<P>While the current global economy can be characterized by the intensification of business competitiveness, leaner organizations, the convergence of products and services, and by vast technological developments, the risks and un‐certainties inherent in such a dynamic environment make the management of organizational knowledge even more crucial. Indeed, previous theoretical and empirical‐based studies have proven that knowledge leads to organizational success. Knowledge Management (KM) has particularly gained credence, and continues to generate interest, in academic and business circles. KM is of especial interest to project‐based industries such as construction, as the effective management of knowledge is critical to the survival and continued advancement of a company. In fact, in the construction industry, the implementation of a knowledge management system (KMS) is currently being considered, and an increasing number of companies have already proposed knowledge management initiatives. However, quality of information must take precedence over quantity, especially in the developmental phases of this KMS. Therefore, how to filter and accurately evaluate quantitative and qualitative data becomes a significant challenge. Yet, thus far, only a few studies examining the improvement of knowledge evaluation have been conducted and that researches only focus on the evaluation methods. This research addresses these issues by focusing on knowledge management and evaluation and by specifically addressing how evaluate knowledge effectively. Based on the Active Knowledge Management, this study proposes a process model for effectual construction knowledge evaluation using Expert Index (EI). EI is the level of specialty workers achieve in a certain field after engaging in a knowledge activity. The proposed model will not only enable precise evaluation, but will also provide stimulating knowledge activities; thus, if practically applied, this model could enhance actual organizational success. Santrauka Šiuolaikinei globaliajai ekonomikai būdingas konkurencijos didejimas, organizaciju lankstumas, gaminiu ir paslaugu suartejimas bei didžiuliai technologiniai laimejimai. Ši dinamine verslo aplinka kartu susijusi su rizika ir neapibrežtumais, didinančiais organizacijos žiniu vadybos (ŽV) svarba. Ankstesni teoriniai ir empiriniai tyrimai rodo, kad šios žinios ‐ organizacijos sekmes šaltinis. Žiniu vadyba tampa vis svarbesne akademinei ir verslo aplinkai. ŽV labai domimasi pramones šakose, kuriose didele reikšme turi projektai. Statyba yra viena iš tokiu šaku, joje veiksmingas žiniu valdymas, padedantis užtikrinti imoniu išlikima ir nuolatini vystymasi, yra labai svarbus. Šiuo metu statybos pramoneje diegiamos žiniu vadybos sistemos (ŽVS) ir vis daugiau imoniu pateikia ŽV siūlymu. Būtina siekti, kad žiniu kokybe būtu labiau vertinama nei žiniu kiekis, ypač ŽVS kūrimo tarpsniu. Todel kiekybinis ir kokybinis žiniu atsijojimas tampa rimta užduotimi. Deja, iki šiol atlikta mažai tyrimu, kaip gerinti žiniu vertinima. Atliekant šiuos tyrimus demesys telkiamas tik i žiniu vertinimo metodus. Straipsnyje efektyvus žiniu vertinimas nagrinejamas ŽV metodais. Pasitelkus aktyviaja ŽV kuriamas statybos žiniu vertinimo modelis ir taikomas ekspertu rodiklis (ER). ER išreiškia specialistu, isisavinančiu specifine informacija, žiniu lygi. Siūlomas modelis leis ne tik tiksliai vertinti, bet ir skatinti žiniu gavima. Taigi, taikant ši modeli praktikoje, bus galima gerinti imones veikla.</P>
A minimum mean-squared error relay for the two-way relay channel with network coding

<P>In this letter, we consider the two-way relay channel (TWRC) employing network coding. In TWRC, a conventional relay first decodes symbols from each user and combines (network coding) them using, for example, the XOR (eXclusive OR) operation. However, it may be suboptimal for the relay to use this concatenated approach, when the channels are noisy and the cost criterion is source distortion. Instead, we propose a new relay scheme that generates network coded symbols by performing symbol estimation and network coding operation jointly, in order to minimize the source distortion at the users.</P>
An Improved Encoder for Joint Source-Channel Decoder Using Conditional Entropy Constraint

<P>When the joint source-channel (JSC) decoder is used for source coding over noisy channels, the JSC decoder may <I>invent</I> errors even though the received data is not corrupted by the channel noise, if the JSC decoder assumes the channel was noisy. A novel encoder algorithm has been recently proposed to improve the performance of the communications system under this situation. In this letter, we propose another algorithm based on conditional entropy-constrained vector quantizer to further improve the encoder. The algorithm proposed in this letter significantly improves the performance of the communications system when the hypothesized channel bit error rate is high.</P>
지중열교환기용 시멘트 그라우트의 물리적 역학적 특성 평가

본 연구에서는 기존 지중열교환기용 뒤채움재인 벤토나이트 그라우트의 대안으로 시멘트 그라우트의 물리적 역학적 특성을 평가하였다. 실내 시험을 통하여 시멘트 그라우트의 배합비 및 첨가재에 따라 열전도도와 유동성, 일축압축강도에 미치는 영향을 평가하였다. 또한, 실제 지중열교환기용 파이프 내 순환유체의 온도변화가 시멘트 그라우트의 재료적 안정성에 미치는 영향을 검토하기 위해 -5?C와 50?C를 한 주기로 하여 일축압축강도를 반복적으로 측정하였다. 냉난방 운전에 따른 시멘트 그라우트와 순환 파이프 접촉면의 양호한 부착성 유지 여부를 판단하기 위해 시멘트 그라우트에 HDPE 파이프를 삽입한 시료의 등가 투수계수를 Flexible wall permeameter를 이용하여 장기간 측정하였다. 순환유체의 온도변화 모사에 따른 일축압축강도는 주기가 반복될수록 강도가 감소하는 경향이 나타났다. HDPE파이프를 삽입한 시료의 등가 투수계수는 순환수의 온도에 따라 증감하다가 1.02{times}10^{-9}cm/sec로 수렴하였다.

<P> Because diverse functional losses of the overall built environment (e.g., buildings, industrial facilities, and civil infrastructure) from a disaster event cause tremendous inconveniences to refugees, it is essential to implement swift recovery plans. However, in a postdisaster recovery situation, when resources and time are severely limited, there exist difficulties in implementing appropriate plans. These difficulties are attributable to a lack of comprehensive understanding of the overall recovery processes, caused by associated interdependency among the functions of a facility/infrastructure and the dynamic features of multiple recovery efforts. Thus, this research develops a system dynamics (SD) model to understand overall recovery efforts in the whole region from a holistic perspective. Based on an actual disaster case (the 2011 earthquake of Tohoku), this research conducts a case study to analyze the effectiveness of governmental plans. The simulation results show that governmental plans primarily aimed at recovering the daily lives of populations may not always be helpful for rapid restoration operations. The findings also suggest that considering the associated interdependency among built environment functions in recovery planning is key to supporting not only the rapid functional recovery of the facilities but also the improvement of poor restoration work environments. In this situation, the timely uses of preplanned and government-centered recovery programs (e.g., temporary housing and temporary debris movement) can be more effective with a comprehensive understanding of dynamic features in interdependent and multiple recovery efforts. Further, it is expected that these analytical capabilities have the potential to support recovery planners both in developing effective special recovery programs and in providing improved institutional strategies. Policy implications and lessons learned from a past recovery case can also be helpful in providing specific guidelines for future disaster recovery planning. </P>
