농촌주택표준설계도 에너지효율등급평가 및 설계변수에 따른 에너지소요량 변화에 관한 연구

본 연구는 농촌주택의 에너지효율평가 등급을 산정하고 에너지요구량 및 소요량을 분석하여 에너지의 관점에서 합리적인 설계 및 에너지절감방안을 도출하는 것이다. 농촌주택 표준설계도 중 구조형식(목조, 조적, 철근콘리트조)과 규모(40~85㎡)를 기준으로 3종을 선정하여 ECO2, ENERGY# 프로그램으로 건축물에너지 효율등급, 부위별 손실량을 산출하였다. 농촌주택표준설계도 3개 유형에 대한 에너지 성능에 대한 평가는 등급용 1차 에너지 소요량이 189.3~238.7 kWh/㎡․a로 2등급에서 4등급으로 예상된다. 표준설계도 주택의 부위별 에너지손실은 환기 39%, 창호 33%, 외벽 14%, 지붕 9%, 바닥 5%순으로 발생하여 환기와 창호를 통한 에너지 손실이 70%이상 발생한다. 국토교통부 고시 제2015-1108호 건축물의 에너지절약설계기준 별표1의 외벽 등 구조체의 열관류율을 기준으로 환기를 위한 열회수형 환기장치 적용, 창 및 문의 열관류율, 조명밀도의 세 개의 분류에 따라 에너지효율등급에 미치는 영향을 분석하였다. 에너지효율등급에 가장 유리하게 작용하는 것은 창 및 문의 열관류율을 낮추고 조명밀도를 작게 하며, 열회수형 환기장치를 설치하지 않았을 때 3개 유형 모두 2등급으로 가장 낮은 등급을 확보하였다. 농촌주택 표준설계도에서 에너지 요구량은 난방 > 급탕 > 조명순으로 비중을 차지하고 있으며, 에너지소요량은 난방 > 급탕 > 조명 > 환기 순으로 비율을 차지하고 있다. 등급용 1차에너지 소요량에서는 난방 > 조명> 환기 > 급탕 순으로 비중의 순서가 바뀌게 된다. 농촌주택 에너지성능 및 품질확보를 위하여 농촌지역 에너지효율평가제도 도입 등 지원 정책이 필요하다. The study analyzed the heat losses and the building energy efficiency grade by the energy simulation using the ENERGY# and ECO2 programs for the three types of Standard design of rural houses. It was calculated the energy efficiency rating by the ECO2 program for the rural housing standard design, and the energy demand and the energy consumption by each factor were compared and analyzed. And it analyzed energy consumption by element of each house by ENERGY # program. As a result, first in the evaluation of the energy efficiency grade of buildings by the ECO2 program, the rating for primary energy requirement for the housing newly built by the standard design of rural house is expected to range from 2 to 4 with 189.3 to 238.7 kWh / ㎡.a. Second, the energy loss of each part of standard design of rural housing occurs in the order of ventilation 39%, window 33%, outer wall 14%, roof 9%, bottom 5%, and energy loss through ventilation and window occurs more than 70%. Third, the most beneficial effects on the energy efficiency grade is obtained the lowest grade of all three types by 2 when the lowering of the window and door heat transmission rate and the lowering of the light density, and the heat exchange ventilation device is not installed. Fourth, in the standard design of rural housing, the energy demand is occupied by heating > hot water > lighting order, and the order of the weight is changed in order of heating > lighting > ventilation > hot water. Fifth, building energy efficiency assessment system needs to establish policy for fixing rural housing energy as a practical device to ensure energy performance and quality.

