The study aims to evaluate the extent to which South Korean climate change adaptation policies are consistent with the global rules on adaptation under the Paris Agreement. We established indicators of policy goal coherence based on Morgan et al.(2019). According to the research results, South Korea’s 3rd National Climate Change Adaptation Plan (3rd NAP) adequately aligns with the adaptation goals of the Paris Agreement. The detailed goals and projects outlined in the 3rd NAP contain all eight policy options based on the core concept of adaptation to the Paris Agreement and combine diverse options to consider policy characteristics. Drawing on the findings, the policy implications are as follows. First, to maximize goal coherence in the process of establishing climate change adaptation policy, systematic and agreed upon coordination measures between government agencies and departments should precede. Moreover, adaptation policies should be established based on sensitively identifying key concepts of international norms that change over time to improve policy goal coherence between international regimes and domestic policy. It is necessary to make continuous efforts to increase the coherence between domestic adaptation policies and the adaptation goals of the Paris Agreement, considering detailed policy options in a balanced way.
Dexmedetomidine, α2-adrenoceptor agonist, does not induce apoptosis in the brachial plexus of rats

Dexmedetomidine (Precedex) is a selective α2-adrenoceptor agonist that shows opioid-sparing effects with reducedinhalational anesthetic requirement. Since the possibility that dexmedetomidine could induce nerve degeneration has notbeen completely ruled out, we evaluated whether it can induce apoptosis in rats when used in a nerve block. We performedhematoxylin and eosin staining, terminal deoxynucleotidyl transferase-mediated dUTP nick end labeling (TUNEL) assays,immunohistochemistry for caspase-3 and neurofilament, and western blotting for BAX, Bcl-2, and nerve growth factor (NGF)in the brachial plexus of rats. The axillary brachial plexus was carefully exposed and 100 μl (40 μg/kg) dexmedetomidine wasadministered directly. Rats were sacrificed at 6 h, 12 h, or 24 h after dexmedetomidine administration. In the present study,dexmedetomidine did not exert any effects on histological findings and neurofilament expression. The number of TUNELpositiveand caspase-3-positive cells in the brachial plexus did not change following dexmedetomidine administration. TheBcl-2 to BAX ratio temporarily increased and then returned to the control level at 24 h after dexmedetomidine administration. Expression of NGF in the brachial plexus temporarily increased and then returned to the control level 12 h afterdexmedetomidine administration. The results of our study demonstrated that dexmedetomidine did not induce apoptosis anddegeneration when used in the brachial plexus.

The importance of psychological factors in dermatologic disorders has been recognized for several decades. However, there have been few reports on the management of psychodermatologic disorders. Psychodermatologic conditions can be divided into three broad subgroup in the dermatologic point of view ; first, psychiatric disorders manifesting as dermatological symptom, second, dermatoses mainly caused by emotional factors, i.e., stress, or determined by complex psychophysiological mechanism, and third, psychological symptoms secondary to dermatological conditions, i.e., anxiety or depression. This article describes first two major categories of psychodermatologic disorders and attempts to provide brief guideline for each psychodermatologic condition in view of the clinical interface between dermatology and psychiatry.
