공직부패 발생요인과 정부신뢰의 관계에 대한 실증연구:공직부패 정도에 대한 인식의 매개효과를 중심으로

공직부패에 대한 다양한 법·제도적 방지책을 마련하였음에도 불구하고 공직사회에 대한 국민인식은 매우 좋지 않은 편이다. 공직사회의 부패가 줄어들지 않는 다양한 원인이 존재한다. 각종 행정규제 및 기준 절차의 모호성 등으로부터 발생하는 행정제도적 측면, 공직자의 낮은 윤리의식으로부터 발생하는 공직자윤리와 행태 측면, 비리적발을 담당하는 사정기관 활동의 비효과성에 기반 한 부패통제 측면, 오랜 한국사회의 관습으로 대표되는 학연·지연 등으로부터 유발한다는 업무환경적 측면 등의 원인이 이에 해당한다. 이렇게 공직사회에서 부정부패가 나타날 경우, 국가에 대한 국민의 신뢰성은 저하되고 공정성 인식이 훼손되며 나아가 경제성장 및 사회발전을 저해하는 결과를 가져온다. 따라서 본 연구는 공직부패 발생요인과 공직부패에 대한 인식이 정부신뢰에 미치는 직·간접 영향관계를 살펴봄으로써 우리 사회의 공직부패를 방지하기 위한 함의점을 제시하고자 하였다. 분석결과, 첫째, 업무환경적 측면에서의 공직부패 발생요인은 공직부패정도에 대한 인식에는 정(+)의 영향을, 정부신뢰에는 부(-)의 직·간접적인 영향을 미치는 것으로 나타났다. 둘째, 공직자윤리와 행태 측면에서의 공직부패 발생요인은 공직부패 정도에 대한 인식에 정(+)의 영향을 미쳤으며, 공직부패 정도에 대한 인식을 매개로 정부신뢰에 부(-)의 영향을 미쳤다. 셋째, 부패에 대한 통제적 측면은 공직부패정도에 대한 인식에 정(+)의 영향을 미쳤으며, 공직부패정도에 대한 인식을 매개로 정부신뢰에 부(-)의 영향을 미치는 것으로 나타났다. 이를 통해 다양한 함의를 제시하고자 한다. Despite various legal and institutional measures to prevent public corruption, public perception to the public service is not very good. There are various causes of public corruption in public service. These causes include administrative institutional aspects arising from the ambiguity of various administrative regulations, standards, procedures, ethical and behavioral aspects arising from low ethical consciousness of public officials, and corruption control aspects based on the inefficiency of the activities of investigative agencies responsible for corruption detection, and work environment aspects caused by long-standing Korean customs such as academic ties or regionalism. When corruption occurs in the public service, public trust in the country decreases, fairness perceptions are damaged, and ultimately, economic growth and social development are hindered. Therefore, this study examined the direct and indirect impact of factors contributing to public corruption and perceptions of public corruption on government trust to suggest implications for preventing public corruption in our society. The results of the analysis showed that, first, the factors contributing to public corruption in the work environment had a positive effect on the perception of public corruption levels and a direct and indirect negative effect on government trust. Second, the factors contributing to public corruption in the ethical and behavioral aspects of public officials had a positive effect on the perception of public corruption levels and had a negative effect on government trust through the mediation of the perception of public corruption levels. Third, the control aspect of corruption had a positive effect on the perception of public corruption levels and had a negative effect on government trust through the mediation of the perception of public corruption levels. Through these results, we aim to provide various implications in preventing public corruption.

지방의회 정책지원관의 조직공정성과 조직몰입에 관한 연구 - 직무만족의 조절 효과를 중심으로 -

In January 2022, local councils gained independent personnel rights. This amendment includes the establishment of the policy support officer system, a specialized workforce aimed at enhancing the expertise of council members and supporting legislative activities. However, various issues such as personnel turnover and excessive workload have been identified during the implementation of this system. To address these concerns, this study focuses on key variables such as organizational fairness, organizational commitment, and job satisfaction, aiming to provide implications from the perspective of human resource management. As the roles of local councils become more sophisticated, the importance of policy support officers in complementing council expertise and supporting legislative activities has also grown. Through hierarchical regression analysis, this study presents organizational and policy-related recommendations to foster organizational commitment among policy support officers.

