        Plagiarism in writing research papers has a very negative impact on scholarly development. That is why serious controversies or legal disputes over plagiarism in the academic communities or society in general have been often brought out in Korea. In this study, the proper practices of citations in writing research papers as well as the definitions and types of plagiarism are investigated and analyzed, based on the review of domestic and international literature. Major issues discussed in detail are as follows: First, the practices and sociocultural background of plagiarism are examined; Second, the correct methods of citations in writing scholar papers are compared and analyzed; Third, how to detect and prevent plagiarism in the academic community is suggested.       • 日帝治下 圖書館에서의 知的自由에 관한 考察

        It is the general purpose of this study for the writer to investigate the changing process of Japanese censorship policies and limitations of intellectual freedom in korean libraries under the Japanese rule : also, to examine the situation in which the intellectual freedom, but even became degraded to institution with but lead Korean library users to the wrong path. Under that purpose the writer is to explore the ways toward the attitude that librarians and libraries ought to pose for developing better library services through the analysis of forbidden books under the Japanese rule. The writer examined the changing process of censorship policies and the authorities in charge, and investigated the Limits of intellectual freedom that our libraries had under those policies. And the writer investigated the state of the strictness of Japanese censorship policies and the actual condition of the way the forbidden books have been maintained, through surveying and analyzing forbidden book prosecuted under the Japanese rule. The followings are the outlined conclusions: 1) Japanese censorship policies were used commonly as a means to limit the freedom of speech and press ; it was held out against democracy based upon the people's intellectual freedom. 2) Main targets of censorship under the Japanese rule were books connected with nationalism, democracy, or communism : those book formed the greatest Part of all forbidden books in that period. 3) Japanese government organs concentrated their attention an forbidden books before and the Korean-Japanese annexation or after book the Chinese-Japanese war but they suppressed forbidden books in advance through the their elaborate book censorship policies. 4) As the libraries established by Japan were degraded to institutions with the purpose of investigation or guidance of Korean public thought, so intellectual freedom in libraries was little recognized in those days. 5) Not only government authorities but also library circles were quite far from protecting intellectual freedom in libraries ; hence, they could not but suppress Korean library users' intellectual freedom and lead them to the wrong path. 6) A large number of the samples of forbidden books under the Japanese rule were gained access in the samples of libraries investigated. It can be said to mean that they blocked the cultural development of literature in our country.

      • 圖書館에서의 知的自由와 圖書檢閱의 상관관계에 관한 考察

        The condition of intellectual freedom in libraries shows the state of development of libraries and democracy in a country, and the movement of protecting it has been closely connected with the protection of freedom and civil liberties. It is the general purpose of this study for the writer to investigate the correlations between book censorship and intellectual freedom in libraries. Under that purpose the writer is to explore the ways toward the attitude that librarians and libraries ought to pose for developing better library services. The main contents of this study are as follows : (1)The writer closely examined the definition of book censorship and intellectual freedom in libraries, (2)investigated the purposes and forms of book censorship, and the trends of intellectual freedom in libraries, (3)and investigated the correlations between book censorship and intellectual freedom in libraries, (4)also explored the ways toward the attitude that librarians and libraries ought to pose for developing better library services. For developing better libraries in our country taking lessons from results of this study, the right of any person to gain access to all information and ideas without restraint from public or private interests and to express his beliefs or ideas in whatever way he thinks appropriate should be guaranteed. Namely, when the government authorities are to adopt administrative and legal measures, librarians are to make efforts or the Korean library association is to take all necessary steps for it.

        <P>The electrical and the optical properties of white organic light emitting devices (OLEDs) utilizing trapping layers inserted into both an electron transport layer (ETL) and an emitting layer (EML) were investigated. The current density of OLEDs with an ETL containing a 5,6,11,12-tetraphenylnaphthacene (rubrene) layer was slightly smaller than those of other devices. The luminance-current density and luminance efficiency-current density of the OLEDs with rubrene layers embedded in only an ETL or an EML were similar to the blue reference device. While the electroluminescence (EL) spectrum for the OLEDs with a rubrene layer in the ETL in the low voltage range showed the white color, that with rubrene layers in both the EML and the ETL exhibited white color, regardless of the applied voltage. The Commission International de l'Eclairage coordinates of the white OLEDs became stabilized by inserting rubrene layers into both the EML and the ETL.</P>

      • 청주기적의도서관의 성과분석과 발전방향에 관한 고찰

        The purpose of this study is to suggest the direction of future for Miracle Library in Cheongju by conducting a performance analysis and deducing improvement plans which are based on investigations of the operation statues for last ten years after this children’s library was established in 2004 by private organizations and a local government. To achieve the purpose, this study progresses as follows. First, it summarizes the construction process of Miracle Library in Cheongju. Second, policies and personnel conditions about operation and management of the library are surveyed. Third, problems and issues on the library management are drawn by comparing with the status of other Miracle Libraries. Fourth, it proposes the operation and development directions for Miracle Library in Cheongju on the basis of the previous analysis.

