Regional capacity building programs have been implemented since President Noh's government of 2002. Establishing Regional Innovation Councils and introduction of the New Vitalization Project(NVP) of rural cities and counties have been a starting point of regional capacity building programs. NVP projects focused on citizen training, village leader cultivation, bench marking of leading cities and counties, and activating community of practice(COP) rather than hardware projects. From year of 2005 to 2008, the budget of investment on softwares was 27 billion Korean Won. These projects have promoted citizens' participation and reflection of needs and demands of them. Oversea's leading projects are EU's LEADER programs and Master Programs in Germany. Domestically Grape Industry Leader Cultivation Program in Youngdong County is a standard model of connecting education and business. Increasing farm winery in connection with tourism, can promote wine related business and income of wine farm households of the county. In capacity building of local officials and citizens, action and innovation official programs can be developed by creativity levels. Citizen training programs also can be developed in area of basic knowledge training and moral education. In conclusion, Korea's regional capacity building programs are in need of continuing investment to catch up with leading countries' programs in same ares regardless of government transfer.
A Power-Efficient Voltage Up-Converting Circuit System

We developed a low-power voltage upconverter system that is composed of charge pump, level detector, and level shifter, which generates 1.0uA-10V from 2.5V VDD using 0.18um CMOS technology. The efficiency of the Dickson’s charge pump was analysed with respect to the size of pumping capacitors and the number of pumping stages, and the optimum condition was chosen from the analysis results. The level detector senses VPP voltage in capacitive division way in order to eliminate the steady state VPP power dissipation through the resistive voltage divider. The power consumption in level shifters is reduced without sacrificing the switching speed by inserting a bootstrapped p-MOSFET between cross-coupled p-MOSFET and pull down n-MOSFET. Combing the three techniques the power consumption of voltage up-converting circuit system is saved by 28%.

Intracranial headaches are generally believed to be mediated by prolonged nociceptive activation of trigeminal nucleus caudalis (TNC) but the specific trigger factors are still poorly understood. Our accumulative studies demonstrate that sigma-1 receptors (Sig-1R) facilitate nociceptive transmission in the spinal cord. Based on these previous findings, the present study was conducted to further investigate whether chronic activation of Sig-1R could produce TNC neuronal activation as a key mechanism underlying the generation of headaches. Rats were intracisternally infused with the selective Sig-1R agonist PRE084 once or repeatedly for 14 day. A single infusion of PRE084 dose-dependently increased Fos like immunoreactive neurons (Fos-LI) in TNC without producing pain behavior (i.e. face grooming). Chronic infusion of PRE084 led to a comparable number of Fos-LI in TNC and similar pain behavior with that of the capsaicin single infusion, which is a commonly used headache model. Furthermore, PRE084 infusion for 14 days significantly increased the immunoreactivity of brain derived neurotrophic factor (BDNF) and its receptor tropomycin receptor kinase B in TNC. Thus, our findings indicate that the chronic activation of Sig-1R may evoke prolonged neuronal activation in the trigeminovascular system, which is related to the BDNF signaling pathway.

The history of nuclear fusion research in Korea is rather short compared to that of advanced countries. However, since the mid-1990s, at which time the construction of KSTAR was about to commence, fusion research in Korea has been actively carried out in a wide range of areas, from basic plasma physics to fusion reactor design. The flourishing of fusion research partly owes to the fact that industrial technologies in Korea including those related to the nuclear field have been fully matured, with their quality being highly ranked in the world. Successive pivotal programs such as KSTAR and ITER have provided diverse opportunities to address new scientific and technological problems in fusion as well as to draw young researchers into related fields. The frame of the Korean nuclear fusion program is now changing from a small laboratory scale to a large national agenda. Coordinated strategies from different views and a holistic approach are necessary in order to achieve optimal efficiency and effectiveness. Upon this background, the present paper reflects upon the road taken to arrive at this point and looks ahead at the coming future in nuclear fusion research activities in Korea.

Sulfur hexafluoride (SF<sub>6</sub>) gas is used widely in electric power equipment such as Gas Insulated Switchgear (GIS), Gas Insulation transmission Line (GIL), and Gas Circuit Breaker (GCB). But applications of SF<sub>6</sub> should be restricted because SF6 gas is one of the greenhouse effect gases. To reduce use of SF<sub>6</sub> gas, a study on eco-friendly alternative insulation medium is needed. In this paper, we investigated lightning impulse (LI) breakdown of dry-air which is attracting attention as an ecofriendly alternative gas and the LI breakdown of hybrid insulation combined with dry-air and solid insulation (Room-Temperature Vulcanizing Silicone Rubber-RTV SIR) and dry-air in inhomogeneous fields according to gap distance and pressure. The experiment results showed that the LI breakdown strength of hybrid insulation system was higher than that of dry-air insulation system. It was verified that the development of technology related to eco-friendly power apparatus compact such GIS, GCB and GIL can be used as basic research data.