Validity of intra-particle models of mass transfer kinetics in the analysis of a fin-tube type adsorption bed

This study presents a numerical investigation of the heat and mass transfer kinetics of a fin-tube type adsorption bed using a twodimensionalnumerical model with silica-gel/water as the adsorbent and refrigerant pair. The performance is strongly affected by the heatand mass transfer in the adsorption bed, but the details of the mass transfer kinetics remain unclear. The validity of intra-particle modelsused to simulate mass transfer kinetics such as the equilibrium, LDF, and solid-diffusion models are examined, and the valid ranges ofthe diffusion ratio for each model are proposed. An intra-particle diffusion model should be carefully implemented; otherwise, seriouslydistorted results may be produced, i.e., over-estimation for the equilibrium model and under estimation for the LDF model.

지방자치법 전부개정에 따라 신설된 정책지원관 제도의 효과 제고를 위한 연구: 조직몰입을 중심으로

The policy support officer system was newly introduced to strengthen the expertise, autonomy, and independence of local councils. Policy support officers perform a variety of duties, including collecting legislative data, investigating, and researching. However, during the operation of the system, various problems such as communication problems with local council members, manpower shortage, and mismatched expectations arising from job scope and treatment are occurring. Several studies have shown that the higher organizational commitment of organizational members leads to improved organizational performance. Accordingly, this study examines the influence of job satisfaction, expectation discrepancy, organizational trust, and trust in superiors on organizational commitment in order to improve the organizational commitment of policy support officers. As a result of the analysis, job satisfaction and trust in the organization were found to have a positive (+) effect on organizational commitment, and discrepancy in expectations about organizational life and treatment was found to have a negative (-) effect on organizational commitment. Accordingly, as a way to improve the job satisfaction of policy support officers, it was suggested to seek alternatives for forming trust relationships, sharing values, and communicating with public officials belonging to local councils. Additionally, in order to increase trust in the organization, there is a need to raise awareness that the council's policy decisions are being implemented procedurally and fairly. It was also revealed that there is a need to implement efficient distribution of work for policy support officers and a fair personnel system. Lastly, in order to resolve the discrepancy in expectations of policy support officers, appropriate treatment is needed according to the expertise and rank of policy support officers, and in relation to this, it was suggested that training for not only public officials but also local council members is necessary. 지방의회의 전문성 및 자율성, 독립성 확보를 위해 지방자치법 전부개정안이 통과되면서 신설된 정책지원관 제도는 의정자료 수집・조사・연구 등 다양한 직무를 수행하고 있다. 그러나 제도운영과정에서 지방의회 의원과의 소통 문제, 지방의회 이탈로 인한 인력난 문제, 직무 범위 및 대우 등으로부터 발생하는 기대불일치 문제 등 다양한 문제가 나타나고 있다. 다양한 선행연구에서는 조직구성원의 조직몰입이 높을수록 조직구성원의 헌신을 이끌어내고 결과적으로 조직에 대한 애착을 형성하게 되며 조직성과를 상승하는 결과를 야기한다는 결과를 보여준다. 이에 본 연구에서는 정책지원관의 조직몰입을 제고하기 위해 조직몰입에 선행요인이 될 수 있는 직무만족, 기대불일치, 조직신뢰, 상사신뢰(의원신뢰)에 대해 다룬다. 분석결과, 직무만족, 조직신뢰는 조직몰입에 정(+)의 영향을 미치며 조직생활 및 대우에 대한 부정적 기대불일치는 조직몰입에 부(-)의 영향을 미치는 것으로 나타났다. 다만, 상사신뢰(의원신뢰)는 조직몰입과의 영향 관계에 있어 유의하지 않은 결과를 보였다. 이를 통해 정책지원관의 직무만족을 제고하기 위한 방안으로 지방의회 소속 일반직 공무원들과의 신뢰 관계 형성, 가치공유 및 소통을 위한 대안을 모색할 필요가 있다. 또한, 조직신뢰를 높이기 위해 의회의 정책결정에 있어 절차적으로 공정하게 시행하고 있다는 점을 인식시키고 효율적인 정책지원관의 업무배분과 공정한 인사제도를 실시할 필요가 있다. 마지막으로 정책지원관의 조직생활 및 대우에 대한 부정적 기대불일치를 해소하기 위해 정책지원관의 전문성과 직급에 맞는 적절한 대우가 필요하며, 이와 관련하여 일반직 공무원뿐만 아니라 지방의원 등을 대상으로 하는 교육 방침을 마련해야 한다.

