지역주민의 농촌마을종합개발사업에 대한 인식이 농촌관광개발 인식과 태도에 미치는 영향

우리나라 농촌의 현실인 저소득 문제와 공동화 문제 등이 서로 맞물려 상승작용을 하면서 문제가 더욱 심화되어가는 악순환 현상이 발생하고 있는 것이 현실이다. 이를 극복하기 위해 다양한 농촌개발사업이 추진되고 있으며, 1990년대 이후부터 농어촌지역의 생활환경, 산업기반 및 편익 · 복지시설 등을 정비 · 확충하기 위해 정주권 개발과 문화마을조성사업, 신 활력사업, 농촌마을종합개발사업 등을 추진되고 있다. 기존 연구동항을 살펴보면, 농촌마을종합개발사업에 대한 평가지표, 문제점 및 개선사항, 투자우선순위 등의 연구가 시행되어졌지만, 실제적으로 농촌마을종합개발사업이 지역개발에 대한 지역주민의 태도와 관광개발에 대한 영향인식에 대한 연구는 미홉한 실정이다. 이에 본 연구에서는 농촌마을종합개발사업을 통해 농촌지역 관광개발이 경제적, 사회문화적, 환경적 측면의 변화가 지역주민의 개발 태도와 인식에 어떠한 영향을 미치며, 특히 중요 영향요인이 무엇인지를 분석하고, 농촌지역 개발에 따른 영향지각이 지역주민 태도에 미치는 영향을 분석하여 향후 농촌마을종합개발사업 추진단계, 계획수립단계에서부터 실행단계까지 지역주민의 적극적인 참여를 유도할 수 있는 전략적 방안을 제시하고자 한다. 분석결과를 바탕으로 농촌마을종합개발을 위한 지역주민의 적극적인 참여를 유도할 수 있는 방안은 다음과 같다. 첫째, 농촌관광과 농촌관광개발에 대한 인식 제고가 이루어져야 할 것이다. 농촌마을종합개발사업의 주테마가 농촌관광개발의 경우에는 관광에 대한 지역주민 교육 및 인식이 명확하게 제고되어야 사업의 효과를 발휘할 수 있을 것이다. 둘째, 사업추진을 통한 경제적 수익 등의 경제적 영향, 기반시설 및 복지시설 확충 등의 긍정적인 효과를 느낄 수 있는 계획이 이루어져야 할 것이다. 셋째, 농촌마을종합개발사업의 긍정적 인식과 태도를 부각시키고, 부정적 인식과 태도에 대해서는 교육과 홍보를 통해 긍정적인 인식을 높여 사업에 대한 관심과 참여를 높여 효과적인 사업 추진을 이룰 수 있어야 할 것이다. Korean farm villages are locked in vicious circle, as lots of their problems related to low income and hollow matters are geared and multiply. To get over those problems, various plans to develop Korean farm villages are being pushed ahead. In addition, since the early of 1990s, Korea has been projects to develop settlement zones and culture villages. It has been also preceeding with a comprehensive development project of farm villages and a new vitalizations project, etc. All of these projects aim to reorganize and expand life environments, industrial bases, and convenience and welfare facilities. The existing studies on a comprehensive project to develop farm villages have been focusing on evaluation indexes, problems, investment priorities, etc. l3ut in fact, studies on a comprehensive development project of farm villages are not thoroughgoing enough in aspects of residents` attitude and their recognition on the influence on tourist development. Thus, this study aims to present strategic schemes to allow residents to actively participate in a stage of promoting a comprehensive development project of farm villages, a stage of making the plan, and a stage of the implementation. For this, this study analyzes a comprehensive development project of farm villages and attempts to figure out which influence the tourist development in farm villages has on residents` attitude and recognition resulting from changes in economic, social cultural, and environmental aspects. Especially, this study previously examines what influential factors there exists are and what influences the development of farm villages has on residents. Based on the results from the above analysis, schemes to enable residents to actively a comprehensive development project of farm villages are presented as follows. First, it is necessary to raise our recognition on tourism and tourism development of farm villages, If the main theme of a comprehensive development project of farm villages intends farm village development, it is required to educate residents and let them clearly raise their recognition on tourism, and the effect of the project is guaranteed. Second, it is highly required to make a plan so that we can feel economic effects of revenues through project promotion and positive effects including the expansion of infrastructures and welfare facilities, etc. Third, it is necessary to bring into relief the positive recognition and attitude of a comprehensive development project of farm villages. As for the negative recognition and attitude, it is very important to change negative residents` recognition to the positive direction and to allow them to participate in and to take an interest in the project, so that the project can be effectively promoted.

연구논문 : 농촌지역개발사업의 운영관리 역량과 주문협력에 관한 연구 -전남 농촌마을종합개발사업을 중심으로-

농촌지역사회에 만연한 문제 해결을 위해 다양한 지역개발사업들이 시도되고 있으나 각 사업에 대한 지속적인 운영관리의 미흡으로 인해 당초 의도한 사업목적을 달성하지 못하고 있다. 원활한 사업운영관리를 위해서는 사업 이후에도 지역주문의 자발적인 사업 참여와 협력, 성숙한 지역역량이 뒷바침되어야 한다. 그러나 현실적으로는 사업에 대한 주민들의 참여의지와 지역역량의 한계, 외부지원의 단절 등으로 인해 지속적인 사업운영관리에 한계가 있으며, 이에 대한 개선노력도 미흡한 실정이다. 특히 사업운영관리에 관한 학계의 관심 및 연구 성과는 매우 미미한데, 본 연구는 이에 문제의식을 갖고 원활한 사업운영관리를 위한 주민협력과 지역역량의 중요성을 검증함으로써 향후 사업운영관리의 방향을 제시하고자 하였다. 연구대상으로는 주문참여가 강조되는 상향식개발사업 방식을 취하는 농촌마을 종합개발사업을 선정하였으며, 사업이 종료된 5개 사업권역을 대상으로 실증분석을 시도하였다. 농촌마을종합개발사업의 지역역량강화사업유형 중 사업운영관리와 직접적 연관이 있으며, 전 사업권역에 공통적으로 적용되는 사업내용 중 권역사무장과 권역운영기금의 경우 주민협력과 높은 상관관계가 있음을 확인하였다. Although various regional development projects have been trying to solve the matter happened in rural area, it could not accomplish its original purpose because of problems in continuous operation and management at projects. When a project is finished, it is required that local community is willing to participate and cooperate by themselves in order to continue the project. But in most cases, participation rate of local community is very low as there is no government support. In fact the government cease its support as soon as a project is finished, and it makes hard to attract voluntary participation from community. Even if they have voluntary participation in community activities, self-operation and self-management of a project is not easy because they don`t have capability to deal with their own problems. Above all, there are not many valid studies regarding operation and management on a regional development projects. So 1 tried to verify importance of community`s cooperation and capability, as 1 had critical mind to that, And verified high correlation between structural factors which strengthen community capability and cooperation through empirical methods of study on the CRVDPs.