        문헌정보학 교육의 본질과 방향에 관한 고찰

        이 연구는 우리나라 문헌정보학 교육의 본질과 방향에 대해 고찰하는데 목적을 두었다. 이를 달성하기 위해, 이 연구에서는, 첫째, 문헌정보학 교육의 도입과 발전 과정을 살펴보고, 둘째, 문헌정보학계와 도서관 현장의 문제점들을 분석하며, 셋째, 이를 기반으로 문헌정보학 교육의 본질과 발전 방향 등을 모색하였다. 그 결과, 이 연구에서는 문헌정보학 교육의 본질을 도서관이란 '시설'보다는 '시설로서의 성격'에 초점을 맞춰 규명하고자 시도하였다. 나아가 한국도서관협회가 중심이 되어 문헌정보학계와 도서관 현장을 연계하여 지속적으로 한국적 문헌정보학 교육의 본질을 정립하고, 전문직 사서 양성을 위한 표준교과과정을 확립하며, 사서양성기관의 정비 및 사서자격제도의 개선을 추진해야 한다는 점을 강조하였다. The purpose of this research is to investigate the essence and directions of the library and information science education in Korea. For this purpose, first, the introduction and development of library and information science education in Korea was examined in this research; Second, the problems in the library field as well as the academic community of library and information science are analyzed; Third, based on these findings, the essence and directions of developing library and information science education are explored. In this research, an attempt was made to figure out the essence of library science education with the focus on libraries as 'the quality as a facility', not as 'a facility itself.' Furthermore, it was emphasized that Korean Library Association should establish the essence of library and information science education, develop the standard program for educating professional librarians, and improve the certification system and educational institutions for librarians by connecting the library field with the academic community of library and information science.

        사서자격제도의 변화 추이 및 개선 방향에 관한 고찰

        우리나라 사서자격제도와 양성 체계는 도서관 주변 환경의 변화와 더불어 도서관법의 제정과 일부 또는 전부 개정 과정을 거치면서 지금에 이르고 있다. 이 연구는 도서관법과 사서직원 등의 자격 제도 및 양성 체계와 관련하여 세부 내용을 조사 분석한 후, 다음과 같이 3가지로 나누어 기술한 것이다. 첫째, 그 변화 추이를 고찰하고, 둘째, 사서자격제도와 시행 효과를 살펴보며, 셋째, 사서자격제도 및 양성 체계상의 문제점을 도출하고, 이에 대한 개략적인 개선 방향을 제시하고 있다. Librarian certification and creditable library education in Korea are defined by law(s). The law(s) has continuously been amended or reformed to meet the changes in society as well as library surroundings to date. This research investigates and analyses the evolving traces of librarian certification and creditable library education law(s), and summaries them as following: first, the trend in the changes is reviewed, second, whether the conditions to grant librarian certificates reflected on the laws have influenced the quality or professional capability of the librarians is probed, finally, problems of current librarian certification and creditable library education are elicited, and desirable future directions are suggested.

        대학의 유비쿼터스 학습과 도서관서비스 활성화에 관한 연구

        In the 21st century, Korean society has continually changed into information society, knowledge society, and recently ubiquitous society. Therefore, 'ubituious' has become one of the most popular terms, and in many sectors of our society the ubiquitous environment has become more and more realities. And, universities are facing the need for changes in teaching and learning as well as library services. In this research, to enhance and vitalize the ubiquitous learning and academic library services, the following topics are discussed: First, the concept of 'ubiquitous' is defined and its major elements are examined. Second, the trend of establishing the information environment in higher education and developing the ubiquitous learning are investigated. Third, the present situation of ubiquitous campus and libraries are reviewed. Fourth, proposed are the strategies of developing those ubiquitous learning and library services in universities in Korea.

        대학도서관 평가 지표 개발과 실행 방안에 관한 고찰

        Performance indicators for academic libraries in Korea suggested in this research cover three areas, that is, collection, budget, and human resources, which consists of three subdivisions, respectively. Performance indicators and action plans in this research were prepared, based on the official documents which universities in Korea formally submitted to the Ministry of Education and Human Resources, and the data published by the related institutions. Performance indicators and action plans are intended to draw attentions of university administrators and headquarters, but do not require librarians to prepare for evaluation. The better results would be expected with the development and application of both quantitative and qualitative indicators for information services by standardizing and unifying the process of collecting statistics. It is also expected that periodic and continuing evaluation of academic libraries could help government and universities have a better understanding of and appreciate the significance of academic libraries.
