문내용은 SPSS 20 통계팩키지를 이용한 통계분석으로 처리하여 각 변인간의 관계를 분석하였다. 그리고 이러한 분석결과를 바탕으로 도서관 관리자의 성역할 정체감이 직원의 직무효능감과 조직몰입에 미치는 영향에 대한 토론을 전개하였다.

SWOT 분석을 통한 도서관의 경쟁력 제고 방안에 관한 연구 - A대학교 도서관의 사례를 중심으로 -

도서관이 보다 효율적으로 운영되기 위해서는 도서관 내부의 강 약점과 외부의 기회 위협 요인 등을 파악하여 미래의 발생가능성을 예측하고, 이에 대응하기 위한 최적의 전략방안을도출하여 활용할 수 있어야 한다. 이에 본 연구는 전략경쟁분석기법의 하나로 각광을 받고 있는 SWOT 분석을 통하여 A대학교 도서관의 전략경쟁을 분석하였다. 본 연구를 통하여 얻어진 결론은 다음과 같다. 첫째, A대학교 도서관의 강점은 도서관 직원의 전문성 체계적인 업무추진 계획 및 분장 디지털도서관 구축에 따른 고품질의 서비스 제공이다. 둘째, A대학교 도서관의 약점은 가용자원(인력, 예산, 공간)의 부족, 미래의 도서관 운영계획 부재, 능동적인 서비스 마인드의 부족이다. 셋째 A대학교 도서관의 기회는 디지털 정보환경에 따른 새로운 도약, 외부기관 및 도서관과의 교류협력 확대, 도서관 개방을 통한 지역거점 도서관으로의 위상 제고이다. 넷째, A대학교 도서관의 위협은 학교 당국의 도서관에 대한 인식 부족, 급변하는 정보환경에 따른 이용자의 다양한 정보요구, 강화된 저작권법에 따른 도서관 서비스의 제한이다. 다섯째, A대학교 도서관의 경쟁력 강화방안은 디지털 전문 인력의 확보를 통한 디지털 서비스의 강화, 외부기관 및 도서관과의 교류협력 강화를 통한 확장 서비스의 제공. 강화된 저작권법에 따른 차별화된 서비스의 개발이다. For a library to be run more efficiently, its internal strengths and weaknesses, external opportunities and threats must be determined for forecasting on the basis of the diagnosis of the internal and external environment and situations, and optimum strategies and measures responsively deducted and utilized. Therefore, I had analyzed the strategic competition of university A's library using SWOT analysis, which has recently been spotlighted as an effective strategic competition analysis method. The conclusions thus obtained are as explained below. Firstly. the strengths of university A's library are the professional qualifications of the employees. work efficiency based on systematic operative plans and division of work load, and provision of high quality service following the establishment of the digital library. Secondly, its weaknesses are the insufficiency and limits of the usable resources, the lack of progressive future operation plans and systems, and the deficiency of a positive service mind. Thirdly, the opportunities are the possibility for new developments in accordance with the digital information environment. reinforcement of the operative efficiency throughout expanding its cooperation with external organizations and other libraries, and its transformation as the local library hub by opening up to the public. Fourthly, the threats are the lack of the school authorities' acknowledgement. and the degradation of the library's status in accordance, the users' various requests for information and advanced professional service according to the rapidly changing information environment. and the restriction of the library service based on the copyright law. Fifthly, as a result of analyzing the strategic competition of university A's library, measures such as the reinforcement of digital service by acquiring digital specialists. provision of extended service through active cooperation with external institutes and libraries. development and provision of differentiated service in accordance with the reinforced copyright law were proposed to improve the library's future competitiveness.

공공도서관 경영형태 변용성 연구

This paper is succeeding research of change of management paradigms and techniques in library. From 1980's major industrialized nations adopted new public management theory with ideological source and strategic technique of administrative reform and management renovation. The researcher analyzed the reasons which applies NPM, the state where its concrete technique is applied in public library management reform, and transfiguration process of management forms(outsourcing, contracting out and designated manager system, private finance initiative, etc.) 이 연구는 도서관 경영패러다임 및 기법 변화의 후속연구이다. 1980년대부터 주요 선진국은 사회변동에 따른 경영 및 행정패러다임의 변화에 주목하여 신공공경영이론을 행정개혁과 경영혁신의 사상적 원천 및 전략적 수법으로 채택하였는데, 그 이유는 무엇이며 구체적인 실천수단이 도서관의 경영개혁과 관리운영에 어떻게 적용되어 경영형태를 변용시키는지에 대하여 분석하였다. 특히 공공도서관을 중심으로 아웃소싱, 위탁경영 및 지정관리자제도, 민간자금 활용사업을 집중적으로 논급하고 제언하였다.

디지털 환경에서의 전문도서관 경영전략수립에 관한 연구 : 과학기술분야 전문도서관을 중심으로

본 연구의 목적은 디지털 환경에서의 과학기술분야 전문도서관 경쟁력 강화를 위한 경영전략수립에 있다. 정보통신기술의 발달로 인해 디지털도서관 정보서비스는 많이 발전했지만, 전문도서관의 경영환경(사서, 예산, 조직 등)은 더욱 어려워지고 있다. 이러한 현상의 원인 중 하나는 정보기술 만능주의에 가려진 경영전략의 부재에 있다. 본 연구에서는 이와 같은 문제점을 극복하기 위해 과학기술분야 전문도서관을 둘러싸고 있는 내 외적 환경변화를 알아보고, 경영전략수립 시 요구되는 단계 및 환경분석기법을 살펴보고자 한다. 최종적으로 과학기술분야 전문도서관의 미션과 비전을 제시하고, SWOT 분석기법으로 살펴본 전문도서관의 환경분석결과를 통해 구체적인 경영전략방안을 제시하고자 한다. The purpose of this study is to build new management strategy of special libraries in the field of science and technologies. Though information service of digital libraries were developed very much due to IT technologies, management condition of special libraries is getting more worse. Immediate cause of this problem is absence of management strategies which were veiled by IT panacea. In order to overcome this problem, this study looks into the internal and external environment change which are surrounded by special libraries. And also examined procedures and method of environment analysis which is needed to build management strategies. As the result of research, this study analyze internal and external environment by SWOT analysis method, and finally propose new management strategies.