한국과 일본의 농촌지역 폐교활용 정책 비교

최근 폐교는 지속적으로 증가하고 있다. 특히, 농촌지역에서는 농촌지역의 과소화, 도시로 농촌인구가 유입되면서 농촌 인구가 감소하였고, 소규모 학교가 통폐합되면서 폐교 수가 급증하였다. 저출산, 고령화 등으로 향후에도 농촌지역의 아동‧학생 수는 감소할 것으로 예상되며, 이로 인해 폐교도 지속적으로 증가할 것으로 추정된다. 본 연구는 폐교를 효율적으로 활용하기 방안을 모색하는 기초적 연구로서 폐교현황과 폐교활용 현황을 파악하고, 한국과 일본의 폐교활용 정책을 비교분석하여 각각의 특징을 분명히 하였다. 한국은 예전에 비해 폐교활용의 범위가 확대되었으나 아직까지 폐교시설을 활용할 수 있는 용도가 제한적이라 할 수 있다. 한국은 시‧도 교육감이 폐교재산활용계획을 수립하도록 하여 지역사정에 맞추어 자율적이고 탄력적으로 대응할 수 있도록 하였다. 한편 일본은 국고보조를 받아 정비한 학교시설을 다른 용도로 전용하는 경우, 지방공공단체는 문부과학대사의 승인을 받은 후 국고를 납부하는 것이 필요하였으나, 폐교활용을 촉진하기 위하여 일정한 조건을 만족하면 국고를 납부하지 않고 보고서를 제출하는 것으로 절차를 간소화하였다. 한국은 지방교육재정알리미를 통해 폐교에 대한 구체적인 정보는 알 수 있으나 폐교활용사례에 대한 구체적인 정보를 알기는 쉽지 않다. 일본은 다양한 보조금 제도를 마련하고 있는 반면, 한국에서는 사용료 감액, 무상대부, 유지‧관리 및 운영에 필요한 비용을 지원하는 것에 그치고 있다. In both Japan and South Korea, due to the decrease in school age children, rural school closings have been increasing. This study aims to do a comparative analysis of utilization policies for closed schools in Korea and Japan. The results are as follows. First, an increase in the number of closed schools was expected in both Korea and Japan since the policies related to the closing of small schools have been strengthened. Second, in Korea, it was possible to gain detailed information about closed schools through the ‘Eduinfo’ website, but it was hard to learn detailed information regarding the utilization of closed school property. On the other hand, Japan not only provided information about the unused school facilities but also introduced the utilization cases of closed schools and financial support system for utilization of closed school. It was characterized by linking with the information of unused schools with companies, NPO, elderly welfare facilities, etc. Third, in Korea, superintendent established plans use closed schools to respond flexibly to local circumstances. In order to promote the utilization of closed schools, Japan simplified procedures for reuse of closed school property. Finally, while Japan, developed various financial support systems, Korea, supported the cost of rent reduction, interest-free loans, maintenance and management and operation.

In 2018, the Cultural Heritage Administration of Korea introduced a new system that registers national cultural heritage in street and district units. Yeongju City’s Modern Historical and Cultural District was selected as the first trial region. This grouping method breaks through conservation and utilization limitations of cultural heritage in individual building units. Thus, the issue is how will such historical and cultural spaces be grouped, conserved and managed. Hence, this study identifies the current situation of buildings in the Modern Historical and Cultural Street of Yeongju and conducts an experimental survey. Based on this, the types of modern architecture were classified, and the architectural groups were extracted and categorized to preserve and utilize the architecture. For these purposes, priority groups were determined by evaluating them based on five criteria: archetype, placeness, politicalness, typicality and originality. The modern architecture in the Modern Historical and Cultural Street of Yeongju have undergone many changes. The residential transformation of small and medium-sized cities during modern times can be understood as a process of settlement and nativization.

RURITAGE 사업 개념의 농촌생활권 도입 방안

This study aimed to present a plan that introduces the concept of 'RURITAGE' into the 'Rural Convention' by analyzing the contents of the EU's 'RURITAGE' and the 'Rural Convention.' For this study, the contents and reports discussed on the 'RURITAGE' homepage were analyzed. Also, the applicability was reviewed by analyzing the 'Rural Convention' report and guideline. 'RURITAGE' was resources and heritage, currently possessed by the region rather than large-scale development. 'The Rural Convention' was intended to solve the problem of point-projects through mid-to-long-term planning, integrated support system for construction, and spatial analysis of rural spatial. It was also a policy to increase the satisfaction of the residents with the quality of life by guaranteeing a certain level of living services anywhere in the country. The 'Rural Spatial Strategic Plan' and 'Rural Living Area Revitalization Plan', included in 'the Rural Convention' are judged to be difficult to immediately introduce the concept of 'RURITAGE' due to the limitations of the projects that can implement projects. However, the notion of 'RURITAGE' can be reflected to 'Rural Spatial Maintenance Plan’ seamlessly, which will be prepared in the 'Rural Living Area Revitalization Plan'.
