        The purpose of this study is to examine background and characteristics of integrated rural development policy facing localization ages and to find out the effective ways for integrated rural development planning responding local settlement development and local autonomy. For this study, the case of Kyongsan region development planning was adopted. Policy issues were summarized as follows : 1. Endeavours for self-reliant regional development should be region-wide. Especially, residents, local government, local council, and local group concerned should be integrated through mutual cooperation. 2. Policy processes, including policy agend setting, policy making, policy implementation, policy evalution, should be opened to the public and should be institutionalized with the arrangement of participation of residents and experts. 3. Institutional arrangement should be made to compensate for scarce resources for regional development.

        The purpose of this study is to establish the integrated rural development plan based on the consciousness and development need of inhabitants in Youngchen Gun. Youngchen Gun is located near metropolitan Taegu city. It is a satellite town of Taegu. In the future it will become an industrial, educational center in a gardenlike environment. Youngchen Gun is an area having high level of the settlement consciousness in comparison with the other counties in Kyngsang Buk Do, but it has as ever the structural problem of rural. Obtained results of this study are as follows : 1. In a section of regional settlement consciousness, it is needed to establish the well organized settlement system. 2. In a section of zone of life, it is necessary to expand a marketing route for inhabitants. 3. In a section of agricultural industry, it is needed to expand the facilities for circulation, to improve an income crops and mechanize an agriculture. 4. In a section of residence, it is needed to expand the facilities of life benefit and enlarge housing lands. 5. In a section of transportation, it is needed to extend all sort of roads and traffic facilities. 6. In a section of education, it is necessary to elevate the qualities of education and modernize the education facilities. 7. In a section of medical service, it is needed to increase the medical specialist and expand medical facilities. 8. In a section of cultural service and welfare, it is necessary to establish and increase cultural and welfare facilities.

        Synthesis and Properties of Novel Y-type Nonlinear Optical Polyester Containing Cyanovinylthiophene with Enhanced Thermal Stability of Second Harmonic Generation

        1-{2,4-Di-(2-hydroxyethoxy)phenyl}-2-(2-thienyl)ethene (5) was prepared and condensed with terephthaloyl chloride to yield polyester (6). Polymer 6 was reacted with tetracyanoethylene to give novel Y-type polyester (7) containing 1-(2,4-dioxyethoxy)phenyl-2-{5-(2,2,3-tricyanovinyl)-2-thienyl)}ethenyl groups as NLO-chromophores, which are parts the polymer backbones. Polymer 7 is soluble in common organic solvents such as acetone and N,N-dimethylformamide. It showed thermal stability up to 300 ${^{\circ}C}$ in thermogravimetric analysis with glasstransition temperature obtained from differential scanning calorimetry near 134 ${^{\circ}C}$. The second harmonic generation (SHG) coefficient ($d_33$) of poled polymer film at the 1560 nm fundamental wavelength was around 6.74 x $10^{-9}$ esu. The dipole alignment exhibited high thermal stability up to the glass-transition temperature ($Tg$), and there was no SHG decay below 135 ${^{\circ}C}$ because of the partial main-chain character of polymer structure, which is acceptable for NLO device applications.

        Neutralization Testing–based Immunogenicity Analysis of Recent Prevalent Severe Acute Respiratory Syndrome Coronavirus 2 Omicron Sublineages

        Although WHO declared the end of the public health emergency for coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), XBB lineages continue to evolve and emerge globally. In particular, XBB.1.5 and XBB.1.16 are raising concerns because of their high immune evasion, leading to apprehensions regarding vaccine efficacy reduction and potential reinfection. We aimed to investigate the COVID-19 outbreak in Korea and predict the likelihood of reinfection by testing neutralizing activity against live viruses from the S clade and 19 Omicron sublineages. We found a significant risk of infection with the currently prevalent XBB lineage for individuals who were either vaccinated early or infected during the initial Omicron outbreak. Vaccinated individuals were better equipped than unvaccinated individuals to produce neutralizing antibodies for other SARS-CoV-2 variants upon infection. Therefore, unvaccinated individuals do not easily develop neutralizing activity against other variants and face the highest risk of reinfection by the XBB lineage. Our study provides important information to facilitate the development of strategies for monitoring populations that would be the most susceptible to new COVID-19 outbreaks.

