본 논문은 재난통신 시스템을 실제적으로 활용하기 위해 반드시 필요한 표준운영절차(SOP)를 개발하기 위한 방법론과 전략들을 제시하고자 한다. 따라서 재난안전통신망의 SOP와 연계되는 다양한 요소들을 규명하고 특성을 분석하였고, 이를 기반으로 SOP의 효과적인 개발을 위한 프로세스와 전략을 개발하여 제시하였다. 아울러 개발되는 SOP를 재난안전통신망 구현 기술인 LTE에 반영하여 무선자원 할당의 토대가 되는 우선순위와 QoS가 어떻게 운영되어야 하는지도 제시하였다. This paper presents methodologies and strategies for developing standard operating procedures (SOPs) that are essential for practical use of disaster communication systems. Therefore, the various factors related to the SOP of the public safety network(SafeNet) are identified and analyzed, and the processes and strategies for the effective development of the SOP are developed and presented based on the analysis. In addition, the proposed SOP is reflected in LTE, which is public safety network implementation technology, and suggests how priority and QoS that are the basis of radio resource allocation should be operated.
협대역 및 광대역 PPDR 서비스 제공을 위한 재난통신망의 효율적인 구축 방안 연구

본 논문은 국내외 재난통신망 구축 현황과 기술 발전을 조사·분석하여 합리적이고 효율적인 재난통신망 구축 방안을 제시한다. 연구한 결과, 우리나라는 TRS 기반의 재난통신망이 전국 규모로 구축되어 있지 못한 상황에서 완전 재난통신 광대역 자가망으로 진화하기 위해서는 5년 이상의 과도기적인 재난통신망 구축 및 운영이 불가피하다. 따라서 광대역 이동 통신 기술 기반의 자가망을 구축하면서 이 기술이 성숙될 때까지 상용 TRS와 상용 모바일 광대역망을 보완 활용하는 것이 필요하며, 이를 구체적으로 설계하고 검증하기 위한 전담 조직의 설립이 적극적으로 검토될 필요가 있다. In this paper, reasonable and effective building strategies of PPDR network is presented through investigating and analysing current policies for PPDR network of Korea and foreign countries. The research result shows that it is necessary PPDR network is designed and implemented considering currently transient status in aspects of PPDR-related technical roadmaps and existing PPDR networks. Also, in the transient period of more than 5 years, mobile broadband-based private PPDR network should be builded and it should be complemented by some commercial networks such as TRS or other mobile broadband networks.
SUBARU SPECTROSCOPY OF THE GLOBULAR CLUSTERS IN THE VIRGO GIANT ELLIPTICAL GALAXY M86

<P>We present the first spectroscopic study of the globular clusters (GCs) in the giant elliptical galaxy (gE) M86 in the Virgo Cluster. Using spectra obtained in the Multi-Object Spectroscopy mode of the Faint Object Camera and Spectrograph on the Subaru telescope, we measure the radial velocities for 25 GCs in M86. The mean velocity of the GCs is derived to be (nu(p)) over bar = -354(-79)(+81) km s(-1), which is different from the velocity of the M86 nucleus (nu(gal) = -234 +/- 41 km s(-1)). We estimate the velocity dispersion of the GCs, sigma(p) = 292(-32)(+32) km s(-1), and find a hint of rotation in the M86 GC system. A comparison of the observed velocity dispersion profiles of the GCs and stars with a prediction based on the stellar mass profile strongly suggests the existence of an extended dark matter halo in M86. We also estimate the metallicities and ages for 16 and 8 GCs, respectively. The metallicities of M86 GCs are in the range of -2.0 < [Fe/H] < -0.2 with a mean value of -1.13 +/- 0.47. These GCs show a wide age distribution from 4 to 15 Gyr.</P>

Three kinds of roe protein concentrates (RPCs: boil-dried concentrate, BDC; steam-dried concentrate, SDC; freeze-dried concentrate, FDC) were prepared from yellowfin tuna to produce value added products for food applications. The buffer capacities of the RPCs were higher under alkaline than under acidic conditions. The water holding capacities of the RPCs were in range 4.5-4.7 g/g protein at pH 6.0. The protein solubility of the FDC (14.2%) was higher than those of the BDC (5.4%) and SDC (5.5%) at pH 6.0. The foaming capacity of the FDC (156.8%) was higher than those of the BDC (109.7%) and SDC (109.4%); the FDC foam was stable for 60 min. The oil-in-water emulsifying activity index of the FDC ($12.2m^2/g$ protein) exceeded those of the BDC and SDC ($2.2m^2/g$ protein). Protein concentrates from yellowfin tuna roe may be useful as a potential protein source and as a high-value food ingredient.

Giant cell tumor (GCT) is a generally benign bone tumor accounting for approximately 5 % of all primary bone neoplasms. Cystic components in GCTs that indicate secondary aneurysmal bone cysts (ABCs) are reported in 14 % of GCTs. Although both of them have been described separately in previous reports that may show considerable fluorodeoxyglucose (FDG) uptake despite their benign nature, the findings of GCT with secondary ABC on $^{18}F$-FDG positron emission tomography/computed tomography (PET/CT) have not been well-known. We report a case of GCT with secondary ABC in a 26-year-old woman. $^{18}F$-FDG PET/CT revealed a heterogeneous hypermetabolic lesion in the left proximal femur with the maximum standardized uptake value of 4.7. The solid components of the tumor showed higher FDG uptake than the cystic components. These observations suggest that the ABC components in GCTs show heterogeneous metabolic patterns on $^{18}F$-FDG PET/CT.

<P>We present a spectroscopic analysis of the metallicities, ages, and alpha-elements of the globular clusters (GCs) in the giant elliptical galaxy (gE) NGC 4636 in the Virgo Cluster. Line indices of the GCs are measured from the integrated spectra obtained with Faint Object Camera and Spectrograph on the Subaru 8.2 m Telescope. We derive [Fe/H] values of 59 GCs based on the Brodie & Huchra method, and [Z/H], age, and [alpha/Fe] values of 33 GCs from the comparison of the Lick line indices with single stellar population models. The metallicity distribution of NGC 4636 GCs shows a hint of a bimodality with two peaks at [Fe/H] = -1.23(sigma = 0.32) and -0.35(sigma = 0.19). The age spread is large from 2 Gyr to 15 Gyr and the fraction of young GCs with age < 5 Gyr is about 27%. The [alpha/Fe] of the GCs shows a broad distribution with a mean value [alpha/Fe] approximate to 0.14 dex. The dependence of these chemical properties on the galactocentric radius is weak. We also derive the metallicities, ages, and [alpha/Fe] values for the GCs in other nearby gEs (M87, M49, M60, NGC 5128, NGC 1399, and NGC 1407) from the line index data in the literature using the same methods as used for NGC 4636 GCs. The metallicity distribution of GCs in the combined sample of seven gEs including NGC 4636 is found to be bimodal, supported by the KMM test with a significance level of > 99.9%. All these gEs harbor some young GCs with ages less than 5 Gyr. The mean age of the metal-rich GCs ([Fe/H] > -0.9) is about 3 Gyr younger than that of the metal-poor GCs. The mean value of [alpha/Fe] of the gE GCs is smaller than that of the Milky Way GCs. We discuss these results in the context of GC formation in gEs.</P>