The film Moving Up is one of the Russian blockbusters that succeeded at the box office in the 2020s, with a motif of nostalgia for the former Soviet Union. The story of this work is divided into two parts. The first part follows the style of a Hollywood blockbuster almost exactly. In other words, a heroic protagonist with deficiencies overcomes crises and conflicts and solves problems. In the film, a new coach of the Soviet Union's basketball team is appointed, and while he tries to unite with his players, he announces that he will defeat the United States and win the Olympics. His remarks were something no one could have predicted. The second part is the match footage, filmed with great detail, almost documentary-like. And this leads to victory at the 1972 Munich Olympics. Overall, these two narratives are organically intertwined, and the visual depiction is excellent. The game scenes were filmed with multiple cameras to create the excitement and tension in the actual stadium. In fact, the game scenes in the work convey to the audience the same feeling as an actual game broadcast. At the 1972 Munich Olympics, for the first time in 36 years, the American basketball team did not lose to anyone, even to the Soviet team. The most interesting thing is that the result of the match was added by the referee at the end. The thing is that it was decided by three seconds. On the one hand, the plot is very cinematic. On the other hand, it only lasts three seconds.

Учебная программа для подготовки кураторов по сотрудничеству в киберспорте между Кореей и Россией - На свете анализа промышленности кибер

Russia is one of the leading nations in E-sports as an official sport. Nonetheless, there is a negative view of E-sports in Russia. With the recent increase in E-sports enthusiasts and players in Russia, there has been a need to open up E-sports dedicated digital TV channels, and Russian broadcasters want to refer to their experience in Korea. Recently, Russia's largest broadcasting company "Россия", digital channel "T24", is promoting new E-sports channel with Korean model as a model. We are interested in TV channel operation and want to build cooperation. In addition to Russia, the federation of the Soviet Union is promoting related business cooperation. In this paper, we describe the need for curriculum to cultivate curators who are the essential manpower for the establishment and operation of e - sports channels based on Korea - Russia cooperation and the production of profitable broadcasting contents. This study is expected to serve as a basis for enhancing the employment rate of Russian graduates due to the creation of a new job field, combining the field of humanities research with the field, and establishing a linkage model for research and employment. 러시아는 공식스포츠 종목으로서 E-스포츠를 주목한 선도국 중의 하나이다. 그럼에도 불구하고 러시아에서 E-스포츠에 대한 부정적인 시각이 존재하고 있다. 최근에 러시아내 E-스포츠 애호가 및 선수가 증가하면서 E-스포츠 전용 디지털 티브이 채널 개국의 필요성이 생겼으며, 러시아 방송사 측에서는 한국의 경험을 참조하길 원하고 있다. 최근 러시아 최대 방송사 “러시아(Россия)” 소속 디지털 채널 “T24"는 한국의 경우를 모델로 하여 E-스포츠 채널 신규 개국을 추진하고 있으며, 한국의 E-스포츠 현황과 E-스포츠 발전 과정 및 E-스포츠 TV 채널 운영에 관심을 가지고 협력 관계 구축을 원하고 있디. 러시아뿐만 아니라 구소연방 국가의 관련 사업 협력 관계 추진하고 있는 실정이다. 본고에서는 한-러 협력 기반 E-스포츠 채널 개국, 운영 및 수익성 있는 방송 콘텐츠 제작을 위한 필수 인력인 큐레이터 양성을 위한 교육 과정이 필요하다는 점에 대해 기술하였다. 본 연구는 신규 취업 분야 창출로 인한 러시아 학과 졸업생 취업률 제고와 인문 분야 연구와 현장의 결합, 그리고 연구와 취업의 연계 강화 모델 구축을 위한 토대가 될 것으로 예상한다.