        The Glu/Asp Polymorphism of ecNOS Gene and the Renal Progression in Korean Autosomal Dominant Polycystic Kidney Disease (ADPKD) Patients

        Two genetic loci, PKD1 and PKD2, have been identified as being responsible for ADPKD, but the presence of an intrafamilial clinical diversity suggests that there are disease-modifying loci. We studied the associations between polymorphism in the ecNOS gene, which are known to be associated with chronic tubulointerstitial and vascular changes, and ADPKD progression in Korean patients. A total of 112 individuals who had ADPKD and 41 normal control subjects were genotyped by PCR-RFLP, the Glu298Asp variant of ecNOS gene was discriminated with MboI. The distribution of the alleles for the ecNOS Glu298Asp polymorphism in ADPKD was: G 88 %, T 12 %, which was similar to the result of Korean population (95:5, p = 0.128) but different from Western controls (65:35, p = 0.000). No differences were found between the CRF and the non-CRF groups (p = 1.000) or the early hypertension and the normotension groups (p = 1.000). In conclusion, our results suggest that the polymorphism at Glu298Asp of ecNOS has no association with the renal progression in Korean ADPKD patients.

        Methyl 2,4-di-(2'-hydroxyethoxy)benzylidenecyanoacetate (3) was prepared and polymerized with terephthaloyl chloride to yield a novel Y-type polyester 4 containing 2,4-dioxybenzylidenecyanoacetate groups as NLOchromophores, which constituted parts of the polymer backbone. The resulting polymer 4 is soluble in common organic solvents such as acetone and N,N-dimethylformamide. Polymer 4 showed thermal stability up to 280 ${^{\circ}C}$ in thermogravimetric analysis with glass-transition temperature obtained from differential scanning calorimetry near 108 ${^{\circ}C}$. The second harmonic generation (SHG) coefficient ($d_{33}$) of poled polymer films at the 1064 nm fundamental wavelength was around $3.54\;{\time}\;10^{-9}$ esu. The dipole alignment exhibited a thermal stability up to near $T_g$ and no significant SHG decay was observed below 100 ${^{\circ}C}$ due to the partial main-chain character of polymer structure, which is acceptable for NLO device applications.

        Assessment of Magnetic Field Mitigation and Electrical Environmental Effects for Commercially Operating 154kV Transmission Lines with Passive Loop

        Power frequency magnetic field is still a critical problem for new construction of overhead power transmission lines in Korea because most people have been concerned about possibly carcinogenic effects of it. Although reference level of power frequency(60Hz) magnetic field has been set to 200uT in ICNIRP guidelines published in 2010, Korean government has no intention of adjusting 83.3uT specified by law in 2006 to this new reference level in consideration of people's concerns for the time being. Regardless of the current regulated magnetic field value, electric utility company has been trying to reduce magnetic field in the residential area in the vicinity of overhead power transmission lines to take into account of public concerns on the long-term effect of magnetic fields. In an effort to reduce magnetic field, engineering side has made considerable efforts to develop passive loop based, cost-effective mitigation technique of power frequency magnetic field more than ten years. In order to verify developed power frequency magnetic field mitigation technique based on passive loop, a horizontal type of passive loop was designed and installed for commercially operating 154kV overhead power transmission line for the first time in Korea. The measurement results before and after the installation of passive loop showed that magnetic field could be reduced to about 20%. The electrical environmental effects such as AN, RI and TVI were assessed before and after the installation of passive loop and these values were complied with the requirements specified by electric utility. It has been confirmed from the field test results that passive loop could be commercially and cost-effectively utilized to mitigate power frequency magnetic field.
