AI백신체계 연구개발 제품의 국방분야 실증 프로세스 개선 연구

국방 무기체계 연구개발 시 기술적, 운용적 측면의 평가는 군 자체 시험평가제도를 두고 발전해 왔고 이를 위한 조 직과 절차가 확립되어 시행 중이다. 그러나, 최근 민간분야 정보통신기술 발전이 고도화되면서 민수 기술 연구개발 과정에서 개발이 완전히 끝나기 전에 국방 분야에 필요한 기술의 운용성이나 적합성을 확인함으로써 연구개발의 합 목적성과 실용성을 높이는 방법으로 현장 시범적용을 할 필요가 발생하는 경우가 있다. 본 논문은 과학기술정보통신 부 주관, 최신 AI백신체계 연구개발 시제품을 국방영역에 실증시험을 하기 위한 프로세스와 관련한 사항을 조사․분 석하고 기존의 군 정보체계 시험평가 절차의 개선한 실증방안을 제안한다. 또한, 국방 환경의 특수성·보안성 하에서 보안기술 시제품을 실증을 수행하기 위한 프로세스의 개선과 현실적 적용 가능한 실증방안을 제시하고자 한다. In the R&D of the Defense Weapon System, the evaluation of technical and operational aspects has been developed with the military's own test evaluation system, and organizations and procedures have been established and implemented. However, with the recent advancement of information and communication technology in the private sector, it is often necessary to test-apply it to the field by enhancing the operability and suitability of technologies required for defense before development is complete. This paper investigates and analyzes the process for conducing empirical tests on the latest AI vaccine system R&D prototype organized by the Ministry of Science and ICT which proposes an improved demonstration plan for the existing military information system test evaluation procedure. In addition, under the specificity and security of the defense environment, we would like to present a practical demonstration plan and the improvement of the process for demonstrating the security technology prototype.

본 논문은 한반도와 한반도 주변 해양에 대한 순기능(順機能) 위주의 해양전략을 식별할 목적으로 작성되었다. 이를 위해 우선 전통적 한국 국가전략과 군사전략과 해양 위상을 평가 하고, 이어 전후 한국이 채택한 해양전략 적용상의 문제점을 분석하였다. 현재 한국의 해양 전략은 서구 중심적이며, 지정적 조건에 치중된 성향을 보이고 있다. 아마도 마한 제독이 정형화시킨 해양전략 영향을 가장 많이 받을 국가는 한국일 것으로 전망된다. 한반도 주변 해양만이 아닌 국가이익이 적용되는 전 세계 해양으로 활동범위를 확대시킴으로써 국가위상을 증진시키고 있기 때문이다. 이를 근거로 한국의 미래 해양전략 발전 방향을 제시해 보았 다. 궁극적으로 이는 기존의 지정학적 조건과 첨단 군사과학기술 조건을 동시에 접목시키는 합성화된 해양전략, 대륙과 해양 간 상호보완적 관계를 형성하는 균형적 해양전략, 우리 고유의 해양활동 교훈과 지혜를 접목시키는 한국형 해양전략 그리고 해양협력을 주도하는 해양전략 개념으로 기술될 수 있을 것이다. This paper begins with a brief exploration of geographical and geoeconomic values of the Korean Peninsula and oversees, and its ability of using seas that have influenced as positive effects for its national development. In doing so, this paper attempts to identify some findings and lessons for the Republic of Korea(ROK) to approach their survival strategy to be used in its maritime environment and capacity. Since the end of Japanese colonial era, new norm appears to be emerged to understand how to use its geographical and geoeconomic values. These are compelling forces to realize why Korea is forcing to think hard strategically about maritime strategy. If history tells some lessons about which nations are successful to apply maritime strategy, it should be formulated by U.S. Navy Admiral Alfred Thayer Mahan in the late 19th century, for the national prosperity and stability. Korea seems to be a right answer for this subject. Some issues of Korea s maritime strategy include: its notion seems to be too much West-oriented and its character focused on geographical conditions, for example land as primary, sea as secondary . In conclusions, some findings can be represented as follows: Korea treats its maritime strategy as equal consideration that is given to land and sea : Korea formulates Koreanization of its maritime strategy as its historical prides and prestigious; Korea s maritime strategy follows the technology change and development in strategic thinking that occurred in the late of 19th century; and maritime cooperation should give way to a major objective on Korea s maritime strategy.

유럽 지역의 네트워크형 지방정부 공공외교 - CoR, CLRA, CEMR 사례를 중심으로

This study aims at arguing that sub-state public diplomacy in Europe is developing into a unique form of ‘network-type sub-state public diplomacy’ based on the complex multiplicity formed in the deepening process of regional integration. In Europe, unlike other regions, institutions and norms have been developed based on the three levels: the European level, the national level, and the local level. In this regard, this study pays a particular attention to the development of the network-type public diplomacy between local entities as a unique form of sub-state public diplomacy that is specialized not only for the public of other countries but also for the public in other local entities. As some examples of this network-type sub-state public diplomacy in Europe, it conducts three case studies on the European Regional Council (CoR), the Council of Local and Regional Governments (CLRA), and the European Council of Local Governments (CEMR). 본 연구는 오늘날 유럽 지역의 지방정부 공공외교가 지역통합의 심화 과정에서 형성된 복합적 중층성에 기반하여 ‘네트워크형 지방정부 공공외교’라는 독특한 형태로 발전해가고 있음을 보여주는 데 그 목적이 있다. 유럽 지역에서는 다른 지역들과는 달리 유럽 층위, 국가 층위, 지방 층위라는 세 가지 복합적 층위에 기반하여 제도와 규범이 발전해 오면서, 지방 층위가 국가 층위를 직접적으로 매개하지 않더라도 유럽 층위와 조응할 수 있어 다른 지역들에서는 볼 수 없는 이러한 지역 층위를 중심으로 네트워크형 지방정부 공공외교가 발전할 수 있었다. 특히, 다층적인 유럽통합의 심화 과정에서 나타난 이러한 역내 지방정부들 간 네트워크의 발전이 다른 국가의 대중들은 물론 다른 지역의 대중들에게도 특화되는 독특한 지방정부 공공외교로 전개되고 있음에 주목하고자 한다. 그리고 이러한 유럽 지역의 네트워크형 지방정부 공공외교의 구체적인 사례로서 유럽지역위원회(CoR), 지방 및 지역 자치단체 회의(CLRA), 그리고 유럽지방정부평의회(CEMR)의 지방정부 공공외교에 대한 연구를 수행한다.
